HomeMy WebLinkAbout1987-05-11 Board of Selectmen Minutes i Board of Selectmen Meeting May 11, 1987 The Board of Selectmen convened in the Executive Offices , 6 Lowell St. , Reading, MA at 7: 30 P.M. Present were Chairman Rus- sell, Vice Chairman Nigro, Secretary Graham, Board member Ziegler and Town Manager, Peter I . Hechenbleikner. The Board approved the following minutes: a. 3-24-87 on motion by Nigro and seconded by Ziegler 4-0-0. b. 4-16-87 on motion by Nigro and seconded by Ziegler 4-0-0. C. 4-27-87 on motion by Nigro and seconded by Ziegler 4-0-0. d. 5-4-87 on motion by Nigro and seconded by Ziegler 4-0-0. e. 10-6-86 on motion by Nigro and seconded by Ziegler 4-0-0. The Board approved the following Executive Session Minutes: a. 9-8-86 on motion by Ziegler and seconded by Nigro 4-0-0. b. 9-15-86 on motion by Ziegler and seconded by Nigro 4-0-0. C. 9-22-86 on motion by Ziegler and seconded by Graham 4-0-0. d. 10-27-86 on motion by Nigro and seconded by Ziegler 4-0-0. e. 12-22-86 on motion by Nigro and seconded by Ziegler 4-0-0. The Board on a motion by Nigro and seconded by Ziegler voted to release all E the Executive Minutes except 12-22-86, 4-0-0. Russ Graham,liason for the Historical Commission informed the Board of the Bicentennial Celebration to be held September 20, 1987, from 1-3 P.M. at Memorial Park. On motion by Nigro and seconded by Ziegler the Board approved 4-0 on a first reading vote a policy on the "Use of Personal Vehicles for Town Use. " On motion by Nigro and seconded by Ziegler the Board approved 4-0-0 on a first reading vote a policy on the "Use of Town Owned or Leased Vehicles. " The Board on a motion by Ziegler and seconded by Nigro approved 4-0-0 the Establishment of a Fire Education Study Committee. Present at this meeting was Chief Redfern. The purpose of this committee is to study an equitable Education incentive for firefighters. The committee will submit a report to the Board of Selectmen with recommendations by September 30, 1987 . On a motion by Nigro and seconded by Ziegler the Board voted 4-0-0 to ap- proved a Fire Facility Study Committee. On a motion by Ziegler and seconded by Nigro the Board voted to establish a Budget Format Review Committee. 1 t r Board of Selectmen Meeting May 11, 1987 On motion by Ziegler and seconded by Graham the Board voted 4-0-0 to recom- mend denial of Callan' s request for a waiver. The Town Manager will send a letter to the Executive Office of Environmental Affairs opposing the granting of the waiver without full environmental impacts. Considerable discussion took place with regard to the Depot parking im- provements. Bernice Herrick did a survey on all the cars parked at the Depot. 122 cars out of 380 cars are from outside of Reading. 12 are New Hampshire cars, 80 are Massachusetts towns, 9 from towns which have sta- tions. Mr. Charles Herrick expressed his concerns with regard to the in- stallation of new gates at Woburn Street. The Board on motion by Graham and seconded by Ziegler directed the Town Manager to negotiate with the MBIA to have the MBIA bear the costs of improving the Depot land. Three issues that are of concern are platform improvements, installation of 2nd rail line, and Woburn Street gates. On motion by Ziegler and seconded by Nigro the Board defeated by a vote of 2-2, and amended to the main motion specifying that the MBIA support deletion of extra costs related to out of Town use of Station. On motion by Ziegler and seconded by Nigro the Board directed the Town Manager to write a letter to the Representative and Senators regarding terminal assessment. Dan Ensminger 6 Oakland Rd. s 2 i i The Board heard complaints of several residents with regard to the Wes Parkers Restaurant. Late night disturbances are occurring when workers get out of work. Loading in the back area of Baystate road is creating problems. There seems to be some liquor law violations, with regard to people walking in the parking lot carry their drinks. Parking seems to be the number one concern of the neighbors. Patrons are parking on the lawns of the Baystate Road residents. Residents from Baystate Road present were Kevin and Pam Duval and James McTaggart. Patricia J. Swain has resigned her position as a member of the Reading Housing Authority effective 4-17-87. Respectfully submitted: Secretary 3 .�> juN 4 35 '97 POLICY ON THE USE OF TOWN OWNED OR LEASED VEHICLES The purpose of this policy is to establish guidelines and requirements regarding the use of Town owned or leased vehicles. It is expected that town employees , and their use of Town vehicles, will set an example of safe, defensive, and courteous driving. All employees using a Town owned or leased vehicle will ob- serve all motor vehicle and parking regulations. This includes Section lA of Chapter 90 which prohibits transporting of more people than the capacity of the vehicle. This also includes Sec- tion 13 of Chapter 90 which requires that the operator of the motor vehicle "shall not permit on or in the motor vehicle any- thing which may interfere with or impede the proper operation of the vehicle, or any equipment by which the vehicle is operated or controlled. " Except for a speci{ic exemption by the Town Manager, all employees of the Town operating a motor vehicle owned. or leased by the Town stall use seat belts or other res'-raints provided in. the vehicles and the operator shall encourage his/her passengers in their use as well. It shall be the responsibility of the operator of any Town owned or leased vehicle to report any accident, or other incident related to the operation of the vehicle. Reports shall be made as soon as practical, but not less than the next business day, on forms provided. No Town owned or leased motor vehicle shall be used for transporting passengers, employees, or other persons not directly:, related to the use of the vehicle for municipal purposes. It shall be the responsibility of the Department Head within whose department the motor vehicle is used to see that each and every rotor vehicle except those specificall-" approved for exemp- tion by the Town Manager, shall have decals and or other Iden- tification of the Town of Reading prominently displayed on the vehicle in a form and location approved by the Town Manager. It shall be the employee ' s responsibility to insure that he is properly licensed, and only drivers who are employees of the Town of Reading shall operate motor vehicles owned or leased by the Town of Reading. 1 It shall be the responsibility of the department head to provide for required motor vehicle registration, inspection, and maintenance of each motor vehicle within the department. The department head will be responsible for following up with the Town Manager' s office regarding insurance being provided on the vehicles. The department head shall see to the filing of the title for every vehicle owned by the Town in accordance with pro- cedure established by the Town Manager. Defensive driving training will be encouraged of all employees, and the Town Manager may from time to time provide for such training. Such training may be made mandatory. The use of Town owned vehicles for personal purposes is hereby prohibited. This includes daytime use for errands and transportation during meals, except as may be specifically per- mitted by the Town Manager. Unless specifically permitted by the Town Manager, no vehicle .will be driven to an employee' s home or otherwise used outside the direct use for municipal purposes. This policy is meant to provide guidelines for such use. The operator of the vehicle is responsible for ensuring that the vehicle is registered, insured, inspected, and otherwise roadworthy. It is the responsibility of the operator to make sure that he possesses a valid driver ' s license. The number of people being transported within a personal vehicle being used for Town use shall not exceed the number per- mitted for that vehicle by Section 1A of Chapter 90. No person when operating a personal vehicle for Town use "shall permit upon or in the vehicle or on or about his person anything which may interfere with or impede with the proper operation of the vehicle or any equipment by which the vehicle is operated or contro"led, " in accordance with Chapter 90 Section 13 . While using a personal vehicle fcr Town use, the operator and all passengers will be encouraged to wear seat belts or other restraints provided in the vehicle. The operator of the vehicle shall obey all the rules , regulations and laws of t.-,e road. The Town Manager shall from time to time establish the rate of reimbursement for use of a personal vehicle, consistent with Federal and State guidelines. This shall be on a per miles basis or on a lump spam basis , and shall be consistent among classes of employees . The .current per mile rate covers all expenses of operation of the motor vehicle except for tolls and parking.
