Members Present: J. Russell, P. Dustin, M. O'Brien, M. Rosenthal and P. Landers
The Board opened the meeting by interviewing 5 candidates for Police Patrolman;
Christopher Voegelin, Richard Robbins, Michael Wheeler, Thomas Ahearn and Paul
Romano. Sergeant Patterson represented Chief Marchand who was away. After the
interviews the Board asked Sergeant Patterson if Chief Marchand had any
recommendations upon which Sergeant Patterson stated the Chief recommended the
first two men on the list; Mr. Voegelin and Mr. Robbins. Mr. Rosenthal placed
all five candidates in nomination, seconded by Mr. Dustin. The voting then
proceeded as follows: Mr. Voegelin received five votes in favor of his
- appointment, Mr. Robbins received four votes in favor, with Mr. Dustin
abstaining. Mr. Wheeler received none, Mr. Ahearn received one vote in favor
from Mr. Dustin and 4 abstaining. Mr. Romano received none.
Mr. Rosenthal then moved that the matter of the Board of Appeals appointment be
taken from the table and it was so voted. After a brief discussion the Board
then voted as follows: Stephan Tucker - Mr. Rosenthal and Mr. Landers, yes;
and Mr. Russell, Mr. Dustin and Mrs. O'Brien, no. Catherine Quimby - Mr.
Russell, Mr. Dustin and Mrs. O'Brien, yes; and Mr. Landers and Mr. Rosenthal, no.
The Board then interviewed Mr. Richard Hart and Mr. David Brown who were candidates
for the Safety Committee. Since the other candidates could not make the meeting,
the Board voted to postpone appointments until their next meeting when the other
candidates could be present.
The Board then re-appointed Maureen Rich as the Town's M.A.P.C. representative.
The Board voted to re-appoint Cherrie Dubois for a one year term as an Associate
Member of the Historical Commission.
The Board voted to re-appoint John McCauley and Sharon Ofenstein to three year
terms on the Historical Commission.
The Board voted to re-appoint Donald Farnham to a three year term on the Cable
T.V. Committee and interviewed and appointed Robert Mallion to a three year term
and James Guarente to a one year term on the same Committee.
The Board voted to re-appoint Robert Foley, Democrat,to a one year term on the
Board of Registrars and Pearl Malphrus, Republican, to a three year term.
The Board voted to re-appoint John Wood to a three year term on the Hazardous
Waste Committee.
The Board then met with members of the Insurance Committee and representatives
from various Insurance companies and agencies to review the F/Y'84 insurance bids
and proposals. The bids included all insurance except group insurance, bonds,
crime insurance and data processing insurance. Much of the discussion centered on
the question of having the Town become self insured for Workman's Compensation.
Dave Pratt, the Insurance Committee Chairman recommended the self insurance plans

presented by the Fred James Company. Mrs. O'Brien moved that the Town adopt the
self insurance plan as presented by the Fred James Company. Mr. Dustin moved
'that the Town adopt the M.I.A. plan. Mr. Dustin's motion was defeated 2 - 3 with
Mr. Dustin. and Mr. Russell voting in favor. Mrs. O'Brien's motion passed 5 - 0.
Mrs. O'Brien then moved to accept the Insurance package as presented by the Fred
James Company. Mr. Dustin moved to accept the package as presented by Hastings &
Tapley. Mr. Dustin's motion was defeated 1 - 4, Mr. Dustin in favor. Mrs. O'Brien's
motion carried 4 - 1, Mr. Dustin against.
The Board voted to sign transfers for the Building Inspector's Department in the
amount of $210.00 and the Veteran's Department in the amount of $376.34. *
The Board voted to approve a request from the Reading Royal Riders to hold a horse
show at Batchelder Field on August 20, 1983.
The Board voted to sign Reading's Affirmative Action Plan.
Mr. Dustin brought up the matter of land that had been part of the Town's Land
Auction specifically Plat 128, Lot 2 of 308 square feet which he stated the Girl
Scout Camp was interested in. He then moved that the Town sell' this lot to the
Girl Scouts for $1.00. It was so voted.
