HomeMy WebLinkAbout1989-04-25 Board of Selectmen Minutes E i Minutes of the Board of Selectmen Meeting April 25, 1989 The meeting convened at 7 : 40 p .m. in the Selectmen's Meeting Room, 6 Lowell Street, Reading, MA. Present were Chairman Graham, Vice Chairman Ziegler, Selectmen Russell, Selectmen Nigro and Town Manager Peter I. Hechenbleikner. Residents present were David W. Carr, Peg Plansky, Jerry Field, Irene & Leslie York, Ernie DeRosa, Sandy Weston, Loretta Marino, Linda Cambell, Bud Dickey, Arnold Berger, William E. Goodrich, Paul A. Kelley, Doug Wade, Marin Curley, Matthew Nazuerem, Stephen Viegas, Lois K. Bond, Bette �ack, Edwin Loschi, Maureen Rich, Donald A. Gale, Steven M. Toohey, Doris Fantasia, Diane Young, William Redford and Dick Monroe. Minutes On motion by Russell seconded by Nigro the board approved the April 8, 1989 minutes by vote of 3-0-1. On motion by Nigro seconded by Russell the board approved the April 11, 1989 minutes by vote of 4-0-1. hiasion Reports Mollie Ziegler attended a meeting of the Senior Center Location Study Committee. Mollie told the board that the committee will be looking at a converted firehouse in Merrimack, MA. Eugene Nigro attended a Retirement party for a number of firefighters and will be attending the Council on Aging Recogni- tion Dinner on April 26th. Russell Graham and Peter Hechenbleikner attended a meeting with the M.B.T.A. On motion by Ziegler seconded by Russell the board authorized the ,-, � ` Town Manager to to sign a request for approval of an application . ' J J J for (Housing linkage) . On motion by Ziegler seconded by Russell the board approved the proclamation honoring Reading as "Tree City U.S.A. " by vote of 4- 0-0. On motion by Russell seconded by Ziegler the board appointed Paul A. Kelley to the Reading Housing Partnership Committee for.-a term to expire on June 30, 1991. On motion by Ziegler seconded by Russell the board appointed Wil- liam E. Goodrich to the Community Planning & Development Commis- - sion for a term expiring on June 30, 1991. Martin Curley Jr. of American Place, and Daylor Consulting Group, -- representing Mr. Curley were present to present to the Selectmen a presentation on American Trade Park. Mr. Curley has the option to acquire the Biggio property adjacent to the Town's new public works garage, on which he extends to build two buildings of 15 , 000 and 17 , 000 square feet each. Street access to those buildings would be via Newcrossing Road. , from Walker's Brook Drive and not via Ash St. The development will be called Page 2 - Selectmen Minutes 4/25/89 American Place Park. Access to the land is made possible by a "land swap" negotiated by the Town and John Biggio as a settle- ment of controversy that developed when Biggio cleared the acreage at the rear of his Ash St. house without obtaining neces- sary permits to do so. The Town Manager advised the Selectmen that more time was needed to get written comments on Curley's proposal from Conservation and Public Works. David Karr representing Dairy Maid, d/b/a Dandi-Lyons Ltd. , was present to discuss their common victullar license. Mr. James Lyons was informed by the Town Manager's Office that he needed a common victular license on Friday April 21st, and despite a warn- ing ahead of time Mr. Lyons proceeded to open. Mr. Lyons had received all other Health Department permits. On motion by Rus- sell seconded by Ziegler the board voted 4-0-0 to grant a common victualler license to Dandi-Lyons Ltd. , effective May 1, 1989 with fines to be paid of $100/per day for each day opened. The Board held a public hearing on the renewal of a taxi license for Courtesy Cab, the only Reading taxi company available to lo- cal residents. Courtesy owner Donald Gale listed as Selectmen reviewed a number of complaints received by the Selectmen's of- fice. Most complaints dealt with driver courtesy and late ar- rivals of cabs. Mr. Gale informed the board that he is having trouble getting qualified drivers because of the low rates (established by the Selectmen) , the drivers are not making enough money. The Board was about to grant a conditional license for (six months) , in hopes that he could improve the service, to Mr. Gale, until Maureen Rich asked for the floor. Mrs. Rich informed the board that the cab company had taken her ward to the 'airport on three separate occasions, instead of taking her directly to the Reading Memorial High School where she is employed as a cafeteria worker. She was docked wages for lost time. Mrs. Rich informed the board on other occasions that the cab company had hung up on her. Mr. Gale denied all allegations, and���dered the matter to be referred to Chief Marchand for a full investigation. On motion by Russell seconded by Nigro the Board voted 4-0-0 to grant a provisional license to Courtesy Cab, for 30 days until the matter can be resolved. Doris Fantasia, Chairperson of the Personnel Policy Committee was present to update the Selectmen of the Town' s new personnel policies. 11 Respectfully submitted: Secretary
