June 13, 1989
Meeting convened at 740 p.m. in the Lecture Hall at the Reading
Memorial High School , 62 Oakland Road, Reading, MA. Members
--' present: Chairman Graham, Vice Chairman Ziegler, Selectmen Rus-
sell, Selectmen Nigro and Town Manager Peter I. Hechenbleikner.
Residents present: Richard Doucette, Jim Beggan, Jim Haley, Irene
& Leslie York Gerald L. MacDonald, Kevin Burke, Steven Sullivan,
Donald L. Scriber, Christopher Vaccaro, Regina Synder, John
Jarema, Mark Gallant, Ken McKinley, John Coote, Richard Dempster,
Sharon Ofenstein, Richard Dunster, Thomas Dowd, Joan Y. Nicker-
son, Arnold Berger, Leslie Gonales, Steve Toohey, Donald Gale,
Cathy Quimby.
Minutes
On motion by Ziegler seconded by Nigro the Board approved the
minutes of May 23, 1989 by vote of 4-0-0.
Liaison Reports
Jack Russell attended a Police Reserve Meeting at the China Moon
honoring Billy Mitchell's retirement after 33 years of service
and Cable TV open house. State DPW, Wilmington, Woburn regarding
Industriplex Connector.
Eugene Nigro attended the following meetings: Employee Awards;
Recreation; Police Reserves; Mystic Valley Breakfast; Cable TV
open house.
Mollie Ziegler attended a meeting of the Pension Reform Committee
and a luncheon at the library for some staff that received a
state awards; Police Reserves; Cable TV open house ; Reading
Scholarship night; Cable TV open house.
Russell Graham attended the following meetings: Reading Scholar-
ship Night; Solid Waste Advisory; Reading's 345 Birthday at the
Parker Tavern; Police Reserve Dinner; Cable TV open house. Russ
will be attending the Flag Day Ceremonies on the Common tommorrow
evening.
Richard Doucette, Reading building contractor, appeared before
the Board of Selectmen donating a 15' x 25' American flag, match-
ing another donation whose donor would like to remain anonymous.
Don Scribner, president of Seat Cover Mart, Inc. , has volunteered
to repair the king-sized flags when necessary at his High Street
shop. The Selectmen and Town Manager Pete Hechenbleikner thanked
the donors on behalf of the Town.
Public Comment
Considerable discussion took place with regard to the MBTA Sta-
tion, Causeway Road site. The Town is very much against this
proposal.
The Town Manager asked the board if donations for the flag should
be put into the general "Common Fund" . Arnold Berger says that
it is a great idea.

Appointments
Board of Appeals - Cathy Quimby has declined to seek reappoint-
ment to the Board of Appeals. Applicants present and inter-
viewed were: Adrith A. Wieworka; James E. Beggan; John A. Coote;
Thomas R. Dowd. Appointments were deferred until the next meet-
ing, so that associate members could be notified of an opening
for a full member.
Conservation - On motion by Russell seconded by Ziegler the
board put into nomination the names of Joan Nickerson, Sally
Hoyt, John A. Coote, Thomas A. Dowd, Regina M. Snyder, and Chris-
toper Vacarro, the board voted 3-0-0 to re-appoint Joan Nickerson
for a term to expire on June 30, 1992 . Sally Hoyt received 2
votes; John A. Coote received 2 votes; Thomas A. Dowd received 1
vote. Also interviewed were Regina M. Snyder and Christoper R.
Vaccaro both not receiving any votes. Locked into a tie vote
twice the board deferred action until, the next meeting when all
Selectmen will be present.
Community Planning & Development Commission - On motion by
Ziegler seconded by Russell the board put into nomination the
names of Richard D. Howard, Richard A. Dunster, George Hines,
Gerald L. MacDonald, and Thomas A. Dowd, the board voted 3-0-0
to re-appoint Richard D. Howard to the Community Planning &
Development Commission for a term to expire on June 30, 1992 .
George Hines-0 votes ; Gerald McDonald-2 votes; Richard A.
Dunster-1 vote ; Thomas A. Dowd-2 votes Also interviewed were
Regina M. Snyder and Christoper R. Vaccaro. Locked into a tie
vote twice the board deferred action until the next meeting when
all Selectmen will be present.
Fair Housing Committee - On motion by Ziegler seconded Nigro the
Board re-appointed Margaret K. Plansky to the Fair Housing Com-
mittee for a term exiring on June 30, 1992 by vote of 4-0-0.
Housing Authority - On motion by Nigro seconded by Ziegler the
board re-appointed Richard S. Dempster to the Housing Authority
for a term expiring on June 30, 1994 by vote of 4-0-0.
Reading Housing Partnership Committee - On motion by Russell
seconded by Nigro the board appointed Christopher Vaccaro and re-
appointed Adrienne D. McMahon to the Reading Housing Partnership
for a term expiring on June 30, 1992 by vote of 4-0-0.
Historical Commission - On motion by Russell seconded by Ziegler
the board re-appointed Sharon K. Ofenstein and John F. McCauley
to the Historical Commission for a term to expire on June 30,
1992 by vote of 4-0-0. On motion by Russell seconded by Nigro
the board appointed the following Associate Members to the His-
torical Commission for a term to expire on June 30, 1990: Frank
P. Orlando; Nancy L. Smethurst; Erline M. Trite; Kevin P. Burke;
Leslie L. Gonzales.

On motion by Ziegler seconded by Russell the board voted 4-0-0 to
appoint Tyler & Reynolds as counsel for FY90 to the Town of Read-
ing at a rate of $95, 000 per year.
On motion by Ziegler seconded by Russell the board voted 4-0-0 to
appoint Deutsch Williams Brooks DeRensis Holland & Drachman, P.C.
as Labor Counsel for FY90 to the Town of Reading at $125.00 prin-
cipal and $115.00 other.
On motion by .Russell seconded by Ziegler the board voted 3-1-0
Graham opposed to grant permission to Texaco Service Station on
Walkers Brook Drive to operate 24 hours a day until the end of
1989 and that they provide quarterly status reports.
The Board made note of a one-day liquor license June 9, 1989 for
the Masonic Association and for the Reading Lions Club for July
16, 1989.
Doris Fantasia was present to discuss the ongoing Personnel
Policy issues. Doris would like the board to come to some kind
of decision. Eugene Nigro feels that the personnel policies are
ending up to be a negotiating package. The section on compen-
satory time for exempt employees is still creating problems .
Jack Russell will redraft this for the board to approve.
On motion by Nigro seconded by Russell the board approval the use
of. the Town Seal for the Reading Community Carnival by vote of 4-
0-0.
On motion by Ziegler seconded by Nigro the board approved the
change of Manager for the Reading Overseas Veterans by vote of 4-
0-0.
On motion by Nigro seconded by Russell the board approved the
authorization for the Town Manager to sign the leases for the
Pearl Street School, increasing the rate from $5. 25 to $5. 60 per
square foot by vote of 4-0-0.
On motion by Russell seconded by Nigro the board approved a new
fee for auctioneer's licenses from $2 . 00 to $10. 00 effective im-
mediately and to change the effective date of renewal to January
1st of the calendar year by vote of 4-0-0.
On motion by Nigro seconded by Russell the board approved the ap-
plication filing for the Water Treatment Plant grant by vote of
4-0-0.
On motion by Nigro seconded by Russell the board voted unanim-
ously to go into Executive Session and not to return to open ses-
sion.
