Secretaries and teacher's aides would not receive an increase other than contractual steps. Cafeteria and custodial workers would receive 0% increase in FY 1993, 1% in FY 1994 and 12% in 1995. For the teachers in FY 1993 there will be a 0% increase, in FY 1994 there will be a 4% increase and in FY 1995 there will be a 3% increase. The principals association is going to mediation. At this time there is some movement with the teachers. With the cafeteria and custodial workers they are close to signing, with a 0% increase in FY 1993, 12% increase in FY 1994 and 22% increase in FY 1995. For a three year contract with the teachers, an increase will range anywhere from 0%-4%. In surrounding towns, Reading is about $2,000 below other towns for school teachers. Fred Van Magness stated that the bottom line is $424,000 impact for the 1994 fiscal package, -1/2 million for the 1995 fiscal package, and $609,000 for the 1996 fiscal package. On motion by Fred Van Magness seconded by Gerry MacDonald the committee voted to adjorn the executive session with the school committee. In response to a roll call vote the.committee members voted as follows: Richard Coco, yes, Fred Van Magness, yes, Steve Blewitt, yes, Nate White, yes, Gerry MacDonald, yes and Jim Keigley, yes, with a vote of 6-0-0. On motion by Tom Stohlman seconded by Roberta D'Antona the school committee voted to adjorn the executive session with the finance committee. In response to a roll call vote the committee members voted as follows: Matt Cummings, yes, Tom Stohlman, yes, George Shannon, yes, Tim Twoomey, yes, Susan Cavicchi, yes and Roberta D'Antona, yes, with a vote of 6-0-0. The following members were present: Chairman Richard Coco, Fred Van Magness, Nate White, Steve Blewitt, Gerry MacDonald, and Jim Keigley. Also in attendance were school committee members: Matt Cummings, Tom Stohlman, George Shannon, Tim Twoomey, Susan Cavicchi and Roberta D'Antona. Town Manager Peter Hechenbleikner and Superintendent Robert Munnelly were also present. On motion by Gerry MacDonald seconded by Jim Keigley the committee voted to approve the April. 5, 1993 Minutes. The motion was approved with a vote of 5-0-1 with Fred Van Magness abstaining. On motion by Fred Van Magness seconded by Gerry MacDonald the committee voted to begin executive session with the school committee at 7:45 p.m., to review the status of labor negotiations. In response to a roll call vote the committee members voted as follows: Richard Coco, yes, Fred Van Magness, yes, Nate White, yes, Steve Blewitt, yes, Gerry MacDonald, yes, and Jim Keigley, yes, with a vote of 6-0-0. On motion by Matt Cummings seconded by Tom Stohlman the school committee voted to begin executive session with the finance committee. The flxetutive session began at 7:45 p.m. and adjorned at 8:40 p.m. which then continued'-°*.tb an open session. Upon review of the school department budget after the overide, non-tax revenue was reduced.by $90,000, from $258,000 to $168,000. In expenses, Negotiation Counsel was reduced from $10,000 to $5,000; Clerical was reduced from $225,000 to $215,000; Special Education Aides was reduced from $372,000 to $352,000; and $60,000 was placed in the school committee's budget to purchase a second portable classroom. Fred Van Magness asks what the commitment is to the school department with the overide pass? $1,009,707. On motion by Fred Van Magness seconded by Gerry MacDonald the committee voted to approve line item J-1 for fiscal year 1994 in the amount of $15,580,970. This figure was arrived at by taking the Town Manager's original recommendation of $14.71 million and adding it to the amount Finance Committee Meeting April 7, 1993 Page 2 of the overide for the school department, which is $1.009 million. The motion was approved with a vote of 5-0-1 with Nate White abstaining. Chairman Richard Coco stated that with the overide passage, the town should be cautious with spending and put money into the reserve fund. George Shannon moved to adjorn the school committee meeting. Dr. Munnelly thanked the Finance Committee for its help and cooperation. On motion by Fred Van Magness seconded by Jim Keigley the committee voted to increase line item H-13 from $247,885 to $262,166 for non-personal expenses. The motion was approved with a voted of 4-=2-0. On motion by Fred Van Magness seconded by Nate White the committee voted to retain the reserve fund at $175,000 with the balance of approximately $20,000 to go to free cash.
