The Finance Committee met in the Conference Room at Town Hall, 16 LdllA1e?
Reading, Massachusetts at 7:30 p.m. Presents were Chair Jim Keigley_, Vice Chair Carol
Grimm, Finance Committee members Gerry MacDonald, Nathan White, Catherine Martin,
Richard McDonald, Lawrence Penta, Paul Kurker, James Francis, and Town Manager
Peter Hechenbleikner.
On a motion by Gerry MacDonald seconded by Richard McDonald the Finance
Committee voted to approve the minutes of October 29, 1997, by a vote of 8-0-0.
Liaison Report's:
Richard McDonald - The Police Station Building Committee met with the architect to
review preliminary sketches. Their goal is to keep the cost of the new building under $4
million. Their tentative schedule calls for a special Town Meeting_on March 9, 1998.
Carol Grimm - There are numerous Capital Improvements needed such as Coolidge
Middle School renovations, Elementary. School renovations, Town Pool renovations,
drainage improvements, and the DPW Garage expansion. There needs to be some
priorities set.
Catherine Martin - The Capital Improvement Committee will be meeting with the
Superintendent to help determine improvement priorities.
Nathan White - The Town is considering purchasing the 35 acre Longwood Poultry Farm
and it's possible uses. There will be a joint executive session on January 8, 1998.
Larry Penta - The School Enrollment Committee was divided into 4 sub committees to
determine solutions for the overcrowded elementary schools. The High School needs the
HVAC updated and has some asbestos to be removed.
James Francis - The Water and Sewer Committee presented their Rate Stabilization plan
to the Board of Selectmen. They are still researching possible solutions.
Reserve Fund 't'ransfer:
On a motion by Gerry MacDonald seconded by Nathan White the Finance Committee
voted to approve the reserve fund transfer of $10,000.00 to account 01-302-5837
Engineering, for additional consulting for the landfill closure, by a vote of 9-0-0.
Budget Process FY 1999:
Town Manager Peter Hechenbleikner should have the preliminary budget by December
25, 1997, and the completed budget by February 1, 1998.
He expects to have the Capital Budget by January 1998.
1997 Audit:
On a motion by. Carol Grimm seconded by Nathan White the Finance Committee voted to
approve the final progress billing to KPMG Peat Marwick for the 1997 audit in the
amount of $12,340.00 by a vote of 9-0-0.
Donation:
The Town of Reading, received a donation from the estate of Dorothy Burbank for
$216,000.00 to support Elder Services.
The next Finance Committee meeting will be January 21, 1998.
On motion by Richard McDonald seconded by Nathan White the Finance Committee
voted to adjourn at 8:45 p.m. by a vote of 9-0-0.
