BOARD OF SELECTMEN MEETING
AUGUST 21, 2007

3a) Move that the Board of Selectmen place the following name into
nomination for one position on the Board of Cemetery Trustees with a
term expiring June 30, 2010:
Elise Madeleine Ciregna
3b) Move that the Board of Selectmen place the following names into
nomination for two positions on the Birch Meadow Planning Committee
with terms expiring December 31, 2007:
Roger Frechette
Robert Hunt
3c) Move that the Board of Selectmen place the following name into
nomination for one position as the Finance Committee representative on
the Community Preservation Act Study Committee with a term expiring
December 31, 2007:
Matthew Wilson
3d) Move that the Board of Selectmen place the following name into
nomination for one position as the Finance Committee representative on
the Northern Area Greenway Task Force with a term expiring
December 31, 2007:
Matthew Wilson
4c) Move that the Board of Selectmen close the hearing on the request for a
tree removal at 16 Vine Street.
Move that the Board of Selectmen approve the tree removal at 16 Vine
Street, subject to the following conditions:
• Planting of 2 new shade trees not less than _ size and to be
planted at the direction of the tree Warden
Or

Move that the Board of Selectmen not approve the tree removal at 16
Vine Street, but that the Board of Selectmen does hereby grant a waiver
of the Town's driveway opening permit to allow 2 driveways at the
above property, each driveway not exceeding 12 feet in width, and the
driveway material being constructed of pervious material such as
pavers which will allow water to infiltrate the root zone of the existing
tree, details of construction subject to the approval of the Town
Engineer.
4d) Move that the Board of Selectmen close the hearing on the driveway
opening at 55 Walnut Street.
Move that the Board of Selectmen approve the waiver of the driveway
opening at 55 Walnut Street to permit a driveway width of 35 feet - in
addition to a driveway to the property at 51 Walnut Street within an
easement, subject to the following conditions:
4f) Move that the Board of Selectmen authorize the Town Manager to offer
for sale to an abutting property owner the tax title parcel of land known
as Plat 134 lot 172 on Birch Road, at a minimum price of the appraised
value, and with conditions as determined by the Town Manager
including re-deeding of the properties to create a single parcel, and
subject to final approval of the sale by the Board of Selectmen.
4g) Move that the Board of Selectmen, having reviewed the issue of the
ownership of the parcel of land initially intended as a continuation of
Tower Road east of Bancroft Avenue, have determined that the Town of
Reading has no interest in constructing a continuation of Tower Road
and therefore has no objection to the abutting property owners going
through the necessary legal process and securing title to those lands so
described.
4i) Move that the Board of Selectmen approve entering into and executing
a Financial Assistance Agreement and a Loan Agreement with the
Massachusetts Water Resources Authority (the "MWRA") and any
other agreements as may be deemed, necessary in connection with the
issue and sale of an interest free loan in the aggregate principal amount
of a $44,330 Sewer Bond (the "Bond") to MWRA;
That the Bond is authorized pursuant to Chapter 44, Section 7(1), of the
General Laws, as amended and supplemented, and being a portion of
the $380,000 Sewer Bonds authorized by a vote of the Town duly
adopted under Article 17 at the 2007 Annual Town Meeting, shall be an
interest free loan in the aggregate principal amount of $44,330 dated as
of its date of issue and shall be payable $8,866 on August 15 in each of
the years 2008 to 2012, inclusive.
5a) Move that the Board of Selectmen approve the minutes of August 7,
2007 as amended.
Move that the Board of Selectmen adjourn the meeting at p.m.

TOWN MANAGER'S REPORT
Tuesday, August 21, 2007
• Franklin Street sidewalks are under construction.
• The following road construction projects are on-going: Hampshire Rd., Lawrence Rd. and
Governors Drive
• The next Household Hazardous Waste Collection is a Wakefield High School on September 22.
This is a joint program with the Town of Wakefield, open to Reading and Wakefield residents.
There will be another collection in Reading in the spring.
• The Board of Selectmen will be having a hearing on August 28 at 7:00 PM in the Selectmen's
Meeting Room, at Town Hall regarding a 40R application for a portion of the Addison Wesley
Pearson site.
• Friends of Reading Recreation is hosting a program on August 26 at Memorial Park including
games, a concert, and a movie.
• We are not producing YCC anymore. The cost to our sponsors particularly of the postage, has
become prohibitive. We will look at doing an "on dine" version with a few printed copies for
distribution in public buildings.

Hope your summer is going well ...albeit too fast...
Just wanted to drop a line about an event FORR is doing around the Rec Division Irish's Band this
Sunday at Memorial Park.
Also, wanted to get your thoughts on how we should answer the inevitable question about the
Memorial Parlc project - we've been starting to get questions. Is it ok for us to show the landscape
architect plan?

Take a look at our upcoming event:
Summer Fun Day at Memorial Park
Friends of Reading Recreation (FORR) along with the Reading Recreation Department will be
hosting a Summer Fun Day at Memorial Park on August 26th.
The events will start at 5:00 pm and will include games such as wiffle ball home run derby,
volleyball, and tennis. There will be demonstrations and prizes for all ages.

An Irish band, The Glenshane Irish Folk Duo will play at 6:00 pm.
The movie, Finding Nemo, will begin at 8:00 pm.
Friends of Reading Recreation will also have a display of some enhancements to Memorial
Park that are being discussed.

I am writing in regards to the request for tree removal at 16 Vine Street advertised in the
Newspaper of 8/15/07.
When I saw this item, I went to look at the tree. The tree appears to be a healthy, mature, tree.
Therefore there is not a good reason for removal.
I noted that a new garage has been built on the lot adjacent to the tree. There are a number of
ways that the tree can be cared for so as not to negatively impact its health.
I have included a photograph to show how a property on Prospect St. installed a pavered drive
several years ago, with infiltration available so that the roots of the tree are not paved over with
impervious asphalt. (The drive is also semi-circular, taking into account the fact of the street
tree, which could easily be done on Vine Street to preserve this tree).
I would like to note that an Associated Press article written about the Massachusetts Public
Shade Tree Trust (a program of interest, mentioned by the Selectmen at their meeting of June
12t) gives a very high value to shade trees "Public shade trees can be worth near $100,000

A 40R Smart Growth Overlay District for
the Addison Wesley site

A "Smart Growth" zoning overlay district allows a higher density of
development than zoning allows, in appropriate locations, in
exchange for financial incentives from the state to the Town.
National Development, Town of Reading officials and residents have
worked over the last several months on residential redevelopment
and design ideas for the Addison Wesley site. The most recent
information session was held on July 27, 2007 to update residents on
this effort.
Smart Growth District Proposal:

The apartment component of the Addison Wesley redevelopment
proposal is a candidate for a Smart Growth district. The Smart
Growth district would allow as-of-right mixed-income residential
development at a density of twenty (20) units per acre that complies
with smart growth design standards. At least twenty percent (20%)
of all residential units in the Gateway Smart Growth Overlay District
would be deed-restricted affordable housing. Adoption of a smart
growth zoning overlay district would entitle the Town of Reading to
receive financial incentives provided for in M.G.L. c.40R Sec. 9 and 760
CMR 59.06 and M.G.L. c.40S.

BOS Public Hearing August 28, 2007:
The Reading Board of Selectmen will hold a public hearing on August
28, 7:00pm at the Reading Senior Center to consider submitting an
application for the Gateway Smart Growth district, and the
associated draft bylaw, for the apartment section of the proposed
Addison Wesley Redevelopment plan. The application and bylaw
would then be reviewed by the Massachusetts Department of
Housing & Community Development, a.long with the draft bylaw.
During that time, changes and revisions can still be made.
Maps and text of all materials being considered at the public hearing
may be viewed during regular business hours at the office of the
Board of Selectmen, the Office of the Town Clerk, and the Reading
Public Library.
CPDC Zoning Workshop September 10, 2007:
In addition, the Community Planning & Development Commission
will discuss the application and the draft Smart Growth bylaw and
take public comments at a Zoning Workshop on September 10 at the
Senior Center at 7:30pm. CPDC is required to hold a public hearing
on these and the other proposed Addison Wesley (Business C) Zoning
Changes that will follow in subsequent CPDC meetings.
Town Meeting:
The current proposed schedule, as discussed at the July 27 meeting,
is to hold a Special Town Meeting in early December, 2007 to
consider adopting the proposed Smart Growth District.. Re-zoning
to allow for the other components of the Addison Wesley
redevelopment plan will also be considered at the December Special
Town Meeting.
