HomeMy WebLinkAbout1988-11-01 Board of Selectmen Minutes Minutes of the Board of Selectmen Meeting November 1, 1988 The meeting convened at 7 : 35 p.m. in the Selectmen's Meeting Room, 6 Lowell Street, Reading, Massachusetts. Present were Chairman Eugene R. Nigro, Vice-Chairman Russell Graham, Secretary Mollie Ziegler, Selectmen John Russell and Town Manager Peter I. Hechenbleikner. Also present were Don Allen, Jack Rivers, Arnold j Berger, Kevin C. Greus, David Hatherley, Brad Latham, Lois K. Bond, Bill Redford, H. Theodore Cohen, Susan Flannery, Bernice Herrick, Charles Herrick, Roger Livingstone, Fran Mattivello, John H. Leary, William T. Welch, Joanne Gelesceiu, John Bruno and Ray Bill. Liaison Reports John Russell attended a meeting of the Community Planning and Development Commission for the approval of Homart with condi- tions. Mollie Ziegler attended a meeting of the Municipal Space Com- mittee. The MSBC article has been indefinitely postponed for lack of funds. Eugene Nigro, Mollie Ziegler Russ Graham and Ben Nichols preamublated the boundaries of the Town. Mollie Ziegler and Russell Graham also visited the new leaf com- posting site. Eugene Nigro attended a meeting of the Massachusetts Area Plan- ning Council. Public comment Jack Rivers made comment regarding the regulations on the 2: 1 I&I sewer policy. He researched the minutes back to October 22, 1984 and pointed out to the Board that there are no regulations or restrictions to tying into the sewer system under the I&I policy. The present issues are the restrictions to tying into sewers. There are no requirements for subdivisions to do 2: 1 I&I. Licenses Wakefield Auto Sales withdrew their application for a Class II Auto license. The Town Manager granted two one day liquor licenses to the Read- ing Masonic Building Association, one for November 12th, and one for November 19th. Personnel and Appointments On motion by Graham seconded by Ziegler the board appointed Rheta McKinley to the Mystic Valley Elder Services with a term to ex- pire on September 30, 1991 by vote of 4-0-0. Selectmen's Minutes - 11/1/88 - Page 2 On motion by Ziegler seconded by Russell the board appointed Ir- ving Stackpole to the Council on Aging with a term to expire on June 30, 1989 by vote of 3-1-0. The Board reviewed the Warrant for the November 28th Special Town Meeting. On motion by Russell seconded by Ziegler the Board closed the Warrant for the Special Town Meeting by vote of 4-0-0. The Board of Selectmen held a posted and advertised public hear- ing to legitimize their town employee classification and compen- sation plan. Concern was that the Town Manager Peter Hechenbleikner's reorganization of the Town's key department heads, with the concurrence of the Selectmen. Earlier this year the Director of Human Services position was created at Grade 11 and Ruth Cogan (Health Director Grade 9) was appointed to the position retroactive back to July 1, 1987. Jack Rivers ques- tioned the last official hearing by questioning the town Manager's action two weeks ago, and also questioning the action of the Selectmen in adopting the Town managers reorganization plan. Mr. Rivers contended that the reorganization was not given due process of a public hearing. Town Counsel Ted Cohen advised the Selectmen to take an official vote to legitimize their ear- lier endorsement of the classification plan. He also informed the board that they did not have to advertise by law. Mr. Rivers pointed out to the board that when Mr. Hechenbleikner makes or- ganizational changes Town Meeting should be informed. Mr. Rivers also pointed out to the board that the position of Town Engineer was advertised four years ago and requires the person who fills this position to be a certified professional engineer. Mr. Red- ford does not have this certification yet, and is planning to apply for the next exam in the Spring of 1989 . Town Counsel in- formed Mr. Rivers that DPW Tony Fletcher is the town's only cer- tified engineer, Mr. Fletcher has contended that all of Mr. Redford's decision are under the direction of Mr. Fletcher. On motion by Ziegler seconded by Graham the Board closed the hearing 4-0-0. On motion by Ziegler seconded by Graham the board approved Schedule A-Classification Plan, Town of Reading; Schedule B- Compensation Plan, Town of Reading; Appendix B-Classification Plan, non-union; and Appendix B-Compensation Plan non-union retroactive to July 1, 1987 by vote of 4-0-0. Schedule Class- ification of the Town of Reading is attached to these minutes. On motion by Russell seconded by Ziegler the board voted to ac- cept the bid of Bank of New England for $4,385, 000 for a 10 year bonds with interest at an aggregrate note of 6.4.249% by vote of 4-0-0. Depot Task Force Bernice Herrick and William Welch presented a Depot Parking Plan Proposal. Reading resident commuters would pay $1.00 per year for a sticker which would entitled them to park all day in desig- nated off-street parking spaces. The Selectmen minutes - 11/1/88 Page 3 Selectmen approve of this plan but would like to hold one more meeting on the 14th of November to give the public and the MBTA a chance to further study the plan; and then they will make their recommendation to a special Town Meeting session scheduled for November 28th. The 10 point plan is attached to these minutes.
