HomeMy WebLinkAbout1989-02-28 Board of Selectmen Minutes f Minutes of the Board of Selectmen Meeting February 28, 1989 The meeting convened at 7: 35 p.m. in the Selectmen's Meeting Room, 6 Lowell Street, Reading, MA. Present were Chairman Nigro, Vice-Chairman Graham, Secretary Ziegler, Selectmen Landers and Town Manager Peter I. Hechenbleikner. Residents present were Susan A. Horn, William C. Brown, Helen Shabarech, Bill Coldewey, Alan Foulds, Bobbie Botticelli, Carol Beckwith, Ed Palmer, Linda Goodemote, Paul J. Sweeney, George V. Hines , Richard Fotino, Susan Flannery, Tony Fletcher, Nancy D'Amico, Nancy & Ted Smethurst, Paul Devlin, Liz Greene, Jerry Fiore, Charles Catafalo, Ruth Cogan, Bill Redford, and Don Allen. On motion by Ziegler seconded by Graham the Graham seconded by Zeigler the Board approved the February 13, 1989 minutes by vote of 3-0-0. Public Comment Bill Brown suggested to the Board that the Police Department should start ticketing people who park on the sidewalks in the Town. Mr. Brown suggested $35. 00 per ticket. Liaison Reports Mr. Graham would like some guidelines from Tony Fletcher for the - Selectmen's meeting on March 14th with regard to water conserva- tion measures that the Town will want to begin to enforce. The Board of Selectmen interviewed Nathan White and Brian :Corbett for the Ad Hoc Solid Waste Committee. The Board will make their appointments on the 14th of March when all the candidates have been interviewed. Richard Cefalo was not able to be present. Richard Fotino was interviewed for the Ad Hoc Wading Pool Com- mittee. The Board will make their appointments on the 14th of March when all the candidates have been interviewed. William Hughes and John Pacino were not able to be present. Roberta Botticelli, Nancy Burns, Susan Flannery, Alan Foulds, Susan Horn, and Helen Shabarekh were interviewed by the Board of Selectmen and the Moderator for the 350th Anniversary Committee. Raymond Coture withdrew his application for this committee. The Board will make their appointments on the 14th of March when all the candidates have been interviewed. Rheta McKinley and Rita Shaw were not able to be present. Town Hall Renovations - Tony Fletcher was present to discuss the "Fletcher Plan" for renovation of the Town Hall complex. The price tag for this project is $1.5 million. Mr. Fletcher in- formed the Selectmen itii) is more than a space problem, more than a people problem, it is a health problem. There is radon in the basement of the former library and no air changes in the Town "---- Hall. There is a problem with the electricity, and the heating system. It would address the handicapped accessibility through an elevator contained in a single staircase tower constructed to the rear of the present Town Hall. Building Committee (which rejected the "Fletcher Plan" last year commended Fletcher for his "sensitivity to a low profile and continuity of architectural style" and "recapturing of hall space to useful space and converting gross space to net space". The boards reaction to this plan is favorable. Fire Station - The Board of Selectmen gave their approval to Framingham architects Hughes & McCarthy to go ahead with working drawings for the town's new fire station. Paul Landers Chairman of the Fire Facility Study Committee, explained that Chief Red- fern appointed a four-member committee from within the Department to work with John Hughes on the specific5of interior design. Mr. Hechenbleikner informed the Selectmen that the fill for the site will be supplied from Strout Avenue,. and that the Public Works Department will be doing the grading of the site. On motion by Landers seconded by Ziegler the board voted 4-0-0 to authorize the Town Manager to go out for bids for construction on the new fire station. Chief Redfern was present to modify his personnel plan. Chief Redfern's alternative proposal, which would cost $6,234 less than his earlier request, is for a five-day-a week captain's position that would remain with the bargaining unit and be appointed through Civil Service. The "fire captain/executive officer" would assist the chief in the day to day operation of the Fire Department and also in his absence. There is no formal vote by the Selectmen at this time, but they approved of the proposed plan. On motion by Ziegler seconded Graham the board approved the Class III Junk license for J. D. C. Towing with restrictions to the wholesaling of cars only. On motion by Ziegler seconded by Graham the Board approved the seconded reading of the Fair Housing Committee by vote of 4-0-0. On motion by Ziegler seconded by Graham the Board approved the second reading of the Housing Partnership Committee by vote of 4- 0-0 . On motion by Graham seconded by Landers the board approved the Boston University Resolution by vote of 4-0-0. On motion by Graham seconded by Landers the board voted 4-0-0 in accordance with Massachusetts General Laws chapter 51 Section 30, to waive voter registration in each of eight (8) precincts for the Town Election, Monday, March 20, 1989. On motion by Graham seconded by Zeigler the Board voted unanim- ously to go into Executive Session and not to return into open session at 11: 35 p.m. Respectfully submitted: Secretary
