By virtue of this Warrant, I, on December 23, 1998 notified and warned the
inhabitants of the Town of Reading, qualified to vote in elections and Town affairs, to
meet at the place and at the time specified by posting attested copies of this Special
Election Warrant in the following public places within the Town of Reading:
Precinct 1 J. Warren Killam School, 333 Charles Street
Precinct 2 Registry of Motor Vehicles, 275 Salem Street
Precinct 3 Reading Police Station, 67 Pleasant Street
Precinct 4 Joshua Eaton School, 365 Summer Avenue
Precinct 5 Town Hall, 16 Lowell Street
Precinct 6 Alice M. Barrows School, 16 Edgemont Avenue
Precinct 7 Reading Library, Local History Room, 64 Middlesex Avenue
Precinct 8 Arthur W. Coolidge, Middle School, 89 Birch Meadow Drive
The date of posting being not less than seven (7) days prior to January 27, 1999, the date
set for the Special Election in this Warrant.
I also caused an attested copy of this Warrant to be published in the Reading
Daily Chronicle in the issue of January 6, 1999.

To any of the Constables of the Town of Reading, Greetings:
In the name of the Commonwealth of Massachusetts, you are hereby required to
notify and warn the inhabitants of the Town of Reading, qualified to vote in elections and
Town Affairs, to meet at the place designated for the eight precincts in said Town,
namely:
Precincts 1 2 3 4 5 6 7 8A and 813
Hawkes Field House 62 Oakland Road
WEDNESDAY, THE TWENTY-SEVENTH DAY OF JANUARY, 1999 from 7:00 a.m.
to 8:00 p.m. to cast their votes in the Special Election for the following questions:
Question 1 (Article 4)
Shall the Town vote to approve the action of the representative Town Meeting whereby it
was voted to raise by borrowing under Chapter 44, Sections 7 (3) and 7 (3A) of the
General Laws of the Commonwealth of Massachusetts, Chapter 645 of the Acts of 1948
as amended, or any other enabling authority, and appropriate the sum of eight million
nine hundred and ten thousand dollars ($8,910,000) for the purpose of constructing a new
school and associated recreational facilities on the following described land, including the
costs of original furnishings and equipment, landscaping, paving and other site
improvements, engineering and architectural fees, plans and specifications, inspection
fees, relocation costs, contingencies and related expenses incidental thereto and necessary
in connection therewith, said stun to be expended by and under the direction of the
School Committee, that any maturities of an issue of bonds or notes authorized hereby
may, to the extent permitted by law be arranged so that the amounts of principal and
interest combined for the several years shall be as nearly equal as practicable in the
opinion of the Town Treasurer and the Selectmen or in accordance with a schedule
providing a more rapid amortization of principal; and to vote to authorize the School
Committee to file applications for a grant or grants to be used to defray all or any part of
the cost of said school construction and related matters, and to vote to authorize the
School Committee to enter into all contracts and agreements as may be necessary to carry
out the purposes of this Article:
The land off Dividence Road shown on Reading Board of Assessors'
Rev. Jan. 1, 1981, Map 207 as Lot 3 consisting of 2.0 acres and Lot 4
consisting of 9.6 acres which land was acquired by the Town for school
and recreation site purposes by Order of Taking dated April 13, 1970,
recorded at the Middlesex South District Registry of Deeds in Book 11831,
Page 432.
Question 2 (Article 5)
Shall the Town vote to approve the action of the representative Town Meeting whereby it
was voted to raise by borrowing under Chapter 44, Sections 7 (3) and 7 (3A) of the
General Laws of the Commonwealth of Massachusetts, Chapter 645 of the Acts of 1948
as amended, or any other enabling authority, and appropriate the sum of six million five
hundred eighty five thousand dollars ($6,585,000) for the purpose of constructing an
addition, remodeling, reconstructing and making extraordinary repairs to the Alice M.
Barrows School on Edgemont Avenue, including the costs of original furnishings and
equipment, landscaping, paving and other site improvements, engineering and
architectural fees, plans and specifications, inspection fees, relocation costs,
contingencies and related expenses incidental thereto and necessary in comlection
therewith, said sum to be expended by and under the direction of the School Committee;
that any maturities of an issue of bonds or notes authorized hereby may, to the extent
permitted by law be arranged so that the amounts of principal and interest combined for
the several years shall be as nearly equal as practicable in the opinion of the Town
Treasurer and the Selectmen or in accordance with a schedule providing a more rapid
amortization of principal; and to vote to authorize the School Committee to file
applications for a grant or grants to be used to defray all or any part of the cost of said
school renovations and addition and related matters, and to vote to authorize the School
Committee to enter into all contracts and agreements as may be necessary to carry out the
purposes of this Article.
and you are directed to serve this Warrant by posting an attested copy thereof in at least
one (1) public place in each precinct of the Town not less than seven (7) days prior to
January 27, 1999 the date set for the election in said Warrant, and to publish this Warrant
in a newspaper published in the Town.
Hereof fail not to make due return of this Warrant with your doings thereon to the
Town Clerk at or before the time appointed for said voting.

SPECIAL TOWN ELECTION
January 27, 1999
Pursuant to the Warrant and the Constable's Return thereon, a Special Election was
held for all eight precincts at the Hawkes Field House. The Warrant was partially
ready by the Town Clerk, Cheryl A. Johnson, when on motion of Lawrence Drew,
Warden, Precinct 4, it was voted to dispense with further reading of the Warrant
except the Constable's Return, which was then read by the Town Clerk. The
respective Wardens examined the ballot boxes and each found to be empty and
registered at -0-.
The Town Clerk declared the polls open at 7:00 a.m. and closed at 8:00 p.m., with
the following results:
5372 ballots (34.6%0 of registered voters) cast as follows:
