March 11, 1998
The Finance Committee met in the Selectmen's Meeting Room at Town Hall, 16 Lowell
Street, Reading, Massachusetts at 7:30 p.m. Presents were Chair Jim Keigley, Vice Chair
Carol Grimm, Finance Committee members Catherine Martin, Larry Penta, Gerry
MacDonald, Nathan White, Richard McDonald, Paul Kurker, James Francis, and Town
Manager Peter Hechenbleikner.
Article 15 Swimming Pool:
The Reading/Wakefield YMCA would like to establish a partnership with the Town of
Reading and build two indoor swimming pools on the Reading YMCA property. Paul
Gorham, Executive Director of the Reading/WakefieldYMCA, requested the Town invest
$500,000.00 and they will invest $1,000,000.00. Nelson Burbank will help with a gift of
the remaining balance of the $3,100,000.00 project. Construction Manager Bill Jennings
submitted drawings of the proposed facility. The abutting neighbor's reactions have been
positive.
The cost to repair the Grant Memorial Pool is $450,000.00. If the Town participates with
the new indoor pools the Grant Memorial Pool will be demolished.
Chairman's Comments:
Jim Keigley wants the Finance Committee to make their Budget recommendations at the
March 1.6, 1998 meeting.
Review of FY 1999 Budget
Accounting:
The accounting clerk is changing from .4 to .6.
Finance:
The salary is for the Recording Secretary.
Debt Service:
There is nothing remarkable in the FY 1999 budget.
Employee Benefits:
Unemployment - This is mostly from the schools.
Group insurance - There is an Insurance Advisory Committee.
Medicare/Social Security - Town employees do not participate in the social security
system.
Contributory Retirement: There is a contributory retirement board. There is a proposed
Cost of Living adjustment for Reading's retirees.

Human Services:
Mosquito Control
Human and Elder Services: They are requesting an additional social services worker.
Veteran Services: They are requesting a .4 veterans agent.
Recreation: They are requesting a youth program administrator.
General
Town Manager Peter Hechenbleikner reviewed the Capital Improvement plan.
The next FinCom meeting is March 16, 1998, to review the FY 1999 Budget.
On motion by James Francis seconded by Paul Kurker the Finance Committee voted to
adjourn at 10:55 p.m. by a vote of 8-0-0.
