HomeMy WebLinkAbout1990-04-17 Board of Selectmen Minutes Minutes of the Board of Selectmen Meeting April 17, 1990 The meeting was convened at 7:01 p.m. in the Selectmen's Meeting Room, 16 Lowell Street, Reading, Massachusetts. Present were Chairman Russell Graham, vice Chairman Dan Ensminger, Secretary George Hines, Selectmen Eugene Nigro and Sally Hoyt, Town Manager Peter I. Hechenbleikner, and a variety of residents. The Town Manager stated that his initial intent was to recommend to the Board of Selectmen a reduction in the amount proposed for the FY91 Budget for trash removal and disposal. The amount would be a $125,000 reduction, based on a recycling option. Since that time, the Town has been informed that Blue Cross Blue Shield is dropping the Town as an insured. Based on this action, the Town Manager felt that it would be prudent to reduce the trash expense line item by the $125,000, but use that to reduce the free cash for FY91 until we resolve the health insurance issue. After con- siderable discussion, the Board approved this action. On motion by Hines, seconded by Hoyt, the Board voted to recom- mend Article 4 of the Special Town Meeting Warrant by a vote of 4-1-0. On motion by Ensminger, seconded by Hoyt, the Board voted to approve the subject matter of Article 5, as recommended by the Town Manager by a vote of 5-0-0. The Board will hear discussion by the Reading Municipal Light Department at their meeting on 4-24-90. On motion by Hines, seconded by Nigro, the Board voted to recom - mend Article 10 by a vote of 5-0-0.
