HomeMy WebLinkAbout1989-04-11 Board of Selectmen Minutes Board of Selectmen Meeting April 11, 1989 The meeting convened at 7:40 p.m. in the Lecture Hall at Reading Memorial High School, 62 Oakland Road, Reading, MA. Present were Chairman Graham, Vice Chairman Ziegler, Secretary Ensminger, Selectmen Russell and Nigro. Residents present were Leslie and Irene York, Benjamin Nichols, Esther Johnson, Margaret Long, E1- ridge Davis, Scott Carpenter, Roberta Cantor, Bob Harper, Robert Parlsen, Lucille H. Parker, Muriel Fusco, Linda Watson, Lance Watson, Brad Latham, Ann and Art Manchinko, Gloria Bellino, John Sarhetti, Bonnie Scalzi, Sylvia Sutherland, Marion Smith, Anna Toomey, Evelyn Pasti, Richard, J. Smith, John M. Raymond, Janet R. Major, Jane M. Perine, John Drinkwater, Richard Maullin, Jessie Samuels, Delia Quinlan, Ed T. Brady, Marie Sweeney, Leon DePalmer, David Mundel, Adrienne McMahon, John E. and Angela Mag- gazu, Bill Watt, Rita 'Bova, Nancy Brown, Howard Cantor, Claire Casey, Monica Widoff, Richard Budka, and Gaspare Bova. Liaison Reports Eugene Nigro attended a meeting of the Middlesex County Advisory Board. Eugene also attended a hearing of the Massachusetts Department of Public Works on the Industriplex Interchange. Jonathan Edwards, Town Planner and Gretchen Latowsky, Chairman of the West Side Task Force recommended the State's Plan to go ahead -: with the plan; Undercoverwear proposes to help with the con- struction of a connector road. Dan Ensminger attended a meeting of the North Suburban Chamber of Commerce. Mollie Ziegler as a member of the Senior Citizen Site Location Committee visited several sites in the area.. Mr. Russell informed the board that a tentative agreement had been reached between the town and Homart concerning the landfill site. Officials from the town have been negotiating, and an agreement was sent to the Homart Board of Directors to be voted on some time in May. Appointments On motion by Russell seconded by Nigro the board appointed Rheta McKinley and William Watt to the Senior Citizen Location Study Committee by vote of 5-0-0. On motion by Russell seconded by Nigro the board appointed Judith Kramer for a term expiring June 30, 1992 ; Maureen Rich for a term expiring June 30, 1992 ; Peg Plansky for a term expiring June 30, 1989; Mary Brown for a term expiring June 30, 1991 to the Fair Housing Committee the by vote of 5-0-0. On motion by Ziegler seconded by Ensminger the Board voted 4-1-0 in favor of Bear Hill Realty Trust (BHRT) , with Russell voting against, as developers for the Bear Hill Nike site. BHRT proposed to pay the town $3 . 36 million for the land to build 112 moderately priced ($110,000 to $125,000) townhouse condominiums. Board of Selectmen Minutes - Page 2 - 4/11/89 Bernice Herrick, Chairman of the Depot Task Force was present to update the board on the progress of the sticker parking issues. A number of concerns were shorter term stickers and employee parking for businesses. One of the main concerns of the business people in town are the loss in revenue they have suffered. Tony Fletcher and Teddy McIntire were present discuss the water conservation program. At present the water table in the Reading Aquifer area is up to thirty inches below normal for this time of the year. Recommended action: advise the three classes of water users in Reading of action to be taken to insure conservation beginning immediately, the three classes are residential, busi- ness, commercial users, and Town government. The department, with the approval of the Board of Selectmen, will request funding to give each homeowner one toilet saving device for free at a cost of one dollar to the Town. A second or third unit can be obtained from local hardware stores for cost. With the May bill- ing the town intends to include the a water saving booklet, an- nual sodium content and a recent state mandate that we notify all users of volatile organic content. Ann Hooper, Cuisband & Krellman was present to discuss running a water conservation and awareness program for the town. On motion by Russell seconded by Nigro the board authorized the Town Manager to go to Fin Com for a $5000 Reserve Fund Transfer in preparation for a water conser- vation program and prepare a motion under Article 3 requesting up to $10, 000 for a water conservation program by vote of 5-0-0. The I total of $15, 000 would be sought from private sources to offset the public funds. On motion by Ziegler seconded by Ensminger the board approved the colors of the Town Seal by vote of 4-0-1. On motion by Russell seconded by Nigro the board approved the "Olde Redding Fair" and the closing off of a portion of Sanborn Street, from the end of the lower level parking lot of the former Community Center to Woburn street by vote of 4-0-1. On motion by Russell seconded by Ensminger the board approved the Poppy Day Drive by vote of 4-0-0. Respectfully submitted: Secretary g
