Finance Committee Meeting
March 8, 1993 , F

The meeting convened at 7:30 p.m. in the Conference Room, at
16 Lowell Street, Reading, MA.
The following members were present: Fred Van Magness, Nate
White, Gerry McDonald, Jim Keigley, Steve Blewitt, and Bill
Murphy. Also in attendance were Town Manager Peter Hechenbleikner,
Ted McIntire, Mike deBrigard, Gail Wood, Isadore Perez, and from
the Chronicle Maria Silvaggi.
On motion by Nate White seconded by Gerry McDonald the March
3, 1993 Minutes were approved (with the appropriate corrections)
with a vote of 6-0-0.
Fred Van Magness announced to the committee that on March 31, 1993,
at 7:30 p.m., at the Lord Wakefield, there will be an R.M.L.D.
meeting regarding Reg. 85-125 which provides more funding to towns.
Nate White discussed the fact that the Finance Committee should
take a position on the Prop. 22 overide. The Committee agreed
to vote upon completion of the budget review and when a full
committee is present.
The Finance Committee reviewed the Building Maintenance Budget.
On motion by Bill Murphy seconded by Gerry MacDonald the Finance
Committee voted to reduce the Building Maintenance supplies
budget $10,000 from $105,000 to $95,000. The vote was approved
6-0-0.
On motion by Gerry MacDonald seconded by Steve Blewitt, the
board voted to reduce the contractual service budget by $4,281,
with a new total of $152,085. The vote was approved 4-2-0.
On review of the Water Division Budget, there was discussion
in regards to the cost of the storage tank repair. Ted McIntire
expressed that there was a leak in the tank, it needs interior
repair and it needs to be painted.
There were no motions made in the Water Division's Budget.
At 9:15 p.m. the Finance Committee adjorned for a 5 minute
recess.
The Finance Committee reviewed the Sewer Division Budget.
The Town Manager brought to the committee's attention the
Hazardous Waste Collection Program, it will be used for
resident household hazardous waste disposal to prevent the
public from disgarding hazardous waste down drains, sewers,
etc.

On motion by Gerry MacDonald seconded by Bill Murphy, the
board voted to reduce the MWRA budget $50,000. The motion
did not pass by a vote of 2-4-0.
Ted McIntire presented the Snow/Ice bill from the March 5, 1993
storm. On motion Jim Keigley seconded by Gerry MacDonald the
Finance Committee voted that in accordance with Chapter 44,
Section-31D and upon the request of the Town Manager, the
Finance Committee approves the deferral of $30,000 for snow
and ice control to the Fiscal Year tax rate and so notify the
Board assessors. The motion is approved by a vote of 5-1-0.
Fred Van Magness adjorned the meeting at 9:57 p.m.
