HomeMy WebLinkAbout2010-03-16 Board of Selectmen Minutes - Executive Session Board of Selectmen Meeting Executive Session N March 16,2010 The Executive Session convened in the Town Hall Conference Room, 16 Lowell Street, Reading, Massachusetts. Present were Chairman Ben Tafoya, Vice Chairman James Bonazoli, Selectmen Stephen . Goldy and Richard Schubert, Town Manager Peter Hechenbleikner and Assistant Town Manager/Finance Director Bob LeLacheur. Approval of Minutes On motion by Goldy seconded by Bonazoli, the Board of Selectmen approved the Executive Session Minutes of March 2, 2010, as amended, on a roll call vote with all four members voting in the affirmative. Labor Negotiations On motion by Goldy seconded by Bonazoli, the Board of Selectmen approved the contract for FY 2011 between the Town of Reading and the Public Safety Dispatcher's Association, and authorized the Town Manager to sign the contract on the Town's behalf was approved on a roll call vote with all four members voting in the affirmative. On motion by Goldy seconded by Bonazoli, the Board of Selectmen approved the contract for FY 2011 between the Town of Reading and AFSME Public Works Union, and authorized the Town Manager to sign the contract on the Town's behalf was approved on a roll call vote with all four members voting in the affirmative. The Board discussed the letter received from the Police Patrolmen's Association date stamped March 4, 2010 regarding the Quinn Bill and the ability to transfer from one Police Department to another. The Board asked the Town Manager for information on whether or not we've agreed to transfers in the past, the status of negotiations for the Police Officers and Superior Officers, and the Board suggested that, contrary to the decision of the Town Manager and recommendation of the Police.Chief, the Town should agree to transfers. The Town Manager pointed out. that the letter and the request to transfer were part of the negotiating strategy of the Union. Board members agreed but indicated that transfers could take place if the employees resigned prior to taking the new position. The Town Manager will get the additional information requested for a future Board meeting. On motion by Schubert seconded by Bonazoli, the Board of Selectmen voted to adjourn the Executive Session Meeting of March 16, 2010 at 10:41 p.m. on a roll call vote with all four members voting in the affirmative. ectfully submitted, ISecretaiy
