November 13, 1990
The meeting convened in Room A-213 at Reading Memorial High
School, 62 Oakland Road, Reading, Massachusetts, at 7: 00 p.m.
Present were Chairman Russell T. Graham, Vice Chairman Dan
Ensminger, Secretary George Hines, Selectmen Sally Hoyt and
Eugene Nigro, Town Manager Peter I. Hechenbleikner, Bill
Robertson, Assistant Division DPW Engineer and the following list
of residents: Judith Ladany, Tibor Ladany, Carol Doherty, Bill
Dyment, Mr. & Mrs. Wilson, Elizabeth Yarjan and her two sons.
The Chairman opened the session by indicating that this was a
continuation of a hearing on Small Lane, which was continued from
the hearing posted for November 7, 1990. Mr. Dyment acted as
spokesman for the neighbors. He asked why this project was not
done earlier, as the assessments were low when the project was
initially constructed on Dana Road; asked if there were grants
and if this project would have been eligible; asked about the
standard of repaving, i.e. would it be like a driveway; asked
about the interest rate on the balance; asked about water and
sewer rates; asked if they would be charged extra for the operat-
ing costs of the pump; asked about the width requirement of an
accepted street; and dealt with a number of other questions.
Following responses to these questions by the Town Manager and
the Town Engineer, the group of residents on Small Lane caucused
and came back to the Board of Selectmen indicating that they un-
animously recommended the sewer betterment for Small Lane as out-
lined in the material presented.
On motion by Hines, seconded by Ensminger, the Board voted to
close the public hearing by a vote of 5-0-0.
On motion by Ensminger, seconded by Hines, the Board voted to
recommend the approval of Article 6 on the Special Town Meeting
Warrant in the amount of $38, 800 from Sewer Surplus by a vote of
5-0-0.
On motion by Ensminger, seconded by Hoyt, the Board voted to
reconsider their action on Article 23 of the Subsequent Town
Meeting Warrant by a vote of 5-0-0.
On motion by Ensminger, seconded by Nigro, the Board voted to
recommend the indefinite postponement of Article 23 by a vote of
5-0-0.
Mr. Dyment indicated that they would like to have the option of
coming back in the Spring for a consideration of the street bet-
terment. The understanding by all parties was that, depending on
the -timing,-= if they came back for a street betterment, they would
get credit for the restoration work on the sewer installation.
Mr. Dyment also felt that they were shortchanged by not having
this project done when the rest of the Town was sewered. He
asked if we would check with Town Counsel about any recourse . that
they may have.

- On motion by Ensminger, seconded by Hines, the Board voted to ad-
journ at 7:47 p.m. by a vote of 5-0-0.
