HomeMy WebLinkAbout1993-06-23 Finance Committee Minutes~i is i'. i •5t - Finance Committee Executive Session OCT J in June 23, 1993 The committee began Executive Session at 7:45 p.m. The following members were present: Chairman Richard Coco, Fred Van Magness, Jim Keiviiey, Nate White, Gerry MacDonald, Gill Albro, Steve Blewitt, Liz Greene, Gill Murphy and Town Manager Peter Hechenbleikner. On motion bg Fred Van Magness, seconded by Gerry MacDonald, the committee voted to approve the April 7,1993 Executive Session Minutes with corrections. The motion was approved with a vote of 6-0-3, with Liz Greene, Bill Murphy and Gill Albro abstaining. Upon reviewing legal case - 041, which is an ongoing civil service/retirement case, a 43 year old firefighter with a back injure is claiming it to be job related. The towns concern is this could be a huge liability; if not defended. It could cast an estimated $32,000 yearly with 80 retirement for the next 40 years. Estimated legal bills could east the town an additional $11)..0 0. The firefighter was suspended for G months for a fraudulent claim and he appealed to civil service and they in turn ruled against the torn. The town is appealing to civil service and to the retirement board and a decision has not yet been made. If a settlement becomes available and loops good. the town may settle. Fred 'fan Magness claims that all town labor positrons should be required to wear a back brace. Upon review of negotiations, the Board of Selectmen met with the School Committee. The Public Safety dispatchers will see a 0%. increase in FY 1993. and a 2 112% increase in F# 1994. There have been active negotiations with all unions. The status of the police negotiations is in FY IC-3 4 a `2 1increase Frith a 1 Uear contract. Public Works and clerical employees are still negotiating. The Board of Selectmen and theTown (Manager feel that by September many contracts should be executed. On motion by Fred Van Magness, seconded by Gerry MacDonald, the committee voted to approve the April r, 1993 minutes with amendments. The motion was approved with the vote of 6-0-3, with dill Murph._, Liz Greene and D i l l Albro abstaining. On motion by Fred Van Magness, seconded by Bill Murphy, the committee voted to app-rove the t1aty 19, 1993 minutes. The motion was approved with a vote of 8-0-1, with Steve Bl owi t t abstaining. Fred Van Magness.. Gerrit MacDonald and Nate White have been reappointed to the Finance Committee f or three additional years. On motion by Fred Van Magness, seconded by Bate White, the committee voted to begin an executive session at 7:48 p.m. to review the litigation and labor negotiations and to approve the April 7, 1993 Executive Session minutes, to return to open session at appro:zdmate] y 8:30 p.m. In response to a roll call vote the committee members voted as follows: Richard Coco, yes, Fred Van Magness, yes, Jim Keigley.. yes, Mate White, yes, Gerry MacDonald, yeas, Bill Albro, yes, Steve Blewfitt, yes, Bill Murphy, yes and Liz Greene, yes. The committee adjourned Executive Session at appro.i matt ey 8:25 p.m. On motion by merry MacDonald, seconded by Fred Van Magness, the committee voted to approve the transfer of $3'000 to account #1 1 1, Police Salaries. The motion was approved with the vote of 9-0-0. On motion by Fred Van Magness, seconded by Gerry MacDonald, the committee voted to approve the transfer of $313 to account * 102, Animal Control Expenses. We are anticipating $55,000 for snow and ice to bring our amount from $135,000 to 80,000. The school will use 216,00 i out of 750,000 for education and reform and the Teen Manager suggests the remainder should go to reducing the tax levy. The town could sage an estimated $100,000 th the Property and Casualty Insurance. On motion by Fred Van Magness., :seconded by Bill Murphy, the committee voted to transfer $6,.01 to account X041, Legal and Other Expenses. The mioti on was approved with a vote of 9-0-0. On motion by Fred Van Magness, seconded by Gerry MacDonald, the committee voted to transfer $3,033 to account -*041, Legal Labor Counsel. The motion ,.,*as approved with a voted 9-0-0. Can motion by Fred Van Magness, seconded by Gerry MacDonald, the committee {Doted to transfer $500 to account #042, Personnel. The motion was approved with a vote of 9-0-0. On motion by Bill Murphy, seconded by Gerry MacDonald, the committee voted to transfer $182 to account *061, Conservation Salaries. The motion was approved with a vote of 9-0-0. On motion by Gerry MacDonald, seconded by Jim I eigley, the committee voted to transfer $4,000 to account #OGO, Building Maintenance Expenses f or the H V AC system at the Town Hall. The motion was approved with a vote of 9-0-0. The I"lWRA fee is anticipated to drop $150,000. The town has been asked to join communities to have a i egal challenge against the 11,11WRA. it would cost 5,000. Over the next fiscal year the committee has asked fora quarterly review of the torn budget, how Prop 2 1/2 monies are being spent and will also life a quarterly review from the Municipal and School Departments. On motion by Free 'f'an Magness, seconded by Bill Murphy, the committee voted to approve all town departments to dispose of surplus items by means of an auction. The motion was approved with a vote of 9-0-0. Chairman Richard Coco expressed his thanks and appreciation for an enjoyable year as Chairman of the Finance Committee. Town Manager Peter" Hechenbieikner tools over the meeting for purposes of appointing a Chairman and `ice Chairman for the Finance Committee. Nominations are open for Chairman and Vice Chairman of the Finance Committee from Jul y 1, 1993 - June 30, 1994. Fred Van Magness nominated and Gerry MacDonald seconded, Richard Coco to continue as Chairman, there being no further nomination the committee voted unanimously. Oil', Murphy nominated Fred Van Magness to continue as ;rice Chairman, the motion was seconded by Gerry MacDonald. The committee 'Mated unanimously to reappoint Fred }sari Magness. Bill Murphy will abstain from voting, involving everything with the Reading Municipal Light Department, due to a now position with a company affiliated with the RHI-D. The next meeting will. be August 25, 1993 at 7:30 p.m. There will be a Selectmen Retreat Team Building program and the Finance Committee is invited.
