HomeMy WebLinkAbout1986-09-15 Board of Selectmen Minutes A MEETING OF THE BOARD OF SELECTMEN September 15 , 1986 A meeting of the Board of Selectmen convened on September 15 , 1986 at 7 : 30 P .M. in the Selectmen' s Conference Room located in the Executive Office Building , 6 Lowell Street , Reading , Ma . Present were Vice- Chairman Ziegler , Secretary Nigro and Board Members Russell and Graham. Also in attendance was Acting Executive Secretary Anthony V. Fletcher . Under the first order of business , Mr . Nils Nordberg , Chairman of the Municipal Space Building Committee , made a request to place an article on the warrant for the upcoming Fall Town Meeting regarding funds for the purpose of planning and development of the Town ' s municipal space needs . Board Member Graham recommended that the Committee make clear all the specifics to be included in their plan when presenting this article to Town Meeting . Board Member John Russell ' s report of the Law Committee included discussion of an article to be presented at Fall Town Meeting that would take action on amending the Reading By-Laws . A request followed by Mr . Russell for a correction on the list of employees submitted in the James Report . It incorrectly specified where the person was employed , Reading Municipal Light Department or the Department of Public Works . Board Member Nigro made a report of the Fire Department . He stated that the ladder truck is out of commission and will cost approximately two to three thousand dollars to _repair. It _was___noted that Wakefield will cover in the event of an emergency . Mr . Nigro also reported that the Town ' s ambulance is also operable and we are now using North Reading ' s old ambulance for the next few days until repairs have been completed . Lastly , a report of progress on the new fire truck remained unsolved due to the bankruptcy of the supplying company . It was noted , however , that the truck is 90% completed . Vice Chairman Ziegler reported that there were no major police problems for the last week. Ms . Ziegler also reported the Council on Aging wants to upgrade their clerk at the Fall Town Meeting to a management position as a Director . This will be handled by the new Town Manager . Board of Selectmen September 15 , 1986 Page 2 Under the next order of business , Acting Executive Secretary , Anthony V . Fletcher , informed the Board of the progress regarding the installation of a sidewalk on Summer Avenue . Mr . Fletcher stated that "money has been appropriated and the bids are prepared and ready to go". It was then moved , seconded and voted 4 : 0 in the affirmative to proceed with the construction of a sidewalk on the Northerly side of Summer Avenue from Willow Street to Grant Street . On a motion to award the fuel oil contracts it was moved, seconded and voted 4 : 0 to award #2 Fuel Oil to the Delta Fuel Company , 36 Mountain Avenue in Malden for . 4885 cents per gallon and #405 Fuel Oil to Belcher New England Inc . , 222 Lee Burbank Highway in Revere for . 2869 cents per gallon. On the next motion proposed by the Board it was moved , seconded and voted 4 : 0 to approve the current Mutual Aid Assistance Agreement as submitted by Police Chief Edward Marchand . Vice Chairman Ziegler was authorized to sign in the absence of Chairman. Landers . Discussion of the Police Department Liability Insurance was followed by a motion that was moved , seconded and voted favorably , 4 : 0 , to enter into a contract through Fred S . James & Company with Imperial Insurance that will increase the police liability coverage from $300, 000 to the $500, 000 limit . On a request by the Reading Youth Baton Squad , the Board voted in favor , 4 : 0 , granting permission to the group to canvass the Town on September 27 from 9 : 00 A .M. to 5 : 00 P .M. for the sale of candy bars as a fund raiser . By a unanimous vote of the Board of Selectmen , 4 : 0 , it was moved and seconded to send a letter of support to the Reading Public Library on the recognition of the Eastern Massachusetts Regional Library System month . On a request by Mr . Curt Nitzsche , the Board moved , seconded and voted 4 : 0 to grant a one day Liquor License to the Masonic Building Association for September 26th and 27th . The Board agreed to postpone action on the Mystic Valley Elder Services appointment until the meeting on the 29th of September . Board of Selectmen September 15 , 1986 Page 3 On a request from the Finance Committee it was moved , seconded and voted in favor , 4 : O , by the Board of Selectmen to increase Ann Hale ' s rate of pay as Administrative Assistant to $8 .00 per hour effective July 1 , 1986 . Acting Executive___Secretary, Anthony V . Fletcher , was given permission by a favorable vote of 4 : 0 to sign Ms . Hate ' s personnel action form. The Board reviewed several of the articles being considered for the Fall Town Meeting Warrant . (re : additional funds for the Animal Control Officer ; a Charter change from the 28 day hiring requirement; various By-Law changes ; Summer Avenue/South Main Street lights ; and cable company antenna relocation, etc . ) It was then moved , seconded and voted in the affirmative 4 :0 , to go into executive session at 9 : 45 P .M.
