READING RECREATION COMMITTEE MINUTES
June 10, 2009 Town Hall Conference Room
Attendance: Chris Campbell, Rec. Committee Member, B. Winne; Rec. Committee Vice-Chairman,
Frank Driscoll, Rec. Committee Member, K. Kaminer, Rec. Committee Member, N. Swain, Rec.
Committee Member, Mary Ellen Stolecki,.Rec. Committee Member, M. DiPietro, Chairman, Eric
Hughes, Associate Member, John Feudo, Recreation Administrator
M. DiPietro called the meeting to order at 7:07 PM.
K. Kaminer made a motion to accept the minutes from the May 13, 2009 meeting. B. Winne
seconded the motion. Motion passed in favor of accepting the minutes for May 13, 2009 by a vote
of7-0-0.
"Unapproved Lines At Parker Middle School Field"
J. Feudo stated he was still trying to work out cost estimates on removal of the lines. One contract
mentioned it might be close to $2,000 to remove the lines and repaint them as appropriate. The
-committee -would-now-need-to-decide-whatthey-woui-d-recornmend to the-Board-of-Selectmen for-----
action.
F. Driscoll recommended tabling the issue until estimates come back. C. Campbell seconded the
motion. The committee discussed and decided the cost to remove the lines was not going to change
the outcome of their decision. F. Driscoll withdrew his motion.
M. Stolecki made a motion for the Board of Selectmen as Park Commissioners to impose a fine to
Reading United Soccer Club for the damage caused to synthetic field at Parker Middle School as it
pertains to violation of Rule #1 under section 4.14.3 Field use rules. B. Winne seconded the motion.
Motion passed in favor by a vote of 6-1-0.
B. Winne made a motion that the fine amount be given back to the Recreation Committee to be used
at the discretion of the Recreation Administrator. M. Stolecki seconded the motion. Motion passed
in favor by vote of 6-1-0.
Committee Reorganization
N. Swain nominated C. Campbell as chairman. C. Campbell declined the nomination.

C. Campbell nominated B. Winne as chairman and M. Stolecki as vice-chairman. N. Swain
seconded the motion. Motion passes in favor B. Winne as chairman and M. Stolecki as vice-
chairman by unanimous vote.
Amplified Sound
The Board of Selectmen asked the Recreation Committee to discuss and make any
recommendations to the topic of amplified sound in the parks and playground facilities. The
Recreation Committee discussed current policy which states the following;
`RULE 3. No person shall, on any public park, playground, recreation or other area under the jurisdiction of
the Recreation Committee in the Town of Reading, solicit the acquaintance of or annoy another person or utter any
profane, threatening abusive or indecent language or loud outcry; or solicit any subscription or contribution; or have
possession of, or drink any alcoholic beverages as defined by Chapter 138, Section 1, of the General Laws; or play any
game of chance, or have possession of any instrument of gambling; or make an oration or harangue or any political or
other canvass; or preach or pray aloud; or do any obscene or indecent act; or play any musical instrument or use any
sound amplifier, except by written authority from the Recreation Committee or their designee. "
The committee decided that the policy was sufficed. The committee felt trying to put a volume
limit would be virtually impossible to enforce or police. J. Feudo stated he would make sure public
park locations with electricity are locked down and accessible only be permit.
J. Feudo stated the Rec. Division has an opportunity to bring back the open gym program. Carl
McFadden has offered to volunteer and work as supervisor each night. The gym would be open
from 7 PM - 9 PM on Monday and Wed evenings. The cost would be $3 for students up to college
and $5 for adults. Non-participating adults may attend for free. All students under 16 must be
accompanied by an adult.
J. Feudo gave a brief administrator's report.
There were no sub-committee reports.
F. Driscoll made a motion to adjourn. N. Swain seconded the motion. Motion passed in favor of
adjournment by a 7 - 0 - 0 vote.
Meeting adjourned at 8:36 PM.
