July 11 , 1983
Members Present: J. Russell, P. Dustin, M. O'Brien, M. Rosenthal
and P. Landers.
The Board opened it' s meeting by the swearing in of two recently
appointed Police Patrolmen; Christopher Voegelin and Richard
Robbins.
The Board then met in a joint session with members of the Housing
Authority to fill the position of Mr. Johnson who had resigned.
The Housing Authority nominated Patricia Swain to be appointed.
Mrs. O'Brien moved that Patricia Swain be appointed to fill the
vacancy and that this term will expire at the next election. It
was so voted unanimously by both Boards .
The Board then interviewed John Price, a candidate for the Safety
Committee. After the interview the Board decided they would wait
until their next meeting before making appointments to the
committee in order to give others an opportunity to be interviewed.
The Board then opened the bids for the installation of a steam
heating system at the Police Station. Only one bid was received,
and that was from R & R Oil Burner Service, Inc. , from North
Reading, in the amount of $4 ,400 . 00 . The Board asked the Executive
Secretary to refer the bid to the Building Superintendent and Town
Counsel.
The Board met with Paul E. Mazzola to discuss his application for an
Auctioneer' s License. After the interview the Board voted to grant
him the license.
The Board met with the Town Accountant and the Town Treasurer to
discuss how the funds for the self-insured Workman's Compensation
are to be handled. The Treasurer expressed her opinion that the
funds should be treated as part of the General Fund like any other
account. Mr. Rosenthal and other members favored setting up a
separate account where interest could accrue and be kept as part of
the money for the fund much like a revolving fund. After a lengthy
discussion the Board voted to refer the matter to Town Counsel to
see what the Town' s options were and to see if the Town could
operate under Chapter 40 , Section 14 of the Mass. General Laws .
The Board appointed Peter Grunzweig of 738 Pearl St. and Robert Howe,
Jr. of 411 South St. as Special Police officers in the Reading Police
Reserve.

The Board acknowledged the resignation of Fred C;. Kenney from the
Board of Cemetery Trustees and requested the Executive Secretary
to arrange with the Cemetery Trustees a joint meeting to make an
appointment, to fill the vacancy.
The Board acknowledged a letter from Town Counsel concerning a
request from the State D.E.Q.E. for comments regarding an 1-93 road
connector in the Woburn Industri Plex. The Board asked the
Executive Secretary to prepare a letter for them to sign to be sent
to the State expressing their concerns.
The Board approved a request from the Reading Art Association for
use of the Common in June, 1984 . They also requested the Executive
Secretary to check on insurance coverage for the Common for events
of this type.
The Board approved the June bill for Alan Drachman.
The Board voted to have the Chairman sign a release on old insurance
policies carried by Hastings & Tapley.
The Board reviewed material sent by Ted Cohen in which the M.B.T.A.
expressed their desire to install crossing gates and lights at the
rail crossing at Woburn Street. The Board asked the Executive
Secretary to try and arrange a meeting with the M.B.T.A. Board of
Directors and to request our legislators to aid in arranging this
meeting.
