minutes of May 8, 1990 as amended by vote

Liaison Reports
Eugene Nigro indicated that he met with Chief Redfern regarding
the budget and funding of the Personnel account.
George Hines has made contact with Richard Foley re ardi
liaison function; tomorrow night he and Jonathan Edwards will be
attending the MAPC meeting and among other items a vote will be
taken on the revised metro plan 2000.
Sally Hoyt indicated that 85 people attended the health screening
program and there were 49 referrals; the battery and tire collec-
tion is this Saturday; there will be a Health Department hearing
clinic on 6/13/90 at the Atlantic ring
recreation took Parking lot; registration for
place last Saturday and there was a low turnout
especially . for the summer camp and this is being evaluated; the
Prevention Education Coordinator has conducted an educational
training program; the curbside recycling leaflet drop will take
Place on June 9 with residents urged to recycle; the first of the
plantings in honor of Marian Gould have taken place; the Outreach
Worker position has received 16 applications; the S .E.E.M.
program has been helping the town with office recycling; the
volunteer recognition dinner had 150 people in attendance with
refreshments served by the Women's League; there is a senior
citizens' art display at the Library and the annual picnic will
be held next month at the Senior Center parking lot.
Ensminger and Graham had no reports.
Bob Thompson from the National Weather Service and Tony Mack from
the National Weather Service presented Robert Lautzenheiser with
a 30-year award as a Cooperative Observer for the Weather Serv-
ice.

Gene Nigro asked for an update on the Adopt an Island program;
the Town Manager indicated that interested parties should contact
the Public Works Director directly.
On motion by Ensminger, seconded by Nigro the names of William
Hughes and T. J. Mullen were placed in nomination for July 1 ap-
pointment as Custodian of Soldiers' and Sailors' Graves. Three
people voted for Mr. Hughes and two for Mr. Mullen and Mr. Hughes
was appointed for a term expiring 6/30/91.
On motion by Ensminger, seconded by Hoyt Jonathan Barnes and Wil-
liam Griset, Jr. were placed in nomination for a term on the Com-
munity Planning and Development Commission for a term expiring
6/30/92 . Mr. Hines indicated that Mr. Favalaro will not be seek-
ing reappointment to CPDC, and he hoped that Mr. Griset would be
considered for the current position and suggested that Mr. Barnes
apply and be considered for the position to be vacated by Mr.
Favalaro. Mr. Barnes receiving three votes and Mr. Griset
receiving two votes, Mr. Barnes was appointed to this position.
The Board asked to have Mr. Vik at attendance at a future session
to express appreciation for the work that he has done as Cus-
todian of Soldiers' and Sailors' Graves.
On motion by Ensminger, seconded by Hoyt the Board approved a
Community Service award for Michael T. Samalis. Mr. Ensminger
will present it. The Board asked for information from Scout
leaders on how many Eagle Scouts there have been in Reading.
Mrs. Herrick suggested that perhaps Reading Eagle Scouts should
be honored at the 350th Anniversary celebration.
On motion by Hines, seconded by Ensminger the proclamation for
the Pause for the Pledge was approved by a vote of 5-0-0. There
will be a ceremony on the Common on June 14 .
Town Manager reviewed the letter from North Reading regarding a
joint meeting of the Board of Selectmen from North Reading and
Reading on expanding the MWRA service area to serve the Hingorani
development proposed on Chestnut Street. This meeting will be
held at Reading Town Hall on June 5, and the Town Manager will
notify the Selectmen in North Reading as well as the residents
who have expressed interest. We will be requesting a history of
the project, a recommendation by Reading's Public Works Director,
and a legal review as to whether or not approval or denial can be
appealed and granted through the Comprehensive Permit process.
One hour will be allowed on the Agenda.
The Town Manager reviewed with the Board of Selectmen Chief
Marchand' s memo of May 10 , 1990 regarding Depot enforcement.
Bernice Herrick from the Reading Depot Task Force outlined con-
cerns as follows:
1. Construction workers are parking in the Reading resident's
lot; residents need to update their stickers for current
stickers through perhaps a flyer on the windshield; we need
to check to make sure the registration numbers on the stick-

to check to make sure the registration numbers on the stick-
ers and the registration numbers on the cars are the same;
the enforcement officer needs to familiarize himself with
the whole area to be enforced; sometimes we should take a
full cycle and do the entire area as opposed to spot checks
for an hour or so in the morning.
2 . Pat Driscoll indicated that there were 64 cars today that
were in violation after the police did an enforcement
period. She noted that most of the violations were outdated
resident stickers. It appeared that only cars with no
sticker were ticketed. She indicated that stickers need to
be affixed permanently. Training is important, and warning
notices should be given for those who do not have the ap-
propriate sticker. The Board agreed to a trial period
during construction with weekly reports to the Town Manager
and monthly reports to the Board of Selectmen.
3 . Mr. and Mrs. Sanborn from Mt. Vernon Street were concerned
about parking on Mt. Vernon Street by commuters. The Depot
Task Force will be reviewing this with police input, and
will also be looking at Dudley and School Streets as poten-
tial areas of problems.
The Board discussed the Town Manager Evaluation. We are already
behind in this calendar, and it was suggested by Selectmen Hines
that perhaps the calendar ought to be modified so that evalua-
tions can be done in the winter when we are not competing with
Town Meeting and other events . A copy of the Town Manager's
employment contract will be sent to the newer members of the
Board of Selectmen. The Town Manager will provide a memo to the
Board of Selectmen reviewing past performance and suggesting
goals for next year.
The Board of Selectmen also reviewed the appointment process and
talked about setting up a subcommittee of the Board of Selectmen
to recommend changes in the process.
With regard to who will not allow the Town entry for water meter
installation, the Town Manager will write each of them a letter
and will check with the Human Services Department to see if there
are any clients on that list. The Town Manager's letter will
outline the next steps quoting the legal authority to enter onto
the property. The letter will also outline what steps have been
made to gain access. We may try to reach people with a phone
call. If that is not successful, then a final letter from the
Public Works Director will be sent.
The Board will get comments on the draft Rubbish Rules and
Regulation back to the Town Manager in time to make any modifica-
tions for the hearing on June 5. The time frame is very tight to
get the regulations adopted and then out to a printer to be dis-
tributed on June 9.
The Town Manager reviewed the status of appraisals for the Pearl
Street School property. The Board asked the Assessors to do a

first appraisal, and then have one of the outside appraisal firms
evaluate the offers from the potential purchasers. There is not
adequate money to have two appraisals done at this time.
-' The Town Manager reviewed the status of the Health Insurance.
The Board of Selectmen indicated that it seemed like a reasonable
process and that we should see with the Insurance Committee
whether or not there are other carriers other than the 10 that
the Town Manager outlined.
On motion by Ensminger, seconded by Hoyt the Board voted on a
roll call vote to go into Executive Session for the purpose of
real estate negotiations, and labor contract discussions; not to
come back into Open Session. All five members voting in the af-
firmative, the motion carried, and the Board went into Executive
Session at 10:00 p.m.
