HomeMy WebLinkAbout1988-02-16 Board of Selectmen Minutes MINUTES OF THE BOARD OF SELECTMEN MEETING February 16 , 1988 Members present were Chairman John H. Russell, Secretary Russell T. Graham, Selectmen Paul E. Landers and Mary S. Ziegler, Town Manager Peter I. Hechenbleikner, and several interested citizens. The Board of Selectmen reviewed the various articles in the proposed warrant. On motion by Ziegler, seconded by Landers the Board of Selectmen approved Appendix A and B as Appendices to the Personnel By-Laws for those positions which are applicable, by a vote of 4-0-0. 1 At 8 o' clock p.m. the Warrant was closed on a motion by Ziegler, seconded by Landers and approved by a vote of 4-0-0 . The Town Moderator asked, with regard to the proposed Article 33 on removal of Town Meeting Members, whether or not the positions actually become vacant; how or if this affects the number of mem- bers needed for a quorum; and how these positions are filled. Town Counsel will be questioned regarding these matters. With regard to the budget, Bill Burditt from the Finance Com- mittee expressed concern that the budget does not deal with issues of increased cost of trash removal, salaries not yet nego- tiated, additional costs of snow and ice removal, and how special articles would be funded. He indicated that we were depending a lot on the use of free cash, and on the sale of the Embassy Suites and Homart sites. ' John Russell asked about a quarterly report for workers ' compen- sation. The Board of Selectmen approved the Town Manager ' s Budget with the fine tuning needed on a motion by Ziegler, seconded by Graham by a vote of 3-0-0 (Paul Landers had left the meeting by this time ) . A motion was made by Ziegler, seconded by Graham, that the meet- ing be adjourned. All were in favor and the meeting was ad- journed at 9 : 35 p.m. Respectfully submitted, Secretary
