HomeMy WebLinkAbout1989-08-03 Board of Selectmen Minutes Minutes of the Board of Selectmen Meeting August 3, 1989 The Board convened at 7:35 p.m. in the School Department Meeting Room, 34 Gould Street, Reading, Massachusetts. Present were: Selectmen Chairman Russell Graham, Vice Chairman Mollie Ziegler, Selectmen John Russell, Eugene Nigro. Also present were Town Manager Peter I. Hechenbleikner, Superintendent of Schools Robert Munnelly, Assistant Superintendent Ronald Winslow, School _Com- mittee Chairman Stan Nissen, School Committee Vice Chairman Carol Lyons, School Committee Members Barbara Philbrick and George Shannon, FinCom-Members Bill Burditt,` Liz Greene, Charlie Catal- famo, Richard Coco, Nick Agneta, Don Allen, Nate White, Gerry MacDonald, and Holly Spousta, Reading Chronicle. The Town Manager distributed material to all present, and out- lined the current status of the budget cuts related to cuts in State aid. Dr. Munnelly indicated that the School Department could make some cuts now, but needed time to plan to downsize the system in an orderly fashion, both in increasing classroom size, and reducing programs. There was considerable discussion among all assembled with regard to alternatives. The attached revised schedule was agreed upon. The Town Manager will prepare figures for the School Department which will provide for two scenarios: 1. Assuming there is no trash fee, the School sharing 40% and municipal government sharing 60% of the cuts that need to be made, with the School making up for this by increasing their level of cuts for the FY91 Budget. 2. Subtracting out a trash fee, the School Department sharing 40% and municipal government sharing 60% of the cuts, again with the School Department taking up a greater share of the cuts for FY91. On motion by Ziegler, seconded by Nigro, the Board established a Special Town Meeting to be held on September 14, 1989, at 7:30 p.m. in the auditorium at the Reading Memorial High School, with the warrant to open on August- 15, 1989 at 8: 30 a.m. , and close at 8:00 p.m. on August 15, 1989. The vote being 4-0-0, the motion was passed unanimously. On motion by Ziegler, seconded by Russell, the Town Manager was directed to proceed with development of an Article for the clos- ing of the Warrant on 8-15-89 , which would permit the estab- lishment of a trash collection fee for the Town of Reading. All voted in favor, and the motion passed by a vote of 4-0-0. On motion by Ziegler, seconded by Nigro, the Board voted to ad- journ at 9: 25 p.m. Respectfully submitted, Secretary
