HomeMy WebLinkAbout1983-01-24 Board of Selectmen Minutes Meeting Notes January 24, 1983 Members Present: M. Rosenthal, J. Russell, M. O'Brien, J. Price and P. Dustin. The Finance Committee Appointment Committee met and interviewed candidates for the Finance Committee. After the interviews, the Board of Selectmen held a caucus for their one vote. Upon ending the caucus the Board nominated the following persons: Henry Applin, James O'Leary, Eric Shane and Robert Shore. The Appointment Committee then voted unanimously on the following: Henry Applin and Eric Shane for terms to expire on June, 1984 and James O'Leary for a term to expire on June, 1983. The Board then met with Raymond Couture, Attorney representing Bruce Berger, who was applying for a change in Corporate ownership of Reading Liquors, Inc. , license to sell alcoholic beverages in packages. Mr. Carl Amon was also present representing Arnold Berger. Mr. Couture explained that a change in Corporate ownership had taken place with a certain amount of stock in the Corporation being held in escrow until certain conditions were met. Under the agreement Arnold Berger would no longer be part of the Corporation. After a discussion Mr. Price moved that the Selectmen approve the transfer of ownership of corporate stock of Reading Liquors, Inc. , and the agreement on the pledge of stock held in escrow and that conditions be placed on the license that all rules and regulations of the Town be observed and all fines be paid. It was so voted. Mr. Price abstained from .voting. The Board then met briefly with members of the Conservation Commission who asked the Selectmen to sign a revised copy of their list of conditions regarding rding the Horizon Home development. Mrs. O'Brien moved to authorize the Board to sign the conditions imposed by the Conservation Commission on the Horizon Home Land at Sanborn Place on both developed and undeveloped land. It was so voted. The Board approved the renewal of Common Victualler Licenses for Servomation Corp. (Addison-Wesley Cafeteria) and Anthony's Subs & Seafood, 76 Haven St. The Board approved the application for a one-day All Alcoholic Beverage License for Friends and Alumni of Austin Prep for a function at Austin Prep on February 12, 1983. The Board acknowledged a letter from Robert Healy, City Manager of Cambridge regarding a meeting of Town Officials on February 10, 1983 to discuss the recent increases in Health Insurance. Mr. Rosenthal asked the Executive Secretary to notify Mr. Healy that he and Mrs. O'Brien would attend. The Board acknowledged a letter from Philip Doherty of 400 Franklin St. , regarding snow removal. 9r. Rosenthal requested the Executive Secretary to call him tomorrow regarding this. The Board- acknowledged a letter from the Board of Appeals regarding their rate increase and a letter from the Dept. of Personnel Administration. 2 The Board asked the Executive Secretary to send a letter to the North Shore E.M.T. stating they felt the proposed E.M.T. plan would be too costly for the Municipalities. The Board requested the Executive Secretary to get a copy of the ambulance inspection details recently done by the State and to check and see if these defects had been corrected. The Board also requested that. a letter be sent to the Wakefield Answering Service concerning procedures on day calls. Mr. Price requested that a letter be sent to David Frost, President of Blue Cross/ Blue Shield protesting the lack of response by their representative Mr. Coughlin in sending requested information regarding rate increases to the Selectmen. Mr. Price also requested that a copy of the Police log of the weekend of January 17, 1983 be sent to Mr. Fallon of the D.P.W. The Board then took up the Building Maintenance Budget. After a discussion the Board made the following changes: Increase the amount for electricity from $20,000 to $21,082 and decrease the amount for gasoline from $1,250 to $1,210, making the final figure for expenses (energy related) be $74,032 instead of $72,990.1 The Budget was then voted. $67,603 for salaries, $25,628 for expenses (non-energy) and $74,032 for expenses (energy related) . 1/27/83
