To any of the constables of the Town of Reading, Greetings: In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Reading, qualified to vote in elections and Town affairs, to meet at the Reading Memorial High School Auditorium, 62 Oakland Road in said Reading, on Thursday, September 22, 1994, at seven-thirty o'clock in the evening, at which time and place the following articles are to be acted upon and determined exclusively by Town Meeting Members in accordance with the provisions of the Reading Home Rule Charter. ARTICLE 1 To hear and act on the reports of the Board of Selectmen, Town Accountant, Treasurer-Collector, Board of Assessors, Director of Public Works, Town Clerk, Tree Warden, Board of Health, School Committee, Contributory Retirement Board, Library Trustees, Municipal Light Board, Finance Committee, Cemetery Trustees, Community Planning & Development Commission, Town Manager and any other Board or Special Committee. Background Article 1 is the article under which reports are- made to Town Meeting Members. There are no known reports to be made. Bylaw Committee Report No Report Finance Committee Report No Resort ARTICLE 2 To choose all other necessary Town Officers and Special Committees and determine what instructions shall be given Town Officers and Special Committees, and to see what sum the Town will raise by borrowing or transfer from available funds, or otherwise, and appropriate for the purpose of funding Town Officers and Special Committees to carry out the instructions given to them, or take any other action with respect thereto. Background Article 2 provides for Town Meeting to make instructions to Town Officers and special committees. These are often instructions that come up during Town Meeting and they are not known ahead of time.. Bylaw Committee Report No Rep Finance Committee Report No Report ARTICLE 3 To see if the Town will vote to amend the Capital Improvement Program as provided for in Section 7-7 of the Reading Home Rule Charter and as previously amended, or take any other action with respect thereto. Background Article 3 - The attached three pages of the Capital Improvement Program as adopted by Town Meeting last Spring, reflect the shifting of several road construction projects from FY96 to FY95 in order to expend the $437,355 in available Chapter 90 funds. Chapter 90 funds, in accordance with the Capital Improvement Program, will be expended on Franklin Street from Main to Grove, on Grove Street from Franklin to Lowell, on Walnut Street (this is increased from the amount previously anticipated), on Summer Avenue from Brook to Main, and on Pearl Street from Franklin to Main. This is also reflected in a change in the grant or outside funding amount under Source of Funding. The remainder. of the Capital Improvement Program from FY96 through 2004 will be modified as part of next year's Capital Improvement Program process, to fully program all available Chapter 90 funds at that time. Bylaw Committee Report No Report Finance Committee Report The Finance Committee, at their meeting on August 31, 1994, recommended the subject matter of this article in the amount of $437,855 in accordance with the revised Capital Improvement Program, by a vote of 8-0-0. ARTICLE 4 To see what sum the Town will vote to appropriate from available funds for highway projects in accordance with Chapter 90, Massachusetts General Laws, or take any other action with respect thereto. Background Article 4 - Town Meeting was informed in the spring of 1994 that Chapter 90 monies had at that time not yet been made available to the cities and towns, and could not be appropriated. The Town has just been informed that its Chapter. 90 allocation for FY95 and FY96 is $875,710. Half of that amount, or $437,855 is available in FY95. Because the Town is interested in getting some of our road construction projects under way prior to the winter of 1994-95, a Special Town Meeting to appropriate available Chapter 90 funds has been called. The Capital Improvement Program approved by Town Meeting.last spring outlines the projects that will be undertaken. The appropriation by Town Meeting of the Chapter 90 monies is a general appropriation since we don't know the exact cost of any one of those projects. The Capital Improvement Program outlines the Town's intent of the priority of expenditure. It is the Town's intent to do the Franklin Street and Grove Street work this fall. This would be a microchip seal process similar to that used on High Street. Some areas of the roads would be reconstructed where they have failed badly. The entire roadway including the reconstructed area would then be oversealed with the microchip seal which will extend the life of the roadway. It is important to try to do this work before winter in order to protect these roads. 2 Additionally it is anticipated that upper Pearl Street from Franklin to Main Street will be into construction this fall with the majority of the work done next spring. Bylaw Committee Rem No Report Finance Committee Report At a meeting on August 31, 1994, the Finance Committee recommended the subject matter of this Article in the amount of $437,855 by a vote of 8-0-0. and you are directed to serve this Warrant by posting an attested copy thereof in at least three (3) public places in each precinct of the Town not less than fourteen (14) days prior to September 22, 1994, the date set for the meeting in said Warrant, and to publish this' Warrant in a newspaper published in the Town, or by mailing an attested copy of said Warrant to each Town Meeting Member at least fourteen (14) days prior to the time of holding said meeting.
