Special Meeting November 10, 1986
Chairman Landers called tile meeting to order at 6:30 P.M. in Room 102 at
Parker Middle School.
Present were Vice Chairman Mollie Ziegler, Selectmen Russell Graham, Jack
Russell, Town Manager Peter I. Hechenbleikner, Town Appraiser Sebastian Tine,
Assessors, Michael T. Sullivan, Robert I. Nordstrand and William E. Locke.
Also present were Jack Rivers, Marvin Cohen, Brad Latham Esq. , and Richard
McKenny.
Chairman Landers read the notice of the Classification hearing and opened
the meeting.
Chairman of the Board of Assessors William E. Locke and appraiser Sebastian
Tine presented three charts outlining options regarding Residential Exemptions,
split tax rate, and Open Space Discount.
The following facts were presented:

Tax rate if Residential Exemptions given $13.99/1000
Tax rate if done as last year $1-2.68 '1000
The Board of Assessors recommended keeping a single tax rate, with no residential
or open space exemptions. This is because of technical difficulties in Qettino
anv changer programmed, because small businesses could be hurt and because a
differentia : ta>: rate may be detrimental to affecting economic development.
Mr. Rivers and :sir. McKenny spoke in favor of the assessors' recommendation.
Motion by Ziegler, seconded by Russell to close the public hearing; all voting
in favor, the motion carried.
Motion by Ziegler seconded by Russell to approve a single tax rate with no
residential exemption and no open space discount in accordance with the
reommmendation of the board of Asssessors. All voting in favor, the motion was
carried.
The assessors noted that the $12.63/1000 tax rate is not confirmed vet until
approved by the State.
Motion by Ziegler, Seconded by Russell to adjourn the meeting. All voting in
favor. The meeting was adjourned at 7:05 P.M.
