Minutes of the Board of Selectmen Meeting
December 27, 1988
The meeting convened at 7: 35 p.m. , in the Selectmen's Meeting
Room, 6 Lowell Street, Reading, Massachusetts . Present were
Chairman Nigro, Vice-Chairman Graham, Secretary Ziegler ,
Selectmen Russell , and Town Manager Peter I . Hechenbleikner.
Residents present were Bernice Herrick, Charles B. Herrick,
George Grundhoff, Karen Cardarelli, Angelena Grundhoff, Anne
Marie Mele, Concella Mele, Salvatore L. Mele, Lois Bond, Dewey
Smith, Ruth Cogan, Doris Fantasia, Donald L. Wood, James A.
Stevenson, Forence L. Farelli, Sebastian P. Tine, billy Welch,
William E. Locke, Michael T. Sullivan, Robert I . Nordstrand,
Holly Spousta, Mr. & Mrs. Leslie H. York, Ed Loschi, J. H. Vik,
Diane Young and Susan Flannery.
On motion by Ziegler seconded by Graham the Board approved the
December 13, 1988 minutes by vote of 4-0-0.
Liaison Reports
John Russell presented Peter Klepeis with a Community Service
Award for becoming an Eagle Scout.
Russell Graham attended Christmas on the Common.
Eugene Nigro reported that the Board of Selectmen met with the
Police Association, and Mr. Nigro also attended a meeting of the
Employee Awards Committee.
Donald L. Wood and James A. Stevenson, members of the
Firefighters' Bargaining Unit were introduced to the Selectmen.
The Firefighters Contract has been settled.
George Grundhoff and Ann Marie Mele were sworn in by the Town
Clerk Doris Fantasia, as the two newest police officers . The
recruits will be begin training in early January at the Police
Academy.
On motion by Russell seconded by Ziegler the board approved the
reclassification of Principal Clerk in the Town Manager's Office
to Administrative Secretary Grade 5 by vote of 4-0-0.
On motion by Russell seconded by Ziegler the board approved the
reclassification of Clerk/Receptionist in the Department of Human
Services to Principal Clerk Grade 4 by vote of 4-0-0.
On motion by Ziegler seconded by Graham the board approved an un-
paid leave of absence effective January 7, 1989 for Florence Far-
rell, Elder Service Van Driver, until June 30, 1989 by vote of
4-0-0.
On motion by Ziegler seconded by Graham the Board appointed C.
Dewey to the Board of Registrars for a term to expire on March
31, 1990 by vote of 4-0-0.

On motion by Zeigler seconded by Graham the Board opened a public
hearing on the Personnel Policies by vote of 4-0-0. A complete
study of the classification of the Town's non-union employees by
Town Manager's office is going to be completed. The Schedule A
presented would place the non union positions in a salary grade
and step according to their current salaries and length of
employment. The new plan establishes a rating class system with
grades 1 through 21 for seasonal, part-time, and permanent town
employees based on current salaries. The Board of Assessors
expressed their concern over the town appraiser, Sebastian Tine's
position, that Mr. Tine would be locked into a certain grade.
William Redford, Assistant Director of Public Works addressed a
memo sent to the Board of Selectmen, regarding the class-
ification. Mr. Redford informed the board that non union person-
nel do not have any representation. The memo states that the non
union personnel do not want to wait any longer for their in-
creases, that they are in favor of a 5.5% increase across the
board. The Board instructed the Town Manager to complete the
class study by March 30th, list all aspects of current personnel
bylaw that is going to be changed or eliminated, have more com-
munication meetings with staff, and report the status of each of
the meetings. On motion by Russell seconded by Ziegler the Board
voted 4-0-0 to close the hearing. On motion by Russell seconded
by Ziegler the board approved a 5.5% retro non-union increase to
July 1, 1988.
Russell Graham announced his candidacy for the Board of Selectmen
in the Spring.
Licenses
On motion by Russell seconded by Graham the board approved the
following common victualler licenses: Anthony's Sub Seafood; Cum-
berland Farms, D's Deli & Sub; Last Corner Inc. ; Pizza World Inc;
Jomar (Tasc) by vote of 4-0-0.
On motion by Russell seconded by the board approved the Class I
motor vehicle license for 128/Sales Inc. , contingent upon
Wakefield's input by vote of 4-0-0.
On motion by Russell seconded by Ziegler the board approved the
following Class II motor vehicle licenses: Automotive Grooming
Center, Inc. ; Brown's Auto Repair; Fedele Auto Sales; Foreign
Cars of Reading, Inc. ; Hagen Auto Sales; 128 Tire; Reading
Cycles, Inc. ; Reading Square Auto Body, Inc. ; and Tom's Auto Body
by .vote of 4-0-0.
On motion by Ziegler seconded by Graham the board approved the
Peddler's License for George Scully to operate his push cart on
Frugal Fannies property with the same conditions as outlined on
his previous license by vote of 4-0-0.

Depot
On motion by Graham seconded by Ziegler the board approved the
Depot preamble by vote of 4-0-0.
On motion by Ziegler seconded by Graham the board voted 4-0-0 to
establish the position of parking enforcement officer, Grade 3
effective immediately.
On motion by Russell seconded by Graham the board voted 4-0-0 to
give the Town Manager a retro increase of 5.5% effective July 1,
1988.
On motion by Russell seconded by Ziegler the board approved
Eugene's request for use of the Town Seal on supplies by vote of
3-0-0 with Chairman Ni o abstaining himself.

On motion by Ziegler seconded by Russell the board voted unanim-
ously to go into Executive Session at 10:45 p.m. not to return to
open session.

WHEREAS, the Board of Selectmen of the Town of Reading have
determined that there is tremendous automobile congestion in the
area of the Reading Depot caused in principal part by nonresi-
dents of the Town driving f
rom outside
of the town to the Depot
- and parking their automobiles in the vicinity of the Depot; and
WHEREAS, said traffic congestion creates hazardous traffic
conditions on the streets in the vicinity of the Depot and con-
tributes to air pollution and other deleterious environmental ef-
fects of automobile commuting, including: excessive noise and
trash and refuse generated by the entry of such vehicles into the
Town; and
WHEREAS, such traffic congestion by nonresidents of the
Town inhibits the use of the train by residents of the Town and
thus discourages the use of public transportation by residents of
the Town; and
WHEREAS, the traffic congestion in the vicinity of the
Depot by nonresidents of the Town creates parking and other traf-
fic access problems for the patrons of the commercial businesses
in the vicinity of the Depot, interferes with efficiency in the
maintenance of the streets in the vicinity of the Depot and in-
terferes with the peace, good order, comfort, convenience and the
welfare of the inhabitants of the Town of Reading;
j NOW, THEREFORE, in order to reduce air pollution and other
deleterious environmental effects of automobile commuting by
nonresidents of the Town, in order to promote car-pooling by com-
muters using the Depot, in order to promote the use of public
transportation by the residents of the Town, in order to reduce
congestion in the streets in the vicinity of the Depot and in or-
der to promote the peace, good order, comfort, convenience and
welfare of the inhabitants of the Town of Reading; we, the mem-
bers of the Board of Selectmen of the Town of Reading, hereby
adopt the following policies regarding parking in the vicinity of
the Reading Depot:
The traffic rules and orders adopted by the Board of Selectmen on
September 22, 1947, for the Town of Reading, are hereby amended
as follows:
1) The following streets will be restricted to resident parking
only, 6: 00 AM to 10:30 AM, Monday through Friday by permit:
Fulton St. - West side
Washington St. - East & West side
Prescott St. - From Washington to Sunnyside- South side
High St. - Woburn to Mt. Vernon St.- East side
Chute St. - Woburn to Mt. Vernon St. ,- West side
Green St. - North & South Sides from High St. to Ash St.
Woburn St. from High St. to Temple St. - South side
Linden St. from Haven St. to Woburn St. - East
and West side

High St. from Washington to Woburn St. - Resident
permit parking only, West side except for a portion
of 40, 2 hour spaces
North lot at Depot and Lincoln St. - East side, North
of Depot- resident permit parking only.
2) The following streets and lots will be restricted to No
Parking, 6:00 AM - 10:30 AM, Monday through Friday,
Minot St. - East & West Sides
Crosby Rd. - North & South sides
Warren Ave. - North & South side
3) The following streets and lots will be restricted to
commuter permit parking only - 6:00 AM to 10:30 AM Monday
through Friday,
High St. north of Woburn St. - Commuter permit parking
only west side
South lot at Depot and Lincoln St. east side south of
Depot- Commuter permit parking only.

--` A number of Public Works employees lead by Mike DeBrigard
presented their petitioned request to have the name of Newcross-
ing Road changed to Opland Crossing to honor the Opland family's
service of over 100 years to the Town of Reading. The Board of
Selectmen agreed to consider naming one of the new Public Works
buildings after the Oplands, preferring to keep the name of
Newcrossing Road unchanged. The Selectmen deferred their deci-
sion until the next meeting to allow discussion with the Director
of Public Works.
On motion by Nigro seconded by Graham, George V. Hines was ap-
pointed as Representative and Jonathan Edwards as Alternate (5-0-
0) to the Metropolitan Area Planning Council with terms to ex-
pire 12-31-90.
On motion by Ziegler seconded by Nigro the Board upheld its deci-
sion of 12-28-87 and voted (5-0-0) not to recondsider twenty-
four-hour operation by Crestview Exxon.
On motion by Landers seconded by Nigro, the Board, at the second
hearing, approved the Policy on Access to Public Records (5-0-0) .
- On motion by Ziegler seconded by Landers the Board voted (5-0-0)
not to have voter registration in each precinct prior to the
March Presidential Primary.
On motion by Graham seconded by Ziegler the Board endorsed (5-0-
0) the $20, 000 grant application to the Executive Office of Com-
munities and Development to fund a Parking Study. The scope is
East on Main Street to the Reading Depot.
On motion by Graham seconded by Ziegler the Board voted 5-0-0 to
approve a Reserve Fund Transfer in the amount of $6, 000 to be
used for tax title work in the Collector's Office.
