To any of the constables of the Town of Reading, Greetings:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify
and warn the inhabitants of the Town of Reading, qualified to vote-in elections and Town
affairs, to meet at the Reading Memorial High School Auditorium, 62 Oakland Road in said
Reading, on Thursday, May 8, 1997, at seven-thirty o'clock in the evening, at which time and
place the following articles are to be acted upon and determined exclusively by Town'Meeting
Members in accordance with the provisions of the Reading Home Rule Charter.
ARTICLE 1 To hear and act on the reports of the Board of Selectmen, Town
Accountant, Treasurer-Collector, Board of Assessors, Director of Public Works, Town Clerk,
Tree Warden, Board of Health, School Committee, Contributory Retirement Board, Library
Trustees, Municipal Light Board, Finance Committee, Cemetery Trustees, Community Planning
& Development Commission, Town Manager and any other Board or Special Committee.

ARTICLE 2 To choose all other necessary Town Officers and Special Committees
and determine what instructions shall be given Town Officers and Special Committees, and to
see what sum the Town will raise by borrowing or transfer from available funds, or otherwise,
and appropriate for the purpose of funding Town Officers and Special Committees to cant' out
the instructions given to them, or take any other action with respect thereto.

ARTICLE 3 To see if the Town will vote to amend the Capital Improvement Program
as provided for in Section 7-7 of the Reading Home Rule Charter and as previously amended,
or take any other action with respect thereto.

ARTICLE 4 To see if the Town will vote to authorize the Board of Selectmen to
acquire all or any part of the following described parcel of land in fee or rights of easement
therein by eminent domain under the provisions of Chapter 79 of the General Laws of the
Commonwealth of Massachusetts, or to acquire said parcel of land or any part thereof in fee or
rights of easement therein by gift, purchase, land swap, or otherwise, for general municipal
purposes including the construction of a police station and uses accessory thereto and public
parking; and to see what sum the Town will raise by borrowing, or from the tax levy, or transfer
from available funds, or otherwise, and appropriate to the Board of Selectmen to pay for
appraisals of said parcel and to pay for the acquisition of said parcel of land or rights of
easement therein, or to be used for payment of land damages or other costs and expenses of
such acquisition and to authorize the Board of Selectmen to enter into agreements with private
parties or state and federal agencies for financial and other assistance in connection with such
acquisition, and to do all other acts and things necessary and proper for carrying out the
purposes of this vote, or take any other action with respect thereto:
The land commonly known as 13 Union Street shown on Board of Assessors'
Revised January 1, 1983 Map 76 as Lot 08 consisting of 8,165 square feet of land,
more or less, and being the land described at the Middlesex South District Registry
of Deeds in Book 12074, Page 492, currently believed to be owned by Eastern
Middlesex Multiple Listing Services, Inc.

ARTICLE 5 To see if the Town will vote to transfer the care, custody, management
and control of all or any part of the following described property, from the Board of Selectmen
for municipal parking purposes to the Board of Selectmen for general municipal purposes
including-the construction of a police station and uses accessory thereto and public parking; or
take any other action with respect thereto:
The land commonly known as the Union Street parking lot shown on Board of
Assessors' Revised Jan. 1, 1983 Map 76 as Lot 10, consisting of 15,940 square
feet of land, more or less.

ARTICLE 6 To see if the Town will vote to authorize the Board of Selectmen to take
all actions necessary to convert the existing Police Station site at 67 Pleasant Street into public
parking, and to vote that the cost of demolishing the existing Police Station and preparing the
site for public parking shall be considered part of the future funding of a new Police Station to
be built on a Union Street site, or take any other action with respect thereto.

ARTICLE 7 To see if the Town will vote to transfer the care, custody,
management and control of all or any part of the following described property, from the Board
of Selectmen and/or Reading Police Department to the Board of Selectmen for any other
municipal purpose, including public parking or the possible sale, lease or land swap thereof; or
take any other action with respect thereto:
The land commonly known as the Reading Police Station at 67 Pleasant Street,
being a portion of what is shown on Board of Assessors' Revised Jan. 1, 1977 Map
65 as Lot 07, consisting of 12,512 square feet of land, more or less, and being a
portion of the land described at the Middlesex South District Registry of Deeds in
Book 1597, Page 301.

ARTICLE 8 To see if the Town will vote to authorize the Board of Selectmen to
convey, lease or swap all or any part of the following described property, with or without the
building thereon, and to determine the minimum amount to paid for such conveyance and/or
the minimum amount of other land to be conveyed to the Town for such conveyance or land
swap and/or the minimum terms of any such lease, and to authorize the Board of Selectmen to
convey all or any part of said property for such amount of money or other property, or a larger
amount, and upon such other terms and conditions as the Board of Selectmen shall consider
proper and to deliver a deed therefor; and /or to authorize the Board of Selectmen to lease
said property upon such minimum terms, and upon such other terms and conditions as the
Board of Selectmen shall consider proper, and to see what sum the Town will raise by
borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate
to the Board of Selectmen to cant' out the purposes of this vote, including amounts necessary
to demolish the existing building on the property or to otherwise prepare it for conveyance or
lease; or take any other action with respect thereto:
The land commonly known as the Reading Police Station at 67 Pleasant Street,
being a portion of what is shown on Board of Assessors' Revised Jan. 1, 1977 Map
65 as Lot 07, consisting of 12,512 square feet of land, more or less, and being a
portion of the land described at the Middlesex South District Registry of Deeds in
Book 1597, Page 301.

ARTICLE 9 To see if the Town will vote to amend the Reading Zoning By-Laws by
amending the Reading Zoning Map to include all or a portion of the following described
property in the Business B District, or take any other action with respect thereto:
The land commonly known as the Reading Police Station and Reading Senior
Center at 49 - 67 Pleasant Street shown on Board of Assessors' Revised Jan. 1,
1977 Map 65 as Lot 07, consisting of 22,512 square feet of land, more or less, and
being the land described at the Middlesex South District Registry of Deeds in Book
1597, Page 301.

feet of land, more or less, and being a portion of the land described at the
Middlesex South District Registry of Deeds in Book 19725, Page 469, currently
believed to be owned by Harris G_ Realty Trust, together with whatever passageway
or easement rights said current owner has over lands of others, including but not
limited to passageway or easement rights to Pleasant Street.

acquire all or any part of the following described parcel of land in fee or rights of easement
therein by eminent domain under the provisions of Chapter 79 of the General Laws of the
Commonwealth of Massachusetts, or to acquire said parcel of land or any part thereof in fee or
rights of easement therein by gift, purchase, land swap, or otherwise, for general municipal
purposes including public parking and uses accessory thereto; and to see what sum the Town
will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and
appropriate to the Board of Selectmen to pay for appraisals of said parcel and to pay for the

A portion of the land commonly known as 47 Hamden Street shown on Board of
Assessors' Revised January 1, 1983 Map 76 as Lot 08A consisting of 816 square
feet of land, more or less, and being a portion of the land described at the
Middlesex South District Registry of Deeds in Book 12010, Page 403, currently
believed to be owned by Arthur C. Anton and Socrates C. Anton, Trustees of
Anton's Realty Trust, together with whatever passageway or easement rights said
current owner has over lands of others, including but not limited to passageway or
easement rights to Pleasant Street.

ARTICLE 12 To see if the Town will vote to authorize the Board of Selectmen to
acquire all or any part of the following described parcel of land in fee or rights of easement
therein by eminent domain under the provisions of Chapter 79 of the General Laws of the
Commonwealth of Massachusetts, or to acquire said parcel of land or any part thereof in fee or
rights of easement therein by gift, purchase, or otherwise, for open space and for conservation
and recreation purposes in accordance with the provisions of Chapter 40, Section 8C of the
General Laws, to be managed and controlled by the Reading Conservation Commission; and
to see what sum the Town will raise by borrowing, or from the tax levy, or transfer from
available funds, or otherwise, and appropriate to the Board of Selectmen to pay for appraisals
of said parcels and to pay for the acquisition of said parcels of land or rights of easement
therein, or to be used for payment of land damages or other costs and expenses of such
acquisitions, and to authorize the Board of Selectmen and/or Conservation Commission to
enter into agreements with private parties or state and federal agencies for financial and other
assistance in connection with such acquisition, and to do all other acts and things necessary
and proper for carrying out the provision of this vote, or take any other action with respect
thereto:
A portion of the land commonly known as 108 Van Norden Road shown on Board
of Assessors' Revised January 1, 1996 Map 156 as Lot 09, and being a portion of
the land described at the Middlesex South District Registry of Deeds in Book 25161,
Page 284, currently believed to be owned by Barbara J. Hurton.

and you are directed to serve this Warrant by posting an attested copy thereof in at least one
(1) public place in each precinct of the Town not less than fourteen (14) days prior to May 8,
1997, the date set for the meeting in said Warrant, and to publish this Warrant in a newspaper
published in the Town, or by mailing an attested copy of said Warrant to each Town Meeting
Member at least fourteen (14) days prior to the time of holding said meeting.
Hereof fail not and make due return of this Warrant with your doings thereon to the
Town Clerk at or before the time appointed for said meeting.

SPECIAL 'T'OWN MEETING
Reading Memorial High School May 8,1997
The meeting was called to order by the Moderator, Alan E. Foulds, at 7:48 p.m., there being a
quorum present.
The Invocation was given by Nancy Pothier, St. Agnes Church, followed by the Pledge of
Allegiance to the Flag.
The Warrant was partially read by the Town Clerk, Cheryl A. Johnson, when on motion by
George V. Hines, Chairman of the Board of Selectmen, it was voted to dispense with further
reading of the Warrant except for the Officer's Return, wluch was read by the Town Clerk.
Moderator Alan E. Foulds makes the following announcements:
Tonight we are in the Special Meeting which was called in response to an instructional motion
made during the Annual Meeting. The Chair has been informed that the first 3 articles will be
tabled. Article 4 deals with the eminent domain taking of the Union Street lot. If there is no
objection, the President of the association that owns the land in question will be allowed to
address the Meeting. She and her attorney will also be available during the debate for questions.
If we should finish the business of the Special Meeting tonight, we will adjourn, and then
immediately reconvene the Annual Meeting, which still has several articles, concerning the siting
of the police station, before it.
ARTICLE 1 - On motion by W. Bruce MacDonald, Precinct 4, it was moved that the subject
matter of Article 1 be tabled.
ARTICLE 2 - On motion by W. Bruce MacDonald, Precinct 4, it was moved that the subject
matter of Article 2 be tabled.
ARTICLE 3 - On motion by W. Bruce MacDonald, Precinct 4, it was moved that the subject
matter of Article 3 be tabled.
ARTICLE 4 - On motion by W. Bruce MacDonald, Precinct 4, it was moved that the Town
vote to authorize the Board of Selectmen to acquire all or any part of the following described
parcel of land in fee or rights of easement therein by eminent domain under the provisions of
Chapter 79 of the General Laws of the Commonwealth of Massachusetts, or to acquire said
parcel of land or any part thereof in fee or rights of easement therein by gift, purchase, land swap,
or otherwise, for general municipal purposes including the construction of a police station and
uses accessory thereto and public parking; and that the Town raise by borrowing under Chapter
44, Section 7 (3) of the General Laws, or any other enabling authority, the sum of two hundred

easement therein, or to be used for payment of land damages or other costs and expenses of such
acquisition and to authorize the Board of Selectmen to enter into agreements with private parties
or state and federal agencies for financial and other assistance in connection with such acquisition,
and to do all other acts and things necessary and proper for carrying out the purposes of this vote:

The meeting was called to order by the Moderator, Alan E. Foulds, at 7:50 p.m., there being a
quorum present.
The Invocation was given by Dr. David W. Reid, Pastor of the First Baptist Church, followed by
the Pledge of Allegiance to the Flag.
Announcements by Moderator Alan E. Foulds:
On Thursday, May 8, 1997, it was moved and seconded to reconsider the motion under Article 4,
as amended. Action on that motion was delayed until this evening, as the first item of business.
We will take up that motion at this time, but debate will be limited strictly to the merits of
reconsideration or new information on the main motion, not previously discussed.

January 1, 1983 Map 76 as Lot 08 consisting of 8,165 square feet of land, more or less,
and being the land described at the Middlesex South District Registry of Deeds in book
12074, Page 492, currently believed to be owned by Eastern Middlesex Multiple Listing
Services, Inc.

and other assistance in connection with such acquisition, and to do all other acts and things

Arthur C. Anton and Socrates C. Anton, Trustees of Anton's Realty Trust, together with
whatever passageway or easement rights said current owner has over lands of others,
including but not limited to passageway or easement rights to Pleasant Street.
