To either of the constables of the Town of Reading,
Greetings:
In the name of the Commonwealth of Massachusetts you are
hereby required to notify and warn the inhabitants of the Town of
Reading, qualified to vote in elections and Town affairs, to meet
at the Walter S. Parker Middle School Auditorium, 45 Temple
Street in said Reading, on Tuesday, June 18, 1991, at seven-
thirty o'clock in the evening, at which time and place the fol-
lowing articles are to be acted upon and determined exclusively
by Town Meeting Members in accordance with the provisions of the
Reading Home Rule Charter.
ARTICLE 1 To choose all other necessary Town Officers and
Special Committees and determine what instructions shall be given
Town Officers and Special Committees, and to see what sum the
Town will raise by borrowing or transfer from available funds, or
otherwise, and appropriate for the purpose of funding Town of-
ficers and Special Committees to carry out the instructions given
to them, or take any other action with respect thereto.

ARTICLE 2 To hear and act on the reports of the Board of
Selectmen, Town Accountant, Treasurer-Collector, Board of Asses-
sors, Director of Public Works, Town Clerk, Tree Warden, Board of
Health, School Committee, Contributory Retirement Board, Library
Trustees, Municipal Light Board, Finance Committee, Cemetery
Trustees, Community Planning & Development Commission, Town
Manager and any other Boards or Special Committees.

SPECIAL TOWN MEETING
June 18, 1991 - Walter S. Parker Middle School
The meeting was called to order by the Moderator, Paul C. Dustin
at 7:40 P.M. there being a quorum present.
The Invocation was given by Reverend Alan B. Bond, First Con-
gregational Church of Reading, followed by the Pledge of Al-
legiance to the Flag.
The warrant was partially read by the Town Clerk, Catherine A.
Quimby, when on motion of Eugene R. Nigro, it was voted to dis-
pense with further reading of the warrant, except for the
officer's return, which was then read by the Town Clerk.
ARTICLE 4 - On motion of.Willard J. Burditt, Chairman of the
Finance Committee, it was voted to take Article 4 out of order,
and he proceeded to make the following motion:
WHEREAS, the Motions made under Article 9 of the April 8, 1991
Warrant for the 1991 Annual Town Meeting appropriating funds for
the Proposed FY 1992 Budget were reversed by vote of the voters
at a special election held on June 3, 1991; and
WHEREAS,.General Laws Chapter 39, Section 9 requires that an An-
nual Town Meeting shall complete its business on or before June
30th; and
WHEREAS, it is necessary that a FY 1992 Budget be in place and
operative for the Town of Reading by June 30, 1991;
NOW, THEREFORE, in order to ensure compliance with State law and
the budgetary needs for the Town of Reading, pursuant to Section
2-15 of the Reading Home Rule Charter the following Motion made
under Article 4 of the Warrant for the June 18, 1991 Special Town
Meeting is hereby declared to be an emergency measure necessary
for the immediate preservation of the peace, health, safety or
convenience of the Town of Reading:
MOVE that the Town appropriate for the Proposed FY 1992 Budget,
the sum of Thirty-Five Million Three Hundred Seventeen Thousand
Two Hundred Ninety-Six Dollars ($35,317,296.00) representing the
total of all previously made motions under Article 9 of the April
8, 1991 Warrant as amended; funds for all but line 114 are to be
provided as set forth in said previously made motions, funds for
line 114 are to be provided as follows: Eighty-Two Thousand Dol-
lars ($82,000.00) from Special Real Estate and Four Hundred

Eighty-Four Thousand Dollars ($484,000.00) from Sale of Real Es-
tate with the remainder from Property Taxes, State Aid, and Non-
Property Tax Local Receipts.
Mr. Burditt then presented the following Finance Committee Report
to Town Meeting:
"The motion that I made contains an emergency. preamble. I am not
a Lawyer and I do not understand all of the Whereas's, but I have
been told that this is what the Charter allows. What I am,
however, is a realist. I do not want to see this town shut down
on July 1. If we need another special election because someone
does not agree with a budget that this body votes, then because
of the time it would take to call for the election and have
public hearings, that is exactly what would happen so I ask your
support for this.
We did have an election that did in fact overturn the budget that
had been voted by Town Meeting. What did the voters tell us?
After the Finance Committee voted to recommend the same budget as
voted by Town Meeting I received a call from a citizen who was
concerned about our action. We talked for over an hour about the
concerns that we all have. During this talk she told me that she
voted NO. I asked her what she did not like about the budget.and
she said that she did not know what was in the budget. She said
she did not know why the budget was increasing. from $31 million
to $35 million and could not afford a tax increase of $450 to
$500. I explained that the budget without the Water and Sewer En-
terprise accounts was a decrease of about $63 thousand. This
puzzled her. She wanted to know why this was not explained to
her. I could not answer her. So, what have the voters said. I
still do not know after that call how many voters were as con-
fused as she was.
The Reading Taxpayers Association made a presentation to the
Finance Committee on Monday June 10. I was hoping that they would
have some new ideas that'we had overlooked but unfortunately I
couldn't find any. I had many calls before we voted the budget
and every one of them urged that we vote the Town Meeting ap-
proved budget. On Wednesday June 12 we did vote the same budget
8-0-0. I would like to differ with a letter in yesterdays
Chronicle from the RTpA that said that Fincom did not discuss
their recommendations. I made an opening statement in which I
summarized my own opinions of most of the points that they made
and other members also commented on it. We also had discussions
on their recommendations at their presentation on Monday night.
We had time between the night of the presentation and the night
that we voted to review their presentation and it was the presen-
tation and this review on which I based my vote.
I assume that we will be back in the fall when reductions will
need to be made when the State Aid numbers are finalized. I
talked with State Representative Rob Krekorian today about what
some of these numbers might be. His assessment is that the House

Proposal may cost Reading almost $300 thousand in additional as-
sistance but the Senate Proposal may cost Reading almost $700
thousand. This is in addition to the level funding of the lottery
distribution which is in both Proposals. We have used a $236
thousand increase that was in the Governors Proposal. He is doing
all that he can to reduce the impact on the town. There could-be
some other changes to the budget that.would save us some money. A
list of possible mandate changes was made and we may see savings
of $120 thousand. I do not know where these State revenues and
this years FY91 local revenues will take us in our ability to
make better projections, so:
Now it is time to vote this budget because we do not have any
hard facts to adjust the revenue yet. I urge all of you to vote a
budget that includes this emergency preamble. This will require a
two thirds vote."
Eugene R. Nigro, Chairman of the Board of Selectmen addressed
Town Meeting , explaining the purpose and need for adopting a FY
1992 Budget under "an emergency preamble."
Richard V. DeLong, Co-Chairman of the Reading Taxpayers Associa-
tion, was granted permission to speak to the meeting on the ra-
tionale of the amendments proposed by the Taxpayers Association:
"Mr. Moderator, Members of the Boards, Town Manager, Town Meeting
Members:
The Reading Taxpayers Association appreciates the opportunity of
making a presentation here tonight before the Town Meeting mem-
bers that promotes a FURTHER REDUCTION of certain areas of the
FY92 budget. Town Meeting may make substitutions or additional
eliminations of budgeted items to accomplish a downward revision.
It has been the Reading Taxpayers Association's goal for over a
year and a half to begin a budget reduction program that would
allow this town to begin again to*"Live Within It's Means." We
continue to review budgets and other requested documents that are
made available to any taxpayer for reducing excessive taxes or
fees. This town should be able to function within reasonable
bounds on a budget of $30 million or less. Economic times dic-
tate such a policy.
The special election of June 3 was an emergency use of the tax-
payers' rights (for the 3rd time) to begin the process of further
reducing expenses and requesting Town Meeting to reconsider its
actions on the FY92 budget as passed. It is our contention that
a 10% budget reduction vs. a 3.2% reduction for Fy92 was more
realistic for redirecting some of our expenses.
Therefore, the Reading Taxpayers Association requests that the
Town Meeting Members give careful consideration to the items put
forth here tonight for a concerted effort on behalf of the tax-
payers to reduce their financial burdens wherever possible!"

During discussion of the Reading Taxpayers Association amend-
ments, twenty-five Town Meeting Members addressed the body. Mr.
Stephen W. Thomases, Precinct 8, presented for the record the
following petition signed by 260 residents of Reading.
"We, the undersigned citizens of Reading, believe that the FY
1992 Budget adopted by Town Meeting on April 22, 1991 provides
insufficient funding for one or more of the following services
provided by Town Government:
o Police Protection
o Fire Protection
o Street Sweeping, Maintenance and Repair
o Library Services and Hours of Operation
o Elderly Services, Transportation, Shopping Help

Janice M. Jones, Precinct 5, offered an amendment to decrease
Line Item 17 in the amount of $2,600 and increase Line Item 60 -
Public Safety, to be used for a crossing guard at the corner of
Walnut Street and Red Gate Lane. Both of these motions were
defeated.
Michael M: Guenther, Precinct 3, requested that a roll call vote
be taken on the amendment to reduce Line Item 87 by $486,000
(Trash Fee). A Yes.vote would reduce the line item, and a no
vote would leave the line unchanged. The vote was taken as fol-

amendment was defeated.
John W. Price, Precinct 4; requested a roll call vote on the main
motion which was on the floor under Article 4. Twenty-four Town
Meeting members stood in agreement with this roll call request.
The following motion was passed, with 148 voting in the affirma-
tive and.25 in the negative. The results of the roll call vote
follow the text of the motion:

ARTICLE 1 John W. Price, Precinct 4, moved that this meeting
instruct the Town Manager through the Board of Selectmen, to
postpone the taking of bids for a new ladder truck that was ap-
proved by this body under Article 17 at the 1991 Annual Town
Meeting, and the Board of Selectmen put an article on the Subse-
quent Town Meeting, to be held in the Fall of 1991, to rescind

the bond authorization in the amount of $395,000 authorized by
motion made under Article 17 of the Warrant for the Annual Town
Meeting of April 8, 1991. This motion was voted in the negative.
ARTICLE 1 John W. Price, Precinct 4, moved that this meeting
instruct the Town Manager through the Board of Selectmen, to
postpone the taking of bids for ,a new ambulance that was approved
by this body under'Article 18 at the 1991 Annual Town Meeting,
and the Board of Selectmen put an article on the Subsequent Town
Meeting, to be held in the Fall of 1991, to. rescind the bond
authorization in the amount of $85,000 authorized by motion made
under Article 18 of the Warrant for the Annual Town Meeting of
April 8, 1991. This motion was voted in the negative.
ARTICLE 1 On motion of Janice M. Jones, Precinct 5, it was
voted that the Selectmen and the Chief of Police investigate the
possibility of placing a crossing guard at the intersection of
Walnut Street and Red Gate Lane.
ARTICLE 1 On motion of Eugene R. Nigro, it was voted that
the subject matter of Article 1 be tabled.
ARTICLE 2 No motion was made under Article 2.
ARTICLE 3 No motion was made under Article 3.
On motion of Eugene R. Nigro, it was voted that this Special Town
Meeting stand adjourned sine die.
Meeting was adjourned at 11:07 P.M.
