HomeMy WebLinkAbout1983-03-22 Board of Selectmen Minutes MEETING NOTES BOARD OF SELECTMEN March 22 , 1983 Members present - M. Rosenthal, J. Russell, M. O'Brien, P. Dustin, and P. Landers. The meeting was called to order by Chairman Rosenthal. Before moving to the first order of business, he welcomed re-elected member Paul Dustin and new member Paul Landers to the Board. Mr. Rosenthal reflected on the past year, noting that the 5-person Board blended together well. Meetings were cut down to once-a- week, and the Board reestablished relationships with other Town Boards. Progress was made on many fronts . Mr. Rosenthal gave a special thanks to Maureen O'Brien, noting her extraordinary efforts on behalf of the Board. Mr. Rosenthal then moved to the first order of business, reorganizationofthe Board for the 1983-1984 season. Paul Dustin nominated John Russell for Chairman. Paul Landers seconded the nomination. Maureen O'Brien nominated Marvin Rosenthal for Chairman, but Mr. Rosenthal withdrew his name from consideration. Nominations were closed, and the Board voted 5-0 for John Russell to be Chairman. Nominations for Vice Chairman were opened. Mr. Russell nominated Maureen O'Brien, seconded by Marvin Rosenthal. Nominations were closed, and the Board voted 5-0 for Maureen O'Brien for Vice Chairman. Nominations for Secretary were opened. Paul Landers nominated Paul Dustin, seconded by Maureen O'Brien. Nominations were closed, and the Board voted 5-0 for Paul Dustin to be Secretary. Chairman Russell then brought up the subject of liason assignments for the Board. After some discussion, the following were tentatively agreed upon: Paul Landers - Council on Aging, Recreation Committee, Cablevision Advisory Committee, Veterans Services, and the Sealer of Weights and Measures; Paul Dustin - Fire Department, Board of Appeals, Con- servation Commission, Civil Defense, and the Town Forest Committee; John Russell Selectmen's Office, Town Accountant, Personnel Board, Law Committee, and Chairman of Labor Negotiations (except DPW)•; Maureen O'Brien - Data Processing, Hazardous Waste, Insurance Committee, Dog Officer, and Chairman of DPW Labor Negotiations; Marvin Rosenthal - Police Department, Building Main- tenance, Building Inspector, and the Library Building Committee. The next order of business was a meeting with Police Chief Marchand concerning stop signs on two intersections, Washington St. and Minot St. , and Washington St. and High St. After discussing the issue, the Board voted 5-0 to apply to the Department of Public Utilities for permission to erect the stop signs. Chief Marchand will handle the applications . At 8:00 p.m. , M. O'Brien moved to close the Warrant for the Special Town Meeting. Passed unanimously. The discussion with Chief Marchand continued. The subject was the Police Department's 1984 overtime budget. After going over the issue, the Board 'voted 4-0-1 to move at Town Meeting an overtime budget of $42, 771. (Ms. O'Brien abstained) . The Board then numbered the Special Town Meeting Warrant articles. The Board postponed the safety meeting until April 5, 1983 , and pushed the next Selectmen' s meeting ahead to Tuesday, March 29, 1983. The Board then decided on the following: Chairman Russell will go to the Spence Farms court appearance; Chairman Russell will ask Ben Nichols to attend the Parker State Forest Meeting; Paul Dustin will call Chief Redfern about his memo; and Asked that the Executive Secretary contact the Cable T.V. Advisory Committee about the Community Alert Override system.
