June 8, 1987
The Board of Selectmen convened in the Executive Offices , 6
Lowell St. , Reading, MA at 7: 30 P.M. Present were Chairman Rus-
sell, Vice Chairman Nigro, Secretary Graham, Board member Paul
Landers and Town Manager Peter I. Hechenbleikner.
On a motion by Landers and seconded by Graham the Board approved
on a first reading a policy "Employee Recognition" 4-0-0.
On a motion by Landers and seconded by Nigro the Board approved
the proclamation June 14th as Flag Day in Reading 4-0-0 .
On a motion by Landers and seconded by Nigro the Board approved
4-0-0 the Resolution of Appreciation for Judy LeBlanc.
The Board unanimously appointed William Brown 4-0-0 to the Fire
Facility Study Committee on a motion by Landers and seconded by
Graham.
The Board met with the Housing Authority Board to appoint a mem-
ber. Present from the Housing Authority were Director Plansky,
Chairman Richard Dempster, State representative William Fic-:saa<c,
Philip White and Leonard Westra. The Charter provides for an ap-
pointed Housing Authority. The Housing Authority feels its mem-
bers must be elected. For purposes of this appointment if the
Housing Authority and the Board of Selectmen agree on the can-
didate, they may agree to jointly appoint for an unexpired term,
or until the next election, whichever position prevails. Can-
didates present were Joan Neary and A. J. Reynolds. All the can-
didates were not present. The appointments were postponed until
July 6th.
On a motion by Paul Landers and seconded by Russ Graham the Board
unanimously appointed Loretta Spaulding as member to the Council
on Aging for a three year term to expire June 1990 . On motion by
Landers and seconded by Nigro Woodrow Baldwin was appointed to a
three year term expiring June 30, 19 `0 4-0-0 .
The Board met with residents of 1 Charles Place a condominium
regarding trash collection. The residents ' previous collector
declined to renew their contract. They feel as individual tax
payers they want the Town of Reading to pick up their trash. The
Town' s policy indicates that multi-family residences exceeding 3
units will be considered businesses and the Town will not collect
in these locations. Present from 1 Charles Place were Woody Bal-
win, Michael Gass who spoke and Fred VanMagnus.

Motion by Nigro seconded by Landers the Board approved 4-0-0 to
apply for two types of OECD Incentive Aid Grants by July 1.
The Board discussed meeting on July 6th and August 10 for the
Summer.
