Finance Committee Meeting i - D I'f ; G, MASS.

The meeting convened at 7:00 p.m. in the Auditorium, Reading Memorial High Schoo , 62
Oakland Road, Reading, Massachusetts. Present were Chairman Catherine Martin, Vice
Chairman Richard McDonald, FinCom members Jim Francis, Karen Epstein, Mary Grimmer,
Chuck Robinson, Andrew Grimes and Robert LeLacheur. Also present was Town Manager
Peter Hechenbleikner.
The Town Manager noted that this meeting was posted for two issues - a FinCom
recommendation on Article 5 amending the FY2003, and FinCom recommendation on Article 7
approving debt authorization for the Road Management Program. The Board of Selectmen
decided not to move forward with implementation of the Pay and Classification Program
effective January 1, 2003, so therefore, there is no action Article 5 amending the FY2003 budget.
The Road Improvement Program did not win approval at the November 5t" Election and
therefore there was no action to be taken on this matter.
The Town Manager did note, however, that a motion would be offered under Article 2, renewing
the authorization to sell the landfill by December 31, 2002. FinCom discussed whether or not
this would require a recommendation by the Finance Committee, and they decided that the
Finance Committee's recommendation would be appropriate since the sale of the landfill is a
financial matter.
On motion by Francis seconded by Grimmer the Finance Committee voted to recommend the
motion under Article 2 extending the time for the passing of papers on the landfill until
December 31, 2002. The motion was approved by a vote of 8-0-0.
On motion by Grimes seconded by Francis the Finance Committee voted to adjourn at 7:15 p.m.
on a vote of 8-0-0.
