HomeMy WebLinkAbout1989-01-10 Board of Selectmen Minutes Minutes of the Board of Selectmen Meeting January 10, 1989 6 3 The meeting convened at 7 : 35 p.m. in the Selectmen's Meeting Room, 6 Lowell Street, Reading, Massachusetts . Present were -- Chairman Nigro , Vice-Chairman Graham, Secretary Ziegler, Selectmen Russell, Selectmen Landers and Town Manager Peter I. Hechenbleikner. Residents present were Everett Blodgett, Patricia Driscoll, Ed Driscoll, Donald A. Gale, Steve M. Toobey, Bette Pack, Bruce Morang, William E. Locke, Robert I. Nordstrand, Lois Bond, Billy Welch, Charles B. Herrick, Bernice Herrick, George Hines, Martin Sutton, and Paul Sutton. On motion by Ziegler seconded by Russell the board approved the 12-27-88 minutes by vote of 4-0-1. Liaison Reports All members of the Board of Selectmen and the Town Manager at- tended the Massachusetts Municipal Convention in Boston. Mollie Ziegler attended a meeting of the Audit Committee. Russell Graham attended a meeting of the Solid Waste Committee and a session of the MMA Conference on Solid Waste and recycling. Eugene Nigro presented Mark Jesser a Community Service Award upon his becoming an Eagle Scout. This project was to prepare a brochure on conservgation lands in Reading. Eugene also attended a photo session of the most recent Employee Awards. Paul Landers announced that he will not run for re-election to the Board of Selectmen and will leave Town Service after twelve years of service. On motion by Russell seconded by Landers the Board opened a public hearing on the Pay and Classification Plan. The board had previously approved a 5.5% increase across the board to the non- union employees, and the action tonight would implement that ac- tion. On motion by Russell seconded by Ziegler the Board closed the hearing by vote of 5-0-0. On motion by Ziegler seconded by Graham the board raised the compensation schedule 5. 5% across the board by vote of 5-0-0. On motion by Graham seconded by Ziegler the board approved the common victualler license for Friendly Variety expiring on 12-31- 89 by vote of 5-0-0. On motion by Russell seconded by Ziegler the board voted 5-0-0 to deny without prejudice because of no permanent address the taxi license for Carmon Russo. On motion by Russell seconded by Ziegler the board considered the f Depot Parking Permit regulations. On motion by Graham seconded by Ziegler Mr. Graham moved to amend the main motion to remove the 10% cap from #5. The amendment was defeated by a vote of 2-3- 0. On motion by Landers seconded by Zeigler the board voted to amend the main motion by substituting a 20 cap instead of the Board of Selectmen Minutes 1/10/89 - Page 2 - 10% cap. The amendment was approved by a vote of 5-0-0. The main motion as amended was approved by a vote of 5-0-0. On motion by Ziegler seconded by Russell the board voted to amend the Depot Parking regulations to include Washington Street park- ing (resident only) 6: 00 a.m. to 10:30 am. except in front of Parker Tavern (no parking) by vote of 5-0-0. On motion by Russell seconded by Nigro the board recommended 5-0- 0 to ask the approval of the Historical Society and the An- tiquarian Society on the Town Seal Colors. On motion by Graham seconded by Ziegler the Board voted unanim- ously to go into Executive Session at 10 : 10 p.m. and not to return to open session. Respectfully submitted: Secretary 3 E
