HomeMy WebLinkAbout1987-12-14 Board of Selectmen Minutes Board of Selectmen-December 14, 1987 ,Meeting convened at 7: 30 P.M. in the Selectmen' s Meeting Room, 6 Lowell St. , Reading, MA. Present were Chairman Russell, Vice Chairman Nigro, Secretary Graham, Selectmen Landers and Ziegler, Pete Hechenbleikner, Town Manager, and the following citizens; Arnold Berger , Lynn Carlson, Mary Devine , Herb Converse , Tom Stohlman, Dan Ensminger, Jonathan Edwards, Dicer DEmpster, Arthur J. Reynolds Jr. , Peg Plansky, Nancy Charest, Patricia Napolitano, Cathy Gromyko, Marie Jackson, Robert Pratt, Bernice Herrick, and Charles Herrick On motion by Landers seconded by Nigro the Board approved the 9- 14-87 minutes 5-0-0. On motion by Landers seconded by Graham the Board approved the 11-3-87 minutes 5-0-0 . On motion by Landers seconded by Zeigler the Board approved the 11-9-87 minutes 4-0-1. On motion by Landers seconded by Ziegler the Board approved the 11-24-87 minutes 5-0-0 . Liason Reports - Molly Ziegler, and Eugene Nigro and John Russell !attended the V.F.W. Luncheon; John Russell attended the opening of Waverly Oaks , Town Hall Holiday party, 50th Anniversary celebration as a priest for Father Collins; Mollie Ziegler at- tended C.O.A. open house, opening of Waverly Oaks, Budget Format Review Committee Meeting and the Holiday Party; Eugene Nigro met with Director of Human Services Ruth Cogan to discuss the budget, and also attended the Holiday Party. Massachusetts Housing Partnership - Pat Byrnes from the Mas- sachusetts Housing Partnership was present to present a video on how the Massachusetts Housing Partnership creates housing oppor- tunities for all segments of the population. The Massachusetts Housing Partnership affords these opportunities to the young couples with families that would like to raise their children in their own "hometown" . Chairman Russell suggested the Housing Authority and the Community Planning & Development Commission meet together. Jonathan Edwards, Town Planner discussed the fact it will fit in with the Master Plan. On motion by Ziegler seconded by Nigro Ed Palmer was appointed 5- 0-0 to the Historical Commission with a term to expire 6-30-88. On motion by Ziegler seconded by Nigro the board appointed Judy Mitchel, Ann Mark, Herb Converse 5-0-0 to the Ad Hoc Solid Waste Advisory Committee. On motion by Landers seconded by Graham the Personnel Policies were approved 5-0-0. 1 On motion by Ziegler seconded by Landers the board approved 5-0-0 the following stop signs: Field House Road Northbound at Oakland Road; Waverly Road Westbound at Oakland Road; Oakland Road Northbound at Birch Meadow Drive. On motion by Ziegler seconded by Landers the for board Engapproved p oConserOvao an application for an additional $9 , 240 tion grant from EOER for the schools. On motion by Nigro seconded by Ziegler the board approved 5-0-0 an increase in the fees for Class I , II, & III second hand motor vehicle licenses to $50.00 per license effective January of, 1989 . Arlington Street - On motion by Landers seconded by Ziegler the board approved 5-0-0 an amendment to parking: "No parking anytime on the West side of Arlington Street from 6 A.M. to 10: 30 P.M. Vine Street - On motion by Landers seconded by Nigro the board approved 5-0-0 an amendment to parking: "No parking anytime" on the track side of Vine Street and "No parking 6 A.M. to 10: 30 A.M. Monday thru Friday on the residential side. On motion by Ziegler seconded by Landers the board approved 5-0-0 for Lawrence Nickerson a license to sell firearms. On motion by Ziegler seconded by Nigro the board approved 5-0-0 changing the Board of Selectmen Meeting nights from the second and fourth Monday to Tuesday nights of each month effective January 12, 1988. On motion by Ziegler seconded by Landers the board approved 5-0-0 the following licenses : Automatic amusement devices Reading Veterans Association; 1 day license liquor Masonic, 1 day license liquor Austin Prep. The Board of Selectmen discussed naming the new Public Works access road. Chairman Russell requested that the board submit a list of names to the Town Manager' s office. On motion by Ziegler seconded by Landers the board recommended 5- 0-0 a $3750 from the Reserve Fund Transfer for the actuarial study for the pension fund. Adjourned: 11. 30 P.M.
