February 16, 2000 T008 JUL -b P i : 31 The meeting convened at 7:35 p.m. in the Conference Room, 16 Lowell Street, Reading, Massachusetts. Present were FinCom Chairman Carol Grimm, Vice Chairman Richard McDonald, FinCom Members Catherine Martin, Robert LeLacheur, Jim Francis, Paul Kurker, Chuck Robinson, Neil Cohen. Also present were- Town Manager Peter Hechenbleikner, Assistant. Town Manager Russell Dean, School Committee Chairman Peter Dahl, Finance Director Beth Klepeis, Town Accountant Richard Foley, Town Planner Anne Krieg, Elder Services Administrator Lois Bond, Health Administrator Jane Fiore, Owen MacDonald from the Chronicle and the following list of interested parties: Deirdre Brennan, Diane Young, Maria Silvaggi, Chris Redfern, Donna Indelicato, Gerry McDonald. FinCom Chairman Carol Grimm reported that the Audit Committee had met and reviewed two proposals for the audit for FY `01, FY `02 and FY `03. KPMG will be recommended to the Town Manager for award of the three year contract with the 2001 price being $40,500. The Finance Committee reviewed the following budgets, including the recommended budget, the supplemental decisions and capital: Library, Accounting, Finance, Community Development, Human Services and General Services. In several discussions, the Finance Committee asked about the use of technology for approved communication to the community, including putting Reading Notes on the Web Page. It was noted that once training took place in the different departments, we will be able to include more information on the Web Page. Reserve Fund Transfer Requests - The Town Manager presented a Reserve Fund Transfer request in the amount of $20,600 for the two Special Elections that were held this year to date. On motion by Martin seconded by Francis, the Finance Committee voted to approve the transfer of $20,600 from the reserve fund to Account 01-052 Elections and Registration. The motion was approved unanimously. On motion by McDonald seconded by Cohen, the Finance Committee voted to approve a Reserve Fund Transfer to Account 01-815 Unemployment Compensation in the amount of $3,000 which will be adequate to carry us until the April Town Meeting. The motion was approved unanimously. On motion by Cohen seconded by McDonald, the Finance Committee voted to adjourn their meeting of February 16, 2000 at 10:48 p.m. on a vote of 8-0-0. ec 1 ubmitted, S cretary
