November 29, 1988
The meeting convened at 7 : 35 p.m. in the Selectmen's Meeting
Room, 6 Lowell Street, Reading, Massachusetts . Present were
Chairman Eugene R. Nigro, Vice-Chairman Russell Graham, Secretary
Mollie Ziegler, Selectmen John Russell, Selectmen Paul Landers,
and Town Manager Peter I. Hechenbleikner. Also present were At-
torney Alfred Paul Fanese, Jr. , Sandra. Reed Mitchell , George
Strazzere, Thomas Ward, Bernice Herrick, Skip Mansfield, William
J. Griset Jr. , Billy Welch, Joseph Guazzaloca, Ann Gentile,
Roberta Maillett, Stephen M. DiPietro, Edward f. Chisholm, Philip
LeBlanc, David Devine, and Alfred Roderick.
Liaison Reports
Mollie Ziegler attended a meeting on the Pension Reform Bill, and
the Thanksgiving festivities for the. senior citizens.
Paul Landers commented on how beautiful the lights on the Common
are and how they really reflect the Christmas Spirit in Reading.
Russ Graham told the Board that all the leaf composting at the
Water Treatment Plant has finally been wrapped up and how
successful it was. He made mention of the fact that if it be-
comes mandatory, the people who are not able to bring their
leaves to the site, the Town will provide a means of picking up
the leaves.
Eugene Nigro attended a meeting of the Massachusetts Area Plan-
ning Council in Burlington, a meeting with Wilmington, Woburn at
Town Hall and also attended the Thanksgiving festivities for the
senior citizens.
Members of the Public Works Union and Peter Hechenbleikner an-
nounced to the the Board that the DPW employees have reached
agreement on a three year contract.
License
Application has been reconsidered by the Board of Selectmen in
the name of Sandra Reed Mitchell to sell crystals and the reading
of tarot card fortune telling. Based upon the background inves-
tigation the Board found that the Mitchells did not act in good
faith. Their activities in the Town noted that they have used
three separate Social Security numbers, at least two of Which
have never been issued by Social Security. They were also in
direct violation of the Zoning Bylaw of the Town of Reading by
living in a commercial premises at 496 Main Street, Reading. A
motion to award this license to Sandra Reed Mitchell for the sale
of crystals with free fortune tarot card readings was made by
Russell seconded by Ziegler. The Board voted 0-5-0 to defeat
this motion.
The Eastside Neighborhood Association presented a documented
presentation to the Board. Stephen DiPietro produced a traffic
count study during the commuting hours in the area of Salem

Street on the north, and Washington Street, on the south. Mr.
DiPietro and his neighbors have met the Homart Company, developer
of the landfill site, and the company's traffic impact and they
have also met with the C.P.D.C. Mr. DiPietro pointed out to the
Selectmen that Homart and Embassy Suites Hotel development will
result in "six times" the office employee traffic than now
results from the TASC project. The neighborhood plan is signs and
lines to try to prevent drivers from using Salem Street,
Washington Street, and the other side streets. The Selectmen
asked the Town Manager what the progress was on the townwide
traffic survey. Mr. Hechenbleikner informed the Board that the
Town Planner Jonathan Edwards would soon be advertising for
proposals from traffic consultants to begin the process which
town officials hope will produce a "master plan" of how to ap-
proach the modern traffic flow in the Town.
Mr. Hechenbleikner issued two one-day liquor licenses for the
Reading Masonic Building Association, one for December 4 , and the
other for December 17th.
On motion by Russell seconded by Landers the Board recommended
Article 3, Capital Improvement Program, in the amount of $1.2
million for FY90 and the Capital Plan PWB-3 by vote of 5-0-0.
On motion by Russell seconded by Landers the Board voted 5-0-0 to
approved the Firefighters Contract.
On motion by Russell seconded by Landers the Board voted unanim-
ously to go into Executive Session to discuss labor negotiations
and litigation and to_ return to open session by vote of 5-0-0.
