June 12, 1990
The meeting convened at 7 : 34 p.m. in the Selectmen's Meeting
Room, 16 Lowell Street, Reading, Massachusetts. Present were
Chairman Russ Graham, Secretary George Hines, Selectmen Sally
Hoyt and Eugene Nigro . Also present were Peter I .
Hechenbleikner, Town Manager, Trudy Wells, Administrative Assis-
tant, and the following list of residents: James E. Billier, M.
Clifton Proctor, Jennifer Lachmaur, Jamie Maughan, Daniel M. Sul-
livan, Nancy Shipes, Stephen Tucker, Joan Y. Nickerson, Sharon
Ofenstein, Virginia M. Adams, John J. Ruehrwein, Bill Hughes,
Michael Belmonte, Richard A. Parry, Maurice J. O'Brien, George
Perry, and Bud Dickey.
Liaison Reports
Gene Nigro indicated that he had attended the Lacey Packer
dedication of the planter island at John Street and Walkers Brook
Drive.
George Hines indicated that Reading had hosted the North Suburban
Planning Council Meeting last week, at which the transportation
improvement program was discussed. Specifically, the In-
dustriplex Connector and the Route 129/1-93 Interchange was dis-
cussed. The position ofMayor Rabbitt on this issue is unclear.
Sally Hoyt indicated that mosquito spraying would begin this
- evening; the pool should be open for the weekend; there is a
program Wednesday evening on cable television regarding substance
abuse; Thursday at 6: 30 p.m. is an awards presentation for the
high school peer leaders; the Solid Waste Committee Hotline has
been established with a recording to be made by Gary LaPierre.
Russ Graham indicated that he had attended the Lacey Packer
dedication; the Solid Waste Committee Education Program has been
set up and the presentation will be made at the next Selectmen's
Meeting.
Public Comments
The Board expressed its appreciation to Lieutenant Silva for the
fine comments in the Times Chronicle article this evening.
Personnel and Appointments
On motion by Hines, seconded by Hoyt, the Board voted to appoint
Stephen Tucker to a term expiring 6-30-93 on the Board of Appeals
by a vote of 4-0-0.
On motion by Hoyt, seconded by Hines, the Board voted to appoint
Sally Nitzsche to a term expiring 6-30-93 as an Associate Member
on the Board of Appeals by a vote of 4-0-0.
The Board interviewed Jennifer Lachmaur, Nancy Shipes, and David
Sullivan for the CPDC position. On motion by Nigro, seconded by
Hines, the following names were placed in nomination for two
terms expiring 6-30-93 on the Community Planning and Development
Commission -- Thomas Stohlman, Jennifer Lachmaur, Nancy Shipes,
and David Sullivan. Thomas Stohlman and Nancy Shipes, received 4

votes each, and each was appointed to a three-year term on the
CPDC.
The Board interviewed Jamie Maughan, David Sullivan and Jennifer
Lachmaur for two positions expiring 6-30-93 on the Conservation
Commission, and one position expiring 6-30-92 on the Conservation
Commission. On motion by Hoyt, seconded by Hines, Mr. Loschi was
appointed to the three-year position expiring 6-30-93 on the Con-
servation Commission by a vote of 4-0-0 . On motion by Hoyt,
seconded by Hines, Maurice Proctor was appointed to a three-year
position expiring 6-30-93 on the Conservation Commission, by a
vote of 4-0-0. On motion by Hines, seconded by Hoyt, the names of
Mr. Biller, Mr. Machnik, Ms. Lachmaur, Mr. Maughan, and Mr. Sul-
livan were placed in nomination for a term expiring 6-30-92 on
the Conservation Commission. Mr. Biller received 1 vote, Ms.
Lachmaur received 3 votes, the others received no votes, and
Ms. Lachmaur was appointed to the two-year term.
On motion by Nigro, seconded by Hoyt, the following names were
placed in nomination and appointments were made to the Historical
Commission by a vote of 4-0-0: Virginia Adams for a term expir-
ing 6-30-93, Ted Smethurst for a term expiring 6-30-93, Leslie
Gonzales for a term expiring 6-30-91 as an Associate Member,
Frank Orlando for a term expiring 6-30-91 as an Associate Member,
and Nancy Smethurst for a term expiring 6-30-91 as an Associate
Member.
On motion by Hoyt, seconded by Hines, Ben Nichols was appointed r_
to a term expiring 6-30-93 on the Land Bank Committee by a vote
of 4-0-0.
On motion by Hoyt, seconded by Nigro, James Guarente and James
Liston were each appointed to three-year terms expiring 6-30-93
on the Cable TV Committee, by a vote of 4-0-0. It was noted that
they need to elect a chairman of the committee.
On motion by Nigro, seconded by Hines, the following names were
placed in nomination for the position of Constable for a term ex-
piring 6-30-93 : Sally Hoyt, Michael Belmonte, Dan Halloran,
Maurice O'Brien, Richard Parry, and John Ruehrwein and William
Bogiages. Ms. Hoyt absented herself from the discussion as a
member of the Board of Selectmen and sat in the audience. Mr.
William Hughes felt that we need a third constable, and suggested
that youth be given consideration in making such an appointment.
The Board decided on motion by Nigro, seconded by Graham, that
two constables are adequate for the current time. The Board
voted on the nominations and Sally Hoyt, receiving three votes,
was appointed Constable for a term expiring 6-30-93 .
On motion by Hoyt, seconded by Nigro, David Pratt was appointed ---
to a term expiring 6-30-93 on the Insurance Committee by a vote
of 4-0-0.
On motion by Nigro, seconded by Hoyt, Robert Cummings was ap-
pointed to a three-year position on the Trust Fund Commissioners
for a term expiring 6-30-93 by a vote of 4-0-0.

On motion by Hoyt, seconded by Nigro, Joyce Miller and John Sil-
- vaggi were appointed to three-year terms expiring 6-30-93 on the
Cemetery Board of Trustees by a vote of 4-0-0.
On motion by Hoyt, seconded by Nigro, Bud Dickey was appointed to
a three-year term on the Town Forest Committee for a term expir-
ing 6-30-93 by a vote of 4-0-0.
George Hines requested that incumbents for positions be present
at the interviews if possible so that the newer members of the
Board of Selectmen can meet them.
George Hines will attend the RMLD ceremony on Thursday evening.
Sally Hoyt and Pete Hechenbleikner will attend the Peer Leader-
ship ceremonies; Russ Graham and others available will attend the
Pause for the Pledge on the Town Common; Pete Hechenbleikner will
attend the Police Reserves Dinner.
On motion by Nigro, seconded by Hoyt, the Board voted to adjourn
at 9:50 p.m. by a vote of 4-0-0.
