February 21, 1989
Members present Chairman Nigro, Vice Chairman Graham, Selectmen
Russell and Ziegler.
Liaison Reports
Selectmen Russell indicated that he will be meeting with Mr.
Rivers tomorrow evening regarding inflow and infiltration
concerns.
Mollie Ziegler indicated that the Pension Committee Meeting took
place last week, and presentations by Senator Brennan's office
and other representatives of the state were given.
Russell Graham indicated that he and the Town Manager attended
the Continental Cable Television tour of their head end
facilities at Zion Hill in Woburn, and their facility in Reading.
On motion by Graham seconded by Zeigler the Board approved the
creation of an Ad Hoc Senior Center location committee consisting
of three Council on Aging members, one patron for older adults
member, one golden ager member, and three member at large from
the community. The Board of Selectmen will appoint this
committee, and it will be posted according to Charter. Liaison
will be Director of COA and 1 member of the Board of Selectmen.
-- The motion was approved by a vote of 4-0-0. Lois Bond, Director
of Elder of Services, was present to discuss the issue.
�--' The Town Manager indicated that we had received a letter of
resignation from Arleen Bazarian for the Council on Aging.
Don Allen reviewed the overall synopsis of the financial master
plan. The Board review the overall status of budget to date, and
suggested that we should show the split for school and non-school
expenses for employee benefits and for debt.
The Community Development Department budget was reviewed. The
Board agreed to add $5000 into planning consulting to allow for
the planned review of Bear Hill. They also asked for a
presentation of the work being done as part of the Conservation
Commission consulting project. Further the Board requested that
Town Counsel review the proposed new program request for the
detention retention pond, and see whether this can be done by
Town Counsel.
Chief Redfern was present to review the Fire Department budget.
Much discussion took place on the need to create the Assistant
Chief position since the Deputy Chief is retiring. This would
require no new personnel, but would change from the thirty-seven
firefighters to thirty-six firefighters; from three Captains and
- a Deputy Chief to four Captains and an Assistant Chief. The
Board asked for more information including a job description.
There was also discussion with regard to the Civil Defense
planning, and it was suggested that some emergency disaster.

On motion by Russell seconded by Ziegler the Board voted to go
into Executive Session at 11: 30 p.m. not to return to open
session. All members present voted in favor. The Board
-- adjourned at 11: 30 p.m. into Executive Session.
