HomeMy WebLinkAbout1987-09-14 Board of Selectmen Minutes Board of Selectmen Meeting September 14, 1987 The Board of Selectmen convened in the Executive Offices , 6 Lowell St. , Reading, MA at 7 : 30 P.M. Present were Chairman Rus- sell, vice Chairman Nigro, Secretary Graham, Selectmen Landers and Ziegler, and Peter Hechenbleikner, Town Manager. The Board of Selectmen thanked a number of residents for their contribution to rehabilitate the home at 74 Pineridge Road. Ruth Cogan, Director of Human Services was present to present the let- ters of recognition to the citizens. Douglas Wade received the Community Service Award. Citizens that received letters of recognitions were; Kenneth Latham, Mr. Robert Bent, Mr. Allan Bissett, Mr. Richard Lombardo, Mr. Johathan Warnock, Mr. Richard Corey, Mr. Brian Dempster, Mr. Robert O'Donnell, Jr. Mr. Rayn O'Donnell, Mr. Robert O' Donnell, Sr. Mr. Larry Warnock, Mr. Tom O' Connor, Mr. Scott Wade, Mr. Keith Wade, Mr. John Forest, Mr. Frank McCormack, Mr . Michael Fennelly, Mr . Peter Murphy, Mr . - Richard Cuffe, Mr. Stephen Murdoch, Mr. ' s Joe & Ted Watson, Mr. Robert Callan, Mr. Walter Arsenault, Mr. Ray Doyon, Mr ' s Mel and Bruce Slovin, Dr. & Mrs . Gilbert Cogan, Mr. Lee Roberts, and the Marshall Family. Department Heads; Stuart LeClair, Rheta McKin- ley, Chief Redfern, Ted McIntyre. The Board of Selectmen thanked everyone for their community efforts. On motion by Landers seconded by Ziegler the Board voted 5-0-0 to approve the minutes of July 6 , 1987 On motion by Nigro seconded by Ziegler the Board voted 4-1-0 to approved the minutes of August 20 , 1987 . The Board was introduced to Mike DeBrigard, the new Highway Su- pervisor. On motion by Zeigler seconded by Nigro the Board appointed Joan Nickerson to the Conservation Committee with a term to expire on June 30 , 1989 . On motion by Ziegler seconded by Nigro the Board appointed Lawrence Mabius and Raymond Betts to the Budget Format Committee 5-0-0 . On motion by Landers seconded by Zeigler the Board appointed Hugh _ Troutman to the Insurance Committee for a term to expire June 30, 1990. On motion by Ziegler seconded by Nigro the Board appointed PhilsT Pacino to the Budget Advisory Committee 5-0-0. 1 - t I On motion by Landers seconded by Graham the Board appointed the following applicants to the Master Plan Advisory Committee 5-0-0; Carl D ' Angio , Nel Dolan, Ann Indars , Carolyn Whiting, Thomas Baille, Sally Sabo, Lynda Robbins, and Joseph Regan. On motion by Nigro seconded by Graham the Board approved the first reading on "Personnel Policies" 5-0-0 . On motion by Landers seconded by Ziegler the Board approved- the first reading on "Convention/Seminar Expenses Spouses & Families" 5-0-0 . On motion by Landers seconded by Nigro the Board approved the first reading on the policy " House or Building Moving" 5-0-0. On motion by Nigro seconded by Ziegler the Board approved the proclamation "Emergency Medical Services Week" 5-0-0 . On motion by Ziegler seconded by Nigro the Board approved the continuation of lease for REAP, Inc. 5-0-0 . On motion by Ziegler seconded by Nigro the Board approved the proclamation on the Constitution Bicentennial 5-0-0 . Pouring Policy - The Board of Selectmen met with the following restaurant owners with regard to the rules governing the pouring policy in the Town. Present were the following ; Richard P. Bunch, Donald Allen, Virginia Adams, George Hines , James Raf- ferty, Attorney representing the Stationhouse , Robin Parson, Susan and Kenneth Ivester Wes Parkers, Carole-Ann Burgess, Mark Rutkouski, Annemarie Ruberino, Cilia M. Crusco, Kelly Lee Layton, Jim Jolly, Mr. Hurley, and Walter Arsenault Harrows. Ken Ivestor discussed the fact that 'the Selectmen don' t allow bars with stools , making the laws more stringent than necessary. Mrs . Ivestor ' s view is that they ( Selectmen) are treating them (patrons) like they are in kindergarten telling them that they are only allowed one drink. James Rafferty pointed out to the Selectmen that these owners already comply with the common vic- tular license when they apply for the license with the state. Mr. Rafferty pointed out to the Selectmen that what they are imposing may be illegal (Section 69/Chapter 138) . The Selectmen instructed r the Town Manager to check with Town Counsel. Most of the owners comply with the liquor pouring policy because of the strict in :i surance regulations. The owners must stay within the guidelines . - • V 2 i I I` r of the liquor license. Another concern was the fact that they are only allowed to serve a patron one drink while waiting for dinner. Their concern is if the patron has to wait for forty- five minutes to an hour they should be allowed a second drink. On motion by Landers seconded by Nigro the Board voted to close the hearing 5-0-0. On motion by Nigro seconded by Landers the Board voted to adopt this policy on a first reading 5-0-0. Adjourned: Respectful submitted: r, Secretary
