February 7, 1989
Members present: Vice Chairman Graham, Selectmen Russell and
Ziegler. The meeting was called to order at 7:30 p.m. in the
Selectmen's Meeting Room, 6 Lowell Street, Reading, Mas-
sachusetts. Others present included: Susan Flannery, Diane
Young, Cherrie Dubois, James Stevenson, and Donald Allen.
Liaison Reports
John Russell indicated that Conservation was hearing tomorrow
(2/8/89) some potential revision to the Homart approval. Homart
has no problems with the substance of Conservation's require-
ments, but has some concerns about the administration of some
elements. Vice Chairman Graham indicated that Newspaper Recy-
cling was beginning this Saturday (2/11/89) at the Public Works
Garage, 75 Newcrossing Road, from 9 : 00 AM to 2 : 00 PM. Vice
Chairman Graham read Mr. Fletcher's letter suggesting water con-
servation because of a lack of rainfall this fail. Mr. Graham
also indicated that some correspondence regarding the depot was
received. He asked to make sure that the draft agreement with
the MBIA went to the Depot Task Force for their review.
On motion by Russell, seconded by Ziegler, the Vice Chairman was
authorized to sign the Firefighters Contract by a vote of 3-0-0.
James Stevenson, President of the Reading Firefighters Associa-
tion was also present to sign.
The Town Manager reviewed with the Board of Selectmen the .follow-
ing budgets: Library; Accounting; Contributory Retirement ;
FinancelrO except for Assessors ; and Human Servicesj>r=The Town
Manager's recommendation on the Library budget was to fund a 5-
1/20 increase for salaries. The Library Department's request was
to fund the implementation of the Pay and Classification Study
for FY90. The Board of Selectmen was sympathetic, but felt that
it could not include this in the budget until further pay and
classification work had been done for other non-union employees,
and we see where we are in the budget. However, it was agreed
that we would establish a priority list of programs to be imple-
mented if funding allows. It was discussed that a fax machine at
the library might be included in the budget if fees are estab-
lished to offset its cost. In addition, it was suggested that
the Town should charge custodial fees for the use of Library
meeting rooms past 9: 00 p.m. or on Saturday or Sunday. It was
noted that most groups do make a donation to the Library for the
use of the Library facility.
On motion by Russell, seconded by Ziegler, the Board voted to go
into Executive Session at 9:30 p.m. , and not to come out into
regular session. On a roll call vote, all members voted in
f'" favor.

At 10:30 p.m. , after coming out of Executive Session to adjourn,
the Board voted on motion by Russell, seconded by Ziegler to ad-
journ.
