By virtue of this Warrant, I, on November 20, 1998 notified and warned
the inhabitants of the Town of Reading, qualified to vote on Town affairs, to meet at the
place and at the time specified by posting attested copies of this Town Meeting Warrant
in the following public places within the Town of Reading:
Precinct 1 J. Warren Killam School, 333 Charles Street
Precinct 2 Registry of Motor Vehicles, 275 Salem Street
Precinct 3 Reading Police Station, 67 Pleasant Street
Precinct 4 Joshua Eaton School, 365 Summer Avenue
Precinct 5 Town Hall, 16 Lowell Street
Precinct 6 Alice M. Barrows School, 16 Edgemont Avenue
Precinct 7 Reading Library, Local History Room, 64 Middlesex Avenue
Precinct 8 Arthur W. Coolidge, Middle School, 89 Birch Meadow Drive
The date of posting being not less than fourteen (14) days prior to December 7, 1998,
the date set for the Special Town Meeting in this Warrant.
I also caused an attested copy of this Warrant to be published in the Reading
Chronicle in the issue of November 19, 1998.

To any of the constables of the Town of Reading, Greetings:
In the name of the Commonwealth of Massachusetts, you are hereby required to
notify and warn the inhabitants of the Town of Reading, qualified to vote in elections and
Town affairs, to meet at the Reading Memorial High School Auditorium, 62 Oakland
Road in said Reading, on Monday, December 7, 1998, at seven-thirty o'clock in the
evening, at which time and place the following articles are to be acted upon and
determined exclusively by Town Meeting Members in accordance with the provisions of
the Reading Home Rule Charter.
ARTICLE 1 To hear and act on the reports of the Board of Selectmen, Town
Accountant, Treasurer-Collector, Board of Assessors, Director of Public Works, Town
Clerk, Tree Warden, Board of Health, School Committee, Contributory Retirement
Board, Library Trustees, Municipal Light Board, Finance Committee, Cemetery Trustees,
Community Planning & Development Commission, Town Manager and any other Board
or Special Committee.
Board of Selectmen
Background: This article appears on the warrant for all Town Meetings. There are no
known reports that will be given under this article.
Finance Committee Report: No report.
Bylaw Committee Report: No report.
ARTICLE 2 To choose all other necessary Town Officers and Special
Committees and determine what instructions shall be given Town Officers and Special
Committees, and to see what sum the Town will raise by borrowing or transfer from
available funds, or otherwise, and appropriate for the purpose of funding Town Officers
and Special Committees to carry out the instructions given to them, or take any other
action with respect thereto.

ARTICLE 3 To see if the Town will vote to amend the Capital Improvement
Program as provided for in Section 7-7 of the Reading Home Rule Charter and as
previously amended, or take any other action with respect thereto.
Board of Selectmen
Background: The action under this article will be to amend the previously approved
capital program to modify the B-S-17 project in order to consider the construction of a
new elementary school, and to add project B-S-18 which will provide for an addition to
and renovation of the Barrows School. The financing plan is being worked out as of the
date of publication of this report, and is very dependent on what deal is reached for the
sale of the former landfill.

ARTICLE 4 To see what sum the Town will raise by borrowing, or transfer from
available funds, or otherwise, and appropriate for the purpose of constructing a new school
and associated recreational facilities on the following described land, including the costs of
original furnishings and equipment, landscaping, paving and other site improvements,
engineering and architectural fees, plans and specifications, inspection fees, relocation
costs, contingencies and related expenses incidental thereto and necessary in connection
therewith, said sum to be expended by and under the direction of the School Committee;
and to see if the Town will vote to authorize the School Committee to file applications for a
( grant or grants to be used to defray all or any part of the cost of said school construction
and related matters, and to see if the Town will vote to authorize the School Committee to
enter into all contracts and agreements as may be necessary to carry out the purposes of
this Article, or take any other action with respect thereto.
The land off Dividence Road shown on Reading Board of Assessors' Rev. Jan. 1,
1981 Map 207 as Lot 3 consisting of 2.0 acres and Lot 4 consisting of 9.6 acres, which land
was acquired by the Town for school and recreation site purposes by Order of Taking dated
April 13, 1970, recorded at the Middlesex South District Registry of Deeds in Book 11831,
Page 432.
School Building Committee

ARTICLE 5 To see what sum the Town will raise by borrowing, or transfer from

remodeling, reconstructing and making extraordinary repairs to the Alice M. Barrows
School on Edgemont Avenue, including the costs of original furnishings and equipment,
landscaping, paving and other site improvements, engineering and architectural fees, plans
and specifications, inspection fees, relocation costs, contingencies and related expenses
incidental thereto and necessary in connection therewith, said sum to be expended by and
under the direction of the School Committee; and to see if the Town will vote to authorize
the School Committee to file applications for a grant or grants to be used to defray all or
any part of the cost of said school renovations and addition and related matters, and to see
if the Town will vote to authorize the School Committee to enter into all contracts and
agreements as may be necessary to carry out the purposes of this Article, or take any other
action with respect thereto.

and you are directed to serve this Warrant by posting an attested copy thereof in at least
one (1) public place in each precinct of the Town not less than fourteen (14) days prior to
December 7, 1998, the date set for the meeting in said Warrant, and to publish this
Warrant in a newspaper published in the Town, or by mailing an attested copy of said
Warrant to each Town Meeting Member at least fourteen (14) days prior to the time of
holding said meeting.
Hereof fail not and make due return of this Warrant with your doings thereon to
the Town Clerk at or before the time appointed for said meeting.

UNDER ARTICLES 4 & 5 OF THIS SPECIAL TOWN MEETING, THE SCHOOL
BUILDING COMMITTEE IS PROPOSING A SOLUTION TO THE ELEMENTARY
SCHOOL ENROLLMENT CRISIS.
ENCLOSED IS A RECAP OUTLINING THE PRESENT AND PROJECTED
ENROLLMENTS. A REVIEW OF THIS GRAPH, WE BELIEVE, WILL POINT
OUT THE PROBLEM AND UNDERLINE THE NEED FOR SWIFT ACTION TO
SOLVE THE PROBLEM AND AVOID THE SEVERE NEGATIVE EFFECTS THAT
LACK OF SPACE WOULD HAVE ON THE EDUCATION OF OUR
ELEMENTARY SCHOOL CHILDREN.
THE PROPOSED SOLUTION CALLS FOR A NEW SCHOOL TO BE BUILT
ON LAND ALREADY OWNED BY THE TOWN OF READING, AND
SPECIFICALLY SET ASIDE, BY PRIOR TOWN MEETINGS, FOR
EDUCATIONAL AND RECREATIONAL PURPOSES.
IN ADDITION, RENOVATIONS AND ADDITIONS TO THE BARROWS
1 SCHOOL WILL BE CARRIED OUT IN ORDER TO PROVIDE A SYSTEM WIDE
SOLUTION TO THE PROBLEM. THE SOLUTION, AS PRESENTED TO YOU,
PROVIDES THE SPACE NECESSARY TO MEET ANTICIPATED NEEDS, IS IN
CONFORMANCE WITH THE POLICIES OF THE READING SCHOOL
COMMITTEE, AND MEETS THE CRITERIA OF THE MASSACHUSETTS
DEPARTMENT OF EDUCATION, THUS MAKING IT ELIGIBLE FOR TWO
THIRD REIMBURSEMENT BY THE STATE.
THIS PLAN HAS BEEN UNANIMOUSLY SUPPORTED BY THE
READING SCHOOL COMMITTEE AS A PART OF THE CAPITAL PLAN, AND
THEY HAVE FURTHER ENDORSED SIGNIFICANT RENOVATION TO THE
KILLAM SCHOOL TO ADDRESS CAPITAL AND PROGRAMMATIC NEEDS AT
THAT SCHOOL.
THE SCHOOL BUILDING COMMITTEE FEELS IT IS IMPERATIVE TO
MOVE FORWARD, AT THIS TIME, TO SOLVE THE ENROLLMENT CRUNCH
SYSTEM WIDE, SINCE SOLVING THAT OVERCROWDING IS CONSIDERED A
PRIORITY PROBLEM AND IS THE MAJOR CHARGE GIVEN TO OUR
COMMITTEE BY TOWN MEETING.
ALSO ENCLOSED ARE PRELIMINARY RENDERINGS OF THE
ARCHITECTS CONCEPT TO SOLVE THE PROBLEM AT DIVIDENCE ROAD
AND AT BARROWS. THESE RENDERINGS ARE THE RESULT OF A
FEASIBILITY STUDY LIMITED BY TIME AND MONEY AND ARE SUBJECT TO
REVISION WHEN AND IF THE PROJECT IS APPROVED BY TOWN MEETING.
THE FINANCIAL ASPECT OF THESE MOTIONS IS, AS ALWAYS, OF
SIGNIFICANT CONCERN. IN ADDITION TO THE INCREASED DEBT
SERVICE, THE BUILDING OF A NEW SCHOOL HAS AN EFFECT ON THE
OPERATING BUDGET OF THE SCHOOL DEPARTMENT.
AS OF THE ISSUANCE OF THIS REPORT, NO FINAL DECISION HAS
BEEN MADE RELATIVE TO THE SALE OF THE FORMER LANDFILL. THE
RESULTS OF THAT DECISION OBVIOUSLY HAS A DRAMATIC EFFECT ON
THE ABILITY OF THE TOWN TO CARRY OUT THE CAPITAL PLAN
INCLUDING THIS PROJECT.
A DECISION IS SCHEDULED TO BE MADE PRIOR TO THE SPECIAL
TOWN MEETING OF DECEMBER 7TH, AND AFTER SUCH DECISION, A MORE
INTELLIGENT POTENTIAL PLAN WILL BE DRAWN UP AND PRESENTED TO
TOWN MEETING. THE FINANCE COMMITTEE WILL, PRIOR TO THAT, HAVE
REVIEWED THIS FINANCIAL PLAN AND RENDERED THEIR
RECOMMENDATION.
THE ADMINISTRATION IS BUSILY PREPARING AN OPERATING
BUDGET WHICH RECOGNIZES A NEW SCHOOL IN THE SYSTEM, AND
AFTER INPUT AND APPROVAL BY THE SCHOOL COMMITTEE, ITS
IMPLICATIONS WILL BE SHARED WITH THE FINANCE COMMITTEE, AND
WILL BE PRESENTED TO TOWN MEETING.
THE SCHOOL BUILDING COMMITTEE IS COMMITTED TO PROVIDING
TOWN MEETING WITH ALL OF THE INFORMATION IT NEEDS TO MAKE AN
INFORMED DECISION RELATIVE TO THIS MOST IMPORTANT PROJECT.
WE ARE CONFIDENT THAT AFTER DIGESTING THIS INFORMATION,
AND AFTER REALIZING THE MAGNITUDE OF THE PROBLEM, TOWN
MEETING WILL REALIZE THE NECESSITY TO MOVE FORWARD TO
ENDORSE THIS RECOMMENDATION, AS NECESSARY TO THE
COMMUNITIES GOAL OF PROVIDING A QUALITY EDUCATION TO THE
CHILDREN OF READING.
