HomeMy WebLinkAbout1983-10-31 Board of Selectmen Minutes Meeting Notes 10/31/83 Members Present: J. Russell, M. O'Brien, P. Dustin, M. Rosenthal and P. Landers. The Board opened the meeting by holding a public hearing to set the assessment ratios on the five classes of property as described under the Mass. General Laws. The Board of Assessors who were present at the hearing recommended an assessment ratio with no differences between the classes of property. There were no comments from citizens. After a brief discussion Mrs. O'Brien moved to set the assessment ratio at 100% valuation with even assessments on all five classes of property. It was so voted. Mrs. O'Brien then moved that we do not apply the residential exemption on the open space discount. This was so voted. Mr. Russell then adjourned the hearing. The Board then interviewed Brian McMenamin of 14 Berkeley St. and Bruce Reilly of 110 Timberneck Dr. , candidates for the Personnel Board-. After the interview both candidates were placed in nomination. Bruce Reilly was voted to be appointed to the Personnel Board by a vote of 5 - 0. The Board then interviewed Alban Bernard, 8 Gilmore Ave. , Douglas Roberts, 91 Hopkins St. , and Douglas Cowell, 142 Woburn St. , all candidates for the Insurance Committee. After the interviews all three candidates were voted to be appointed to the Insurance Committee. The Board then interviewed John Freitas, 70 Howard St. , a candidate for the Safety Committee. After the interview the Board voted to appoint Mr. Freitas to the Safety Committee. The Board then held a brief meeting with the Trust Commission to discuss their responsibilities in handling the Workman's Compensation Fund if Town Meeting approves. The Board voted to approve one-day All Alcoholic Beverage Licenses for the Reading Honor Guard at Austin Prep on November 12, 1983 and the Reading Masonic Building Association for November 11, 1983. The Board voted to approve the unemployment claims for the month of October in the amount of $1,834. The Board approved a request from the American Field Service to hold a door-to-door fund drive on November 20, 1983. The Board accepted an invitation from V.F.W. Post 685 to attend the Senior Citizens Christmas Party on December 3, 1983. The Board acknowledged a letter from AFSCME Council 93 to open labor negotiations. Mr. Landers gave a brief report on his meeting with Mr. Winam, the Veteran's Agent. He explained that due to illness Mr. Winam is considering 'retiring and would know more after Mr. Winam's meeting with a medical panel.
