March 29, 1988
Meeting convened at 7:34 p.m. in the Selectmen's Meeting Room,
Six Lowell Street, Reading, Massachusetts. Present were Chairman
- Eugene Nigro, Vice Chairman Russell Graham, Secretary Molly
Ziegler, Selectmen Paul Landers and John Russell.
Under Liason Reports, Paul Landers reported that the Fire
Facility Study Committee was meeting, and would prepare a presen-
tation to the Board of Selectmen for April 12th, prior to the
April 14th -Special Town Meeting.
On motion by Landers, seconded by Ziegler, a proclamation for Ar-
nold Berger was approved by a vote of 5-0-0.
On motion by John Russell, seconded by Paul Landers, a parade
permit for 4/29/88 on the approximate route as indicated was ap-
proved by a vote of 5-0-0.
The Board of Selectmen went through the warrant for the Annual
Town Meeting and the Special Town Meeting. The following votes
were made:
On motion by John Russell, seconded by Paul Landers, it was moved
that if the School Committee does not vote to release Pearl
Street School, then the Board of Selectmen should work towards
indefinite postponement of Articles 15, 16, and 17. If Article
15 is indefinitely postponed, then the Board of Selectmen should
work for indefinite postponement of Articles 16 and 17. If in-
definite postponement of Articles 16 and 17 does not occur, then
the Board of Selectmen would oppose Article 16 and support Ar-
ticle 17. If Article 15 is not indefinitely postponed, the Board
of Selectmen would support this Article. If the School Committee
releases Pearl Street School, the Board of Selectmen would recom-
mend acceptance of this by the Town Meeting. The motion was un-
animously approved by a vote of 5-0-0.
On motion by John Russell and seconded by Paul Landers, the
Selectmen moved that under Article 18 - Work to Town Hall, that
work, independent of the modifications needed for the connector,
in an amount less than $50, 000 be approved. In addition, if Ar-
ticle 16 is defeated, then the Board of Selectmen would support a
full four million dollars ($4, 000, 000) under Article 18. The mo-
tion was approved by a vote of 5-0-0..
On motion by Russell Graham, seconded by John Russell, the Board
took a position that Article 20 should be defeated by a vote of
5-0-0.
The Board reviewed Article 21 and felt that they needed more in-
formation and this should be presented at the April 12th meeting.
On motion by Russell, seconded by Landers, the Board recommended
- approval of Articles 29 , 30 and 31, by a vote of 5-0-0 . The
Board discussed Article 33, and asked for an opinion of Town

Counsel on whether a re-elected person who is subject to removal
under the provisions of the Charter could be removed once he was
re-elected.
Special Town Meeting Articles 12 and 13 were recommended on. a no-
tion by Graham, seconded by Landers, by a vote of 5-0-0.
On motion by Russell, seconded by Landers, the meeting was ad-
journed at 9:20 p.m.`'
