October 29, 1984
Present were Vice Chairman Paul Dustin, Paul Landers, John Russell, John Agnew,
Executive Secretary, James Sharkey, William F. Campbell, III, Beth Klepeis, Kevin
Patterson, Brice Donaghey, Richard Perry, David Hurley.
Reports and Comments
Selectmen's Liaison Reports and Comments - John Russell stated the Law Committee
had received communication from Town Counsel relative to Town employees
participating in referendum questions, and had it distributed to all Town employees.
Paul Landers reported.-he attended the MMA meeting in Hyannis this past weekend.
There was an opportunity to communicate with other municipal officials and spend some
time talking with -Wilmington representatives. He felt there was positive response
regarding the District Veteran's Agent with Wilmington picking up their own costs.
Paul Dustin suggested if Wilmington officials do not communicate with John Agnew, he
should call them. He also reported he had won the door prize.
Paul Landers stated he represented the Board at an Eagle Scout Award ceremony.
Discussion/Action Items
Fire Department- Two members of the Fire Department who have advanced in rank were

present. James Sharkey was congratulated for being appointed to the rank of Captain.
William F. Campbell, III was congratulated for being appointed to the rank of Lieutenant.
Free Cash—The Finance Committee and Beth Klepeis appeared. They felt there was no
longer any issue as there is no free cash. Beth Klepeis noted receipts are available funds
when the tax rate has been sent. John Russell inquired whether that made the funds
available for Fall Town Meeting. Paul Dustin stated with the absence of both Maureen
O'Brien and Mary Ziegler that the Board would not be taking any action on the subject
tonight.
Report of the Executive Secretary - A letter was received from the Bylaw Committee.
There will be an award at the State House for assessors. The majority of all cities and
towns have reached 100% assessment.
Unemployment Benefits - John Russell moved that the Board of Selectmen approve
$4,594 for September, $4,420 for School, $140.00 for the Selectmen and $34.00 for the
Police. The motion was seconded and approved by a unanimous vote.
John Agnew was directed to make sure the letter regarding assessing issues is answered.

Common Grant — John Agnew stated a grant was submitted to install an underground
sprinkler system at a cost of$7,000 at the request of the Historical Commission. Support
was received from the Garden Club and the Reading Businessmen's Association.
John Russell moved that the Board of Selectmen submit the Reading Common project
preliminary proposal to the Department of Environmental Management, and the Vice
Chairman be allowed to sign on behalf of the Board. The motion was seconded and
approved by a unanimous vote.
Grant - John Russell inquired if other Selectmen received a letter from Senator Jack
Brennan relative to the potential $300,000 grant for capacity building. He felt the Board
should pursue the Small Cities Grant. John Agnew did not feel the Town was far enough
ahead in its planning to qualify. John Russell asked if it was for construction only or any
planning funds, and requested John Agnew look at the requirements again.
Police Department - The Board interviewed Kevin Patterson, Bruce Donaghey and
Richard Perry. The Chief recommended Kevin Patterson.
John Russell moved that Board of Selectmen appoint Kevin Patterson as Lieutenant in
the Reading Police Department effective November 4, 1984. The motion was seconded
and approved by a unanimous vote.
Recess - The Board went into recess pending the arrival of people for the 8:30 Agenda
item.
Sale of the Reading Depot - All interested parties were notified of the interviews. The
Vice Chairman asked Town Counsel's advice. David Hurley, Century 21 Boardwalk,
was the only interested party present. He submitted copies of two previous proposals and
drawing showing a proposed waiting area. This has been shown to the MBTA. The
intended use is a family style restaurant. He stated parking, public waiting area or can
sales area and permit processing review are unknown but he believe the location can be
used for commercial or office location. There are several repairs that are necessary.
Paul Dustin stated financial issues would be discussed in Executive Session. He
requested Town Counsel be present and invited David Hurley to bring Counsel. He
requested they come prepared to negotiate the issues. The Historical Commission will be
part of the Executive Session.
Motion was made to adjourn the Board of Selectmen meeting of October 29, 1984. The
motion was seconded and all members present voted in the affirmative.
