To either of the constables of the Town of Reading, Greetings: In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Reading, qualified to vote in elections and Town affairs, to meet in the following places designated for the eight precincts in said Town, namely:. Precinct 1. J. Warren Killam School Precinct 2. J. Warren Killam School Precinct 3. Precinct 4. Precinct 5. Precinct 6. Precinct 7. Precinct 8. Joshua Eaton School Joshua Eaton School Alice M. School on MONDAY, the TWENTY-FOURTH DAY OF MARCH A.D., 1986 at seven o'clock in the forenoon to act on the following articles, viz; ARTICLE 1. To elect by ballot the following Town Officers: a Moderator for one year; two members of the Board of Selectmen for three years; one member of the Board of Assessors for three years; one member of the Municipal Light Board for three years; two members of the Board of Library Trustees for three years; two members of the Board of Cemetery Trustees for three years; two members of the Planning Board for three years; one member of the Board of Public Works for three years; one member of the Board of Public Works for two years; two members of the School Committee for three years; one member of the School Committee for two years; one member of the Board of Health for three years; one member of the Housing Authority for five years. Also, in accordance with the provisions of Chapter 7, Acts of 1943, as amended by Chapter 317, Acts of 1975, in each of the eight precincts, the number of Town Meeting members, as hereinafter specified. Precinct 1. Eight members for three years. Precinct 2. Eight members for three years; two members for one year to fill vacancies. Precinct 3. Eight members for three years. Precinct 4. Eight members for three years; one member for one year to fill vacancy. Precinct 5. Eight members for three years; one member for two years to fill vacancy. Precinct 6. Eight members for three years; one member for one year to fill vacancy. Precinct 7. Eight members for three years; one member for two years to fill vacancy; one member for one year to fill vacancy. Precinct '8. 'Eight members for three years. AND, to vote on the following question: Question 1. "Shall this Town approve the new Charter recommended by the Charter Commission YES summarized below?" NO SUMMARY (1) The Town Meeting shall continue to be the legislative body with three permanent committees: Finance, By-Law and Rules; (2) There shall continue to be a five-member Board of Selectmen and a six-member School Committee elected for overlapping terms of three years; (3) The position of professional Town Manager is established with powers of administration, appointment, purchasing, personnel management, etc.; (4) The Town Manager shall be responsible for the preparation of the proposed annual operating budget and capital programs; (5) Certain offices now elected are to be appointed (Clerk, Treasurer- 2 Town Warrant March, 1986 Collector, Board of Health, Cemetery Trustees, etc.); (6) An appointed Community Planning and Development Commission shall be established; (7) The Board of Public Works shall be abolished and its functions transferred to the Board of Selectmen and Community Planning and Development Commission; (8) Employment security for permanent full-time Town employees is mandated with procedural requirements specified; (9) Town Meeting actions may be subject to referenda and elected officials subject to recall. For these purposes the polls will be opened at each of the eight precincts at seven o'clock A.M. and will close at eight o'clock P.M. and to meet at the Memorial High School Auditorium, 62 Oakland Road in said Reading on MONDAY, the FOURTEENTH DAY' OF`APRIL A.D., 1986 at seven-thirty o'clock in the evening, at which time and place the following articles are to be acted upon and determined exclusively by Town Meeting Members in accordance with the provisions of Chapter 7 of the Acts of 1943, as amended by Chapter 317, Acts of 1975. ARTICLE 2. To hear and act on the reports of the Board of Selectmen, Town Accountant, Treasurer, Collector of Taxes, Board of Assessors, Board of Public Works, Town Clerk, Tree Warden, Board of Health, School Committee, Contributory Retirement Board, Library Trustees, Municipal Light Board, Finance Committee, Cemetery Trustees, Planning Board, and any other Boards or Special Committees. Board of Selectmen ARTICLE 3. To choose all other necessary Town Officers and Special Committees and determine what instructions shall be given Town Officers and Special Committees. Board of Selectmen ARTICLE 4. To see if the Town will vote to amend the By-Laws of the Town of Reading by amending Article 2, Rule 7, by adding to the end the following: On any article that requires a two-thirds or more majority vote a tally of all Yeas, Nays and Abstentions shall be recorded, and if such tally shows a lack of a quorum Town Meeting shall stand adjourned. By Petition ARTICLE 5. To see if the Town will vote to'aithorize the Town Treasurer, with the approval of the Board of Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning July 1, 1986, in accordance with the provision of the General Laws, Chapter 44, Section 4, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with the General Laws, Chapter 44, Section 17, or take any other action with respect thereto. Town Treasurer ARTICLE 6. To see whether the Town will vote to authorize the Treasurer and/or Collector to enter into written agreements with Banking Institutions under the provisions of the General Laws, Chapter 44, Section 53F, or take any other action with respect thereto. Town Treasurer ARTICLE 7. To see if the Town ' will vote to authorize the payment during Fiscal Year 1987 of bills remaining unpaid for previous fiscal years for goods and services actually rendered to the Town, or take any other action with respect thereto. Board of Selectmen ARTICLE 8. To see if the Town will vote to amend "Schedule A Classification Plan". of Article XXIV of the By-Laws of the Town of Reading by changing the grades and/or position -titles as they relate to any or all of the employees of the Reading Public Library, or take any other action with respect thereto. :_1 . To see if the Town will vote to of Article XXIV of the By-Laws of the Town of ranges in the Compensation Plan by a certain Meeting, or what it will do in relation thereto. amend "Schedule B Compensation Plan" Reading by increasing the existing pay percentage to be determined by Town Personnel Board ARTICLE 10. To see if the Town will vote to accept the provisions of General Laws Chapter 41, Section 108L relating to a career incentive pay program for police officers, or take any other action with respect thereto. Board of Selectmen ARTICLE 11. To see if the Town will vote to amend the Capital Outlay Plan as provided for in Article III, Section II of the By-Laws of the Town as adopted at the Town Meeting of November, 1985, and as previously amended, or take any other action with respect thereto. Finance Committee ARTICLE 12. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for the operation of the Town and, its government, or take any other action with respect thereto. Board of Selectmen ARTICLE 13. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from"'available funds, or otherwise, and appropriate for the construction, operation, maintenance, repair and reconstruction of the municipal water supply and distribution system, and related facilities, or take any other action with respect thereto. Board of Public Works ARTICLE 14. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for the construction, operation, maintenance, repair and reconstruction of the municipal sewer collection system, and related facilities, or take any other action with respect thereto. Board of Public Works ARTICLE 15. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for the Massachusetts Water Resources Authority sewer assessment, such funds to be spent by and under the direction of the Board of Public Works, or take any other action with respect thereto. Board of Public Works ARTICLE 16. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for the purchase or lease or lease-purchase of a copy machine for all departments in the Town Hall, or take any other action with respect thereto. Board of Selectmen ARTICLE 17. To see if the Town will vote to'authorize the Board of Selectmen to sell or exchange or dispose of upon such terms and conditions as they may determine, three cars in the use of-the Police Department, and to see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds or otherwise, and appropriate for the purchase of three new cars for the Police Department, or take any other action with respect thereto. Board of Selectmen ARTICLE 18. To see if the Town will vote to authorize the Board of Selectmen to sell, or exchange, or dispose of upon such terms and conditions as they may determine, the 1960 Civil Defense Rescue Truck, and to see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds or otherwise and appropriate for the purchase of a new ambulance for the Fire Department, or take any other action with respect thereto. Board of Selectmen Town Warrant March, 1986. ARTICLE 19. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate to the Board of Selectmen for the purpose of hiring consulting engineers to make the required studies and design work and whatever else is necessary for the implementation of a traffic light system for the intersection of South Main Street and Summer Avenue, or take any other action with respect thereto. Board of Selectmen ARTICLE 20. To see if the Town will authorize the Board of Cemetery Trustees to sell or exchange or otherwise dispose of, upon such terms and conditions as they may determine, one (1) 48" rotary mower, and to see what sum the Town will raise from the tax levy, or by borrowing, or transfer from available funds, or otherwise, and appropriate for the purpose of purchasing one (1) new 48" mower to be used by the Board of Cemetery Trustees, or take any other action with respect thereto. Board of Cemetery Trustees ARTICLE 21. To see if the Town will authorize the Board of Cemetery Trustees to sell or exchange or otherwise dispose of, upon such terms and conditions as they may determine, one (1) 1978 pick-up truck with snow plowing equipment, and to see what sum the Town will raise from the tax levy, or by borrowing, or transfer from available funds, ,or otherwise, and appropriate for the purpose of purchasing one (1) new %i ton 4 wheel drive pick-up, equipped for snow plowing.to be used by the Board of Cemetery Trustees, or take any other action with regard thereto. Board of Cemetery Trustees ARTICLE 22. To see what sums the Town will raise by borrowing or from the tax levy, or transfer from available funds, or otherwise, and appropriate for the purpose of remodelling certain areas of the Reading Memorial High School, 62 Oakland Road, Reading, Massachusetts; such appropriation to include all engineering fees and preparation costs required to complete the purpose of this article, all monies to be expended under the direction of the Reading School Committee, or take any other action with respect thereto. Reading School Committee ARTICLE 23. To see what sums the Town will raise by borrowing or from the tax levy, or transfer from available funds, or otherwise, and appropriate for the purpose of replacing the roof at the Joshua Eaton Elementary School, 365 Summer Avenue, Reading, Massachusetts; such appropriation to include all engineering fees and preparation costs required to complete the purpose of this article, all monies to be expended. under the direction of the Reading School Committee, or take any other action with respect thereto. Reading School Committee ARTICLE 24. To see what sums the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for the replacement of a Dodge Van vehicle for use by the School Department, or take any other action with respect thereto. Reading School Committee ARTICLE 25. To see if the Town will vote to accept the report of the Board of Public Works upon the laying out as a public way of the following private way known as Gavin Circle, under the provision of law authorizing the assessment of betterments, such highways being laid out in accordance with plans duly approved', by the Board of Survey and filed in the office of the Town Clerk in accordance with the statutory requirements, and that the Town authorize the Board of Public Works to take such land in fee or rights of easements therein by eminent domain, under the provisions of Chapter 79 of the General Laws, as amended, or acquire said land in fee or rights of easement therein by purchase, gift or otherwise and to assess betterments therefore and to see if the Town will vote to accept the public way laid out by the Board of Public Works as Gavin Circle, and to see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for acquisition of said land or easement therein or payment of any eminent domain damages and for the construction of said way, or take any other action with respect thereto. To see if the Town will vote to accept the report of the Board of Public Works upon the laying out as a public way of the following private way known as Latham Lane, under, the provision of law authorizing the assessment of betterments, such highways being laid out in accordance with plans duly approved by the Board of Survey and filed in the office of the Town Clerk in accordance with the statutory requirements, and that the Town authorize the Board of Public Works to take such land in fee or rights of easements therein by eminent domain, under the provisions of Chapter 79 of the General Laws, as amended, or acquire said land in fee or rights of easement therein by purchase, gift or otherwise and to assess betterments therefore and to see if the Town will vote to accept the public way laid out by the Board of Public. Works as Latham.Lane, and to see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for acquisition of said land or easement therein or payment of any eminent domain damages and for the construction of said way, or take any other action with respect thereto. Board of Public Works ARTICLE 27. To see if the Town will vote to accept the report of the Board of Public Works upon the laying out as a public way of the following private way known as Eastway, under the provision of law authorizing the assessment of betterments, such highways being laid out in accordance with plans duly approved by the Board of Survey and filed in the office of the Town Clerk in accordance with the statutory requirements, and that the Town authorize the Board of Public Works to take such land in fee or rights of easements therein by eminent domain, under the provisions of Chapter 79 of the General Laws, as amended, or acquire said land in fee or rights of easement therein by purchase, gift or otherwise and to assess betterments therefore and to see if the Town will vote to accept the public way laid out by the Board of Public Works as Eastway, and to see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for acquisition of said land or easement therein or payment of any eminent domain damage and for the construction of said way, or take any other action with respect thereto. By Petition ARTICLE 28. To see if the Town will vote to authorize the Selectmen to sell at Public Auction Lots .16 through 32, Lots 48 through 54, Lots 58 through 62 and Lot 139, as shown on Assessors' Plat 123, said auction to be held on or before June 30, 1987, a minimum bid of Four Hundred Thousand Dollars ($400,000.00) shall be set, and the sum of Five Thousand Dollars ($5,000.00) be raised from the tax levy or transferred from available funds. By Petition ARTICLE 29.' To see if the Town will vote to transfer the care, custody, management and control of the land, or any portions thereof as shown on Town of Reading, Board of Assessors' Plat 13 as Lot 47 which constitutes a portion of what is commonly known as the Town of Reading Bear Hill Nike Site from the Board of Public Works, Town of Reading, to the Board ; of , Selectmen, for or. use, for any other municipal ,purpose including the possible sale thereof, or take any other -action with respect thereto. Board of Public Works ARTICLE 30. To see if the Town will vote to authorize the Board of Selectmen of the Town of, Reading to convey all or any part of the following described property, with the buildings thereon and to determine the minimum amount to be paid for such conveyance; to authorize the Board of Selectmen to convey all or any part of said property for such amount or a larger amount and upon such other terms and conditions as the Board of Selectmen shall consider proper and to deliver a deed therefor to said purchaser; to authorize the Board of Selectmen and such other Boards or Officers of the Town as may be appropriate to take such actions as may be necessary to clear any title problems to said property so that it may be so conveyed; and to see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate to the Board of Selectmen to carry out the purposes of this vote; or take any other action with respect thereto: The property commonly known as the Bear Hill Nike Site meaning the land shown on Board of Assessors' plans as Plat 13, Lots 39, 40, 46, 47, 48 and 49 and Board of Assessors' Plat 14, Lot 3A. Board of Selectmen 6 Town Warrant March, 1986 ARTICLE 31. To see if the -Town of Reading will vote to accept Chapter 551 of > the Acts of 1985 of the Massachusetts General Court for the purpose of establishing an Absentee Verification System in the Reading Public Schools, or take any other action with respect thereto. By Petition ARTICLE 32. To see if the Town will vote to accept the provision of Chapter 148, Section' 26'G'of the Massachusetts General Laws relating to the requirement that automatic sprinklers be installed in certain buildings exceeding 7500 gross square feet, or take any other action with respect thereto. Board of Selectmen ARTICLE 33. ' To see if the Town will vote to accept the provisions of Chapter 32, Section 20A of the Massachusetts General Laws relating to indemnification from damages for the members of the Town Contributory Retirement Board, or take any other action with respect thereto. Board of Selectmen ARTICLE 34. To see if the Town will vote to accept the provision of Chapter 188, Section 13 of the Acts of 1985 of the Massachusetts General Court, relating to the Professional Development Grant Program for the Northeast Metropolitan Regional Vocational School District, or take any other action with respect thereto. Board of Selectmen ARTICLE 35. To see what action the Town will take regarding the installation of additional street lights on the public streets during the Fiscal Year 1987, or what it will do in relation thereto. Municipal Light Board ARTICLE 36. To see if the Town will vote to instruct the Board of Selectmen or the Board of Public Works to take all necessary legal action to request the Commonwealth of Massachusetts, Department of Public Works, to return the Mineral Street Bridge to the Town of Reading and that adequate funding be appropriated for this purpose by the Town of Reading at a future Special or Annual Town Meeting. By Petition ARTICLE 37. To see if the Town will vote to instruct the Board of Selectmen- or Board of Public Works to continuously pursue the Commonwealth of Massachusetts, Department of Public Works, to accelerate the reconstruction and/or replacement construction program for the Mineral Street Bridge and report back annually to the Town Meeting on progress and status. By Petition ARTICLE 38. To see if the Town will vote to proceed with repairs or rebuilding of the Mineral Street Bridge and to see what sum the Town will raise by borrowing or from the tax levy or transfer from available funds or otherwise, said sum to be expended under" the direction of the Board of Selectmen or Board of Public Works or take any other action with respect thereto. By Petition ARTICLE 39. To see if the Town will vote to amend the Reading Zoning Map by rezoning the property known as Camp Curtis Guild (Assessors' Map 250, Plots 1 & 3) to commercial or industrial zone, or take any other action with respect thereto. Board of Assessors ARTICLE 40. To see if the Town will vote to accept an unrestricted gift of $20,000 to the Reading Public Library from the estate of Sumner Chaney Noyes, said gift to be set up as a library trust fund under the jurisdiction of the Reading Commissioners of Trust Funds, and titled the "Sumner Chaney Noyes Library Fund". Town Treasurer Town Election March, 1986 7 ARTICLE 41: To see if the Town will vote to transfer the care, custody, management and control of the house located at 270 Pearl Street on land held by the Board of Cemetery Trustees to the Board of Selectmen of the Town of Reading for any other municipal purpose including leasing, selling, or demolishing said house, however, such transfer shall not include the transfer of the care, custody, management and control of the land under said house, or take any other action with respect thereto. Board of Cemetery Trustees ARTICLE 42. To see if the Town will vote to authorize the Board of Cemetery Trustees to convey to the Board of Selectmen of the Town of Reading the house at 270 Pearl Street, but not the land thereunder which land remains in the care, custody, management and control of the Board of Cemetery Trustees, to determine the minimum amount to be paid for such conveyance, to authorize the Board of Selectmen to convey said house for such amount or a larger amount and upon some other terms and conditions as the Board of Selectmen shall consider proper and to deliver a.bill of sale therefore to said purchaser; or alternatively, to authorize the Board of Selectmen to lease said house or otherwise dispose of said house as surplus property and to specify the minimum amount to be paid therefore; and to see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate to the Board of Selectmen to carry out the purposes of this vote; or take any other action with respect thereto. Board of Cemetery Trustees ARTICLE 43. To see what sum the Town will raise by borrowing or from the tax levy or transfer from available funds, or otherwise, and appropriate for the purpose of constructing a new Public Works facility, in the John Street industrial area, including the cost of original furnishings and equipment, engineering and architectural fees, inspection fees, relocation cost, contingencies and related facilities incidental thereto and necessary in connection therewith, said sum to be spent by and under the direction of the Board of Public Works, and to see if the Town will vote to authorize the Board of Public Works to file applications for a grant or grants to be used to defray all or any part of the costs of said Public Works facility and related matters, and to see if the Town will vote to authorize the Board of Public Works to enter into all contracts and agreements as may be necessary to carry out the purposes of the vote under this article, or take any other action with respect thereto. Board of Public Works ARTICLE 44. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate into the stabilization fund as authorized under G.L. Ch. 40, Sec. 5B, or take any other action with respect thereto. Finance Committee And you are directed to serve this Warrant by posting an attested copy thereof in at least three (3) public places in each precinct of the Town not less than fourteen (14) days prior to March 24, 1986, the date set for the meeting in said Warrant, and to publish this Warrant in a newspaper published in the Town or by mailing an attested copy of said Warrant to each Town Meeting Member at least fourteen (14) days prior to the holding of the meeting.
