I Minutes of the Board of Selectmen Meeting
December 13, 1988
The meeting convened at 7 : 50 P.M. in the Selectmen's Meeting
Room, 6 Lowell Street, Reading, Massachusetts. Present were John
Drinkwater, Ken McKinley, Mark Gallant, Reverend Robert Sweet,
and Bruce Morang.

On motion by Landers seconded by Graham the Board approved the
minutes of November 29, 1988 by vote of 5-0-0.
Liaison Reports
John Russell will be presenting a Community Service Award to
Eagle Scout Peter Klepeis on December 22, 1988. On motion by
Russell seconded by Ziegler the Board approved a Community Serv-
ice Award for Eagle Scout Peter Klepeis by vote of 5-0-0.
Eugene Nigro will be presenting a Community Service Award to
Eagle Scout Mark Jesser on January 8, 1989. On motion by Russell
seconded by Landers the Board approved a Community Service Award
to Mark Jesser by vote of 5-0-0.
Paul Landers attended a Rotary retirement luncheon for Sid Rubin.
Russell Graham was happy to announce that there will be Christmas
on the Common at 5: 00 p.m. on December 18th.
Eugene Nigro attended a meeting of the Massachusetts Area Plan-
ning Council and the Employee Awards Committee.
On motion by Ziegler seconded by Russell the names of Jean Galvin
and Reverend Sweet were put into nomination for appointment to
the Reading Housing Authority. On motion by Ziegler seconded by
Russell the Board appointed Jean Galvin to the Reading Housing
Authority with a term to expire on June 30, 1990 by vote of
4-1-0.
The The Board of Selectmen held a public hearing regarding the 24
hour operation of the Texaco Service Station on Walkers Brook
Drive. Texaco marketing representative Ken McKinley and Attorney
Mark Gallant were present representing Texaco. Criticism for the
Texaco operation cam from Doug Wade, proprietor of Doug's Exxon
on Walker's Brook Drive. He told the selectmen that real service
should be available to the public. He mentioned that several
patrons have walked to his station for such thing as emergency
gas cans, access to towing service, and repairs, and contended
Texaco should at least let these people use a phone to call a tow
truck or get other emergency help. On motion Landers seconded by
Russell the Board voted 5-0-0 to the close the hearing. On mo-
tion by Ziegler seconded by Russell the Board voted 3-2-0 to
grant this license for a six month period based on the following
conditions: restrooms are maintained in a suitable condition and
are open to the public twenty-four hours a day, seven days a
week; safety gas cans will be available at the site for emergency
use for people who run out of gas on the highway and need to take
gasoline to their vehicles; a list of emergency services will be

available at the site with phone numbers also available. Emer-
gency services will include towing and repair services; gasoline

will be available at the station twenty four hours a day, seven
days a week during the term of this permit, and the equipment
must be in the working order in order to make sure that the fuel
can, if fact, be pumped.
On motion by Russell seconded by Ziegler the board approved the
the following restaurant liquor licenses: Greater Boston Res-
taurant Associates Inc. d/b/a Main Street Cafe; Harrows
Restaurant; Ida's Stationhouse Restaurant Inc. ; Wes Parker's Res-
taurant by vote of 4-0-0.
On motion by Russell seconded by Graham the board approved the
following package store liquor licenses: P&B Liquors, Inc. ; Up-
town Liquors, Inc. ; Reading Liquors, Inc. by vote of 4-0-0.
On motion by Russell seconded by Ziegler the board approved the
following club liquor licenses: Home Builders Corporation of
Reading Council - Knights of Columbus, Inc. ; Meadow Brook Golf
Club; Reading Overseas Veterans, Inc. , (V.F.W. ) ; Reading Veterans
Association, Inc. by vote of 4-0-0.
On motion by Russell seconded by Ziegler the board approved the
following common victualler licenses: AMF American Inc. d/b/a
- Fulchino's Mobil of Reading; Brown Bag Convenience Store House of
Pizza; Burger King Corporation; Capri Pizza of Reading, Inc. ;
Carvel Ice Cream Store; Cerretani's Supermarkets, Inc. ; Christy's
Market, Inc. #53 ; Christy's Supreme Pizza; Donut Maker Inc. ; The
Dragon Corner Store; East Leo Company - Reading Division d/b/a
McDonald's ; Friendly Restaurant; Golden Dragon Restaurant ;
Greater Boston Restaurant Associates Inc. d/b/a Main Street Cafe;
Gregory's Cream; Gregory's Deli & Sub; Harrows Restaurant; Ida's
Stationhouse Restaurant Inc. ; Jo Ann's Variety; L&S Bakery, Inc. ;
P&S Convenient; Pewter Pot Muffin House; Putnam Limited No. 2
d/b/a/ Putnam Pantry; R&S Roast Beef, Inc. ; Reading Overseas
Veterans; Reading Veterans Association, Inc. ; Service America

vote of 4-0-0.
On motion by Ziegler seconded by Graham the board approved the
parade permit for the Reading Clergy on January 6, 1989 by vote
of 4-0-0.
On motion by Ziegler seconded by Russell the board recommended
-- the approval of the School Department expenditure for legal ex-
penses in excess of $25, 000 by vote of 4-0-0.
On motion by Zeigler seconded by Landers the board voted unanim-
ously to go into Executive Session to discuss labor negotiations
and not to return to open session.
