HomeMy WebLinkAbout1989-10-17 Board of Selectmen Minutes Board of Selectmen Minutes October 17, 1989 The meeting convened at 7:30 P.M. in the Lecture Hall, Reading Memorial High School, 62 Oakland Road, Reading, MA. The meeting was called to order by Chairman Russell Graham. Present were Selectmen John Russell and Eugene Nigro, Town Manager Peter Hechenbleikner, Donald Allen and Nick Agneta from the Finance Committee, Town Accountant Richard Foley, Finance Director Beth Klepeis, Maria Silvaggi from the Reading Chronicle, and Superin- tendent of Schools Robert Munnelly. The Town Manager reviewed his memo of October 13, 1989 outlining the Budget issues and the Budget calendar. After a great deal of discussion, on motion by Russell seconded by Nigro the Board voted by a vote of 3-0-0 to put on the ballot an override in the amount of one million five hundred thousand ($1,500, 000) dollars for maintenance of quality Budget, understanding that even with this Budget we will have to cut approximately one million ($1, 000,000) dollars from projected expenses for FY91. The Board further voted that the "deep cut scenario" would include the material under Level Funded State Aid plus seven hundred fifty thousand ($750, 000) dollars from any source to be determined at a later date, but potentially from a trash fee. The request from Creative Arts to put a sandwichboard sign on the Common from Wednesday, October 18 through Saturday, October 21 was reviewed. Selectmen Graham and Nigro had to remove them- selves from the consideration since they are on the Board of _. Creative Arts, and the Town Manager disclosed that his wife is Chairman of the Auction for which the sign is required. Selectman Russell felt that we should go ahead with the approval of the sign. The Town Manager discussed with the Board of Selectmen the format for the FY91 Budget. It is felt that we should focus on explana- tion of changes in the Budget, and a copy of the two Instruc- tional Motions from last Spring's Town Meeting will be given to the Board of Selectmen for their meeting on October 24. The Board indicated that it would discuss the Article on the cleanup of the former Public Works site with Public Works Direc- tor Anthony Fletcher on October 24.
