March 24, 1987
A meeting of the Board of Selectmen convened in the Executive Offices, 6 Lowell
St. , Reading, MA at 7:30 P.M. Present were Vice-Chairman Mollie Ziegler,
Secretary Eugene Nigro, Board members Russell Graham and Jack Russell.
On a motion by Mollie Ziegler and seconded by Eugene Nigro, Jack Russell was
appointed Chairm on a 3:0. Motion by Mollie Ziegler and seconded by Jack
Russell, Eugene Nigro was appointed Vice-Chairman 3:0. On motion by Eugene
Nigro and seconded by Mollie Ziegler Russell Graham was appointed Secretary 3:0.
Liason assignments were assigned as follows: Community Planning & Development,
Russell Graham, Financial Services Mollie Ziegler, General Services ,lack Russell,
Human Services Eugene Nigro, Public Safety Paul Landers, Public Works/Public
Property Russell Graham. _
The Board on a motion by Eugene Nigro and seconded by Jack Russell unanimously

approved L:0 a policregarding Closing of Municiapal Offices.

The Board on a motto-. by Eugene Nigro and seconded by Mollie Ziegler unanimously
approved 4:0 the poiict regarding advancement of Sic;: Leave.
The Board on a motion by Mollie Ziegler and seconded by Russell Graham tabled 4:0
the second reading with regard to reaves of Absences for a third reading.
On a motion by Eugene Nigro and seconded by Mollie Ziegler the second reading
regarding policy on Water Meter Readings, Abatements & Credits was approved
unanimously 4:0.
Curt Nitsche and Mari: Wetzel, members of the Water and Sewer Advisory Commission
were present to discuss the Water and Sewer Rates. Water Rates increased 2.30
and Sewer increased 4.40. The Board on a motion by Jack Russell and seconded by
Russell Graham approved the F 1988 Water & Sewer Rates: Water $2.62 and Sewer
$2.35 rates effective July 1 , 1987 unanimously- 4:0
The Board on a motion by Jack Russell and seconded by Russell Graham approved 4:0
unanimously the lease between the Town of Reading and Solo Pak Electronic Corpora-
tion for one year period commencing May 17, 1987 to May 16, 1988 with option for
a six month extension.

-- The Board on a motion by Eugene Nigro and seconded by Mollie Ziegler unanimously
approved 4:0 the reappointment of Richard Foley to Town Accountant, term expiring
March 31 , 1988.
On a motion by Jack Russell and seconded by Eugene Nigro the Board unanimously
approved 4:0 the appointment of Loretta Spaulding to C.O.A.
Residents from the Vine Street and Arlington Street areas attended the meeting with
regard to the Depot Parking situation. residents that were present that spoke were Charles
and Bernice Herrick, Mr. Pratt and Marie Jackson. The residents would like im—
mediate attention to this problem. The commuters parking on the streets are
creating numerous problems, mainly safety. The Board is continuing the hearing
until April 6th.
The Board met with members of the Reading Housing Authority. Present were
Dic : Dempster, Chairman, Bill McIsaac and Margaret Plansky, Director. On
a motion by Mollie Zieryler and seconded b,; Eugene Nigro the Board approved 4:0

On a motion by Eugene Nigro and seconded by Mollie Ziegler the Board approved
a special meeting within Town. Meeting 4:0. The warrant for the meeting will
open at 8:30 A.M. , April 6, 1987, and closes at 8:00 P.M. the same day.
The Board unanimously appointed Mary Louise Garrard to the Reading Arts Council
with her term to expire on June 30, 1987 4.0.
The Board discussed the authorization sale of a portion of Plat 136 Lot 4
YMCA. The Board will bring it before Special Town Meeting.
