January 24, 1989
The meeting convened at 7 : 15 p.m. in the Selectmen's Meeting
Room, 6 Lowell Street, Reading, Massachusetts. Present were
--' Chairman Nigro , Vice-Chairman Graham, Secretary Ziegler,
Selectmen Russell, and Town Manager Peter I . Hechenbleikner.
Residents present were N. C. White, Everett Blodgett, Donna
Snover, Lynda Rizzotto, Susan Theophanis, Frank Burgess, Raymond
R. Couture, George Hines, Paul J. Sweeney, Donald Allen, Ginny
Adams, Robert Sweet, Jr. Jonathan Edwards, Peg Plansky, Richard
Dempster, Jean Galvin, and Arthur J. Reynolds, Jr.
Minutes of the January 10, 1989 meeting were tabled.
Liaison Reports
Eugene Nigro and Mollie Ziegler attended a meeting of the Reading
Municipal Light Department at the Killam School (Reading) regard-
ing membership to the Massachusetts Municipal Wholesale Electric
Co. Eugene also attended a meeting of the Employee Awards Com-
mittee.
on motion by Ziegler seconded by Graham the Board voted 4-0-0 to
appoint Robert J. Sweet Jr. to the Housing Authority for a term
to expire on June 30, 1993 .
The Board interviewed the following candidates for the 350th An-
niversary Committee: John Sweeney, Susan Theophanis, Raymond Co- `
ture, and Everett Blodgett. The Board will be interviewing more
candidates on the 28th of February meeting.
on motion by Ziegler seconded Russell the board approved the com-
mon victualler license for TV Tony's restaurant formerly Tony
Lena's by vote of 4-0-0.
There was considerable discussion on the Solid Waste Policy Com-
mittee. Russell Graham recommended that the board appoint 3 more
members to the committee.
Members representing the Reading Housing Authority were present
to discuss the "Affordable Housing Study" situation. Richard S.
Dempster, Chairman and Peg Plansky Director of the Reading Hous-
ing Authority gave a brief summary on affordable housing in the
Manchester area. They also discussed some of the issues that
they would like the Board to focus on. The first issue is Af-
firmative Action/Fair Housing. Issues included current status of
the Town regarding affirmative action/Fair housing, Housing
programs, and Town/authority communications. The Board of
Selectmen needs to establish better communication between Town
Manager/Town Planner in order to create opportunities to produce
affordable housing. Pre-planned meetings to discuss sale of
Town-owned land and proposed linkage programs. Dick Dempster
would like the Fair Housing Committee to increase their member-
ship to 9 members, one of which would include a member of the
Board of Selectmen. The committee presently has 5 members. A
Mass Housing Partnership Committee also has to be formed which
would include 9-12 members for a three year term. Members of

this committee should include someone in banking, real-estate, an
architect, and a lawyer. The Housing Authority stated that they
would like a liaison from the Board of Selectmen. Eugene Nigro
volunteered to be the liaison for the Housing Authority.
Business during the evening hours in the Collector's and
Assessors' Office have been discontinued and will save the Town
approximately $1600 annually. The Town Clerk' s Office will
remain open.
On motion by Russell seconded by Graham the board approved the
RFP for Bear Hill as discussed and amended by vote of 4-0-0 to go
to the public.
On motion by Ziegler seconded by Graham the board voted 4-0-0 not
to take a position on the proposed tax increases, since the board
feels that it is up to the Legislature to determine what portion
of State resources goes to the cities and towns, regardless of
revenues.
On motion by Russell seconded by Ziegler the board approved the
use of the Town Seal by Reading Card and Party by vote of 4-0-0
expiring on 12-31-94.
On motion by Russell seconded by Ziegler the board approved resi-
dent parking from 6:00 a.m. to 10:30 p.m. on the south side of
Prescott between Lincoln and Washington Streets.
On motion by Ziegler seconded by Russell the board voted 4-0-0 to
go into Executive Session and not to return into open session.
