I' f'' S o- FINANCE COMMITTEE &E:I [%J m'JJr. 25., 1991 TIME: 7:45 pm Present: Pete Dahl Nate White Bill Burditt Fred VanMagness Dick Coco Liz Greene Gerry MacDonald Absent: Nick Agneta Marty McWilliams Guests: Tim Toomey Matt Cummings Barbara Philbrick Bob Munnelly Town Manager: PH Meeting called to order by Chairman at 7:45 pm. Chairman distributed copies of amendments to teachers deferral made by.legislature. Barbara Philbrick presented the School Committee budget reductions of $291,401. These were developed by the ad-hoc committee (Don Allen, Molly Zigler, Matt Cummings, George Shannon). Fred VanMagness questioned the revolving cafeteria account as regards to the impact this would have on the lunch program with the dollars removed. School Committee stated sufficient funds would be available for start up in September. Pete Dahl suggested privitization of cafeteria program. Fred VanMagness requested he be provided with copies of all the con- tracts in the school system in order that he might review and evaluate prior to budget hearings for FY 93. Bob Munnelly stated there are 6 major contracts. Peter (TM) will provide Fred with copies of contracts as requested. Gerry MacDonald raised general question as to rationale of elimination of School Business Manager position where fiscal issues over the next 2-3 years would be critical. Bob Munnelly stated that the Asst Supt of Curriculum and Personnel would pick up portion of those duties as would he and her position was more vital. Members of Fin Comm complemented the sub-committee of an excellent job in review of budget and proposed cuts to meet the target. Bill Burditt looks to excellent dialogue for FY 93 and cooperative efforts of School Committee and Fin Comm. General discussion of time table by all present regarding budget pre- paration for various school and town departments. Bill Burditt stated there will only be the 212% on tax levy, no sale of real estate projected and we need to determine what items are above the line in terms of fixed costs both for town side and school side. ? use of 60/40 numbers. f MINUTES - Finance Committee - 2 - 09-25-91 Pete Dahl suggested we need to scrutinize the snow and ice program. Labor contracts to be analyzed by Fred VanMagness. Gerry MacDonald requested a list of vehicles by department, mileage, year and model and who takes vehicles home. Next meetings will be 10-1, 10-7, lG-15, 10721. Pete Dahl motioned for adjournment and Rich Coco seconded.
